Textile Industry Requests Discounts on Electricity Rates PDF Print E-mail

Textile entrepreneurs ask for electricity tariff discount incentives, especially during peak hours to reduce production costs. This is so that local textile products can compete with products from China.


Secretary General of the Indonesian Textile Association (API) Ernovian G Ismi said, many textile industries that have not felt the discount electricity tariffs. In fact, discounted electricity tariffs greatly help the burden of the textile industry.


"Discounted electricity tariffs can reduce the burden of production costs," he told Rakyat Merdeka yesterday.


He requested that the terms of the electricity tariff discount are also made easier. In addition, the terms of the discount based on production hours at 23.00-08.00 WIB considered unprofitable. "The textile industry only operates until 17:00 pm," he said.



API Chairman Ade Sudrajat said that currently the textile industry from upstream to downstream is still waiting for electricity tariff discount. "Energy is the backbone of the textile and textile industry (TPT), if expensive then it does not have global competitiveness," said Ade.


Currently, the electricity tariff for the textile industry is still Rp 1,100 per kilo watt hour (kWh) -Rp 1,300 per kWh during normal hours. During peak hours it reaches Rp 1,700 per kWh-Rp1,300 per kWh.


With the tariff, said Ade, the average expenditure in a day of textile industry production cost is higher compared to some other sector producers. "It's certainly very burdensome," he said.


The Director General of Chemical, Textile and Multifarious Industries of the Ministry of Industry, Achmad Sigit Dwiwahjono, said he is continuing to improve the performance of textile and textile products in the country. This sector contributes significantly to the national economy.


"Therefore, the incentives needed to boost the performance of TPT industry are among others reduction of electricity and gas energy tariff, domestic market protection from illegal import and easy access to domestic sales and export incentives," he said.


Export Rise


Minister of Industry Airlangga Hartarto said in the first half of 2017, the growth rate of the textile industry rose 1.92 percent compared to the same period in the previous year minus 0.13 percent. "In addition, textile exports also rose 2.71 percent to 7.12 billion US dollars until July 2017," said Airlangga.


Airlangga estimates, until the end of 2017, textile exports will reach 12.09 billion US dollars and in 2019 is targeted at 15 billion US dollars. In addition, in order to enhance competitiveness and productivity in the strategic sector, the government is working to facilitate logistical access and strengthen local branding.


"Currently our textile industry is already integrated, 90 percent has been produced domestically, therefore increasing the added value in Indonesia is also important to meet the domestic market, in addition to exports," he explained.



Industri Tekstil Minta Diskon Tarif Listrik



Pengusaha tekstil meminta insentif diskon tarif listrik, khususnya pada jam sibuk untuk menekan biaya produksi. Hal ini supaya produk tekstil lokal bisa bersaing dengan produk asal China.


Sekjen Asosiasi Pertekstilan Indonesia (API) Ernovian G Ismi mengatakan, banyak industri tekstil yang belum merasakan diskon tarif listrik. Padahal, diskon tarif listrik sangat membantu beban industri tekstil.


"Diskon tarif listrik bisa mengurangi beban biaya produksi," ujarnya kepada Rakyat Merdeka, kemarin.


Dia meminta, persyaratan diskon tarif listrik juga dipermudah. Selain itu, ketentuan diskon berdasarkan jam produksi yakni pukul 23.00-08.00 WIB dinilai tidak menguntungkan. "Industri tekstil hanya beroperasi hingga pukul 17.00 WIB," ujarnya.


Ketua Umum API Ade Sudrajat mengatakan, saat ini industri tekstil dari hulu sampai hilir masih menanti diskon tarif listrik. "Energi adalah tulang punggung dari perindustrian tekstil dan produk tekstil (TPT), jika mahal maka tidak memiliki daya saing global," kata Ade.


Saat ini, tarif listrik untuk industri tekstil masih Rp 1.100 per kilo watt hours (kWh)-Rp 1.300 per kWh pada jam normal. Adapun pada jam sibuk mencapai Rp 1.700 per kWh-Rp1.300 per kWh.


Dengan tarif tersebut, kata Ade, rata-rata pengeluaran dalam sehari ongkos produksi industri tekstil lebih tinggi dibandingkan dengan beberapa produsen sektor lain. "Ini tentu sangat memberatkan," katanya.


Dirjen Industri Kimia, Tekstil, dan Aneka Kementerian Perindustrian Achmad Sigit Dwiwahjono mengatakan, terus berupaya meningkatkan kinerja industri tekstil dan produk tekstil dalam negeri. Sektor ini memberikan kontribusi yang signifikan terhadap perekonomian nasional.


"Untuk itu, insentif yang diperlukan guna mendorong kinerja industri TPT antara lain penurunan tarif energi listrik dan gas, perlindungan pasar dalam negeri dari impor ilegal serta kemudahan akses penjualan ke dalam negeri serta insentif ekspor," katanya.



Ekspor Naik


Menteri Perindustrian Airlangga Hartarto mengatakan, pada semester I-2017, laju pertumbuhan industri tekstil naik 1,92 persen dibandingkan periode yang sama pada tahun sebelumnya minus 0,13 persen. "Selain itu, ekspor TPT juga mengalami kenaikan 2,71 persen menjadi 7,12 miliar dolar AS sampai dengan Juli 2017," ujar Airlangga.


Airlangga memperkirakan, sampai akhir 2017, ekspor TPT akan mencapai 12,09 miliar dolar AS dan pada 2019 ditargetkan sebesar 15 miliar dolar AS. Di samping itu, guna meningkatkan daya saing dan produktivitas di sektor strstegis ini, pemerintah tengah berupaya untuk mempermudah akses logistik dan menguatkan branding lokal.


"Saat ini industri TPT kita sudah terintegrasi, 90 persen sudah diproduksi di dalam negeri. Untuk itu, peningkatan nilai tambah di Indonesia juga penting untuk memenuhi pasar domestik, selain ekspor," jelasnya.
