The Ministry of Industry through the Directorate of Small and Medium Industries (IKM) is preparing the concept of IKM materials center in synergy with the domestic textile industry. The Ministry of Industry through the Directorate of Small and Medium Industries (IKM) is preparing the concept of IKM materials center in synergy with the domestic textile industry.

 

This is done as the Ministry of Industry's effort to provide solutions to the problem of the length of the distribution chain of raw materials obtained by IKM Textile and Textile Products (TPT).

 

Based on International Sericultural Commission (Inserco) data in 2012 Indonesia produces silk reach 20 tons, continue to decrease until in 2015 its production only 8 tons.

 

This has led to increased silk imports since 2012, especially for yarn and silk products. In the last three years the value of imports of yarn and silk cloth increased by 31.9% from US $ 1.06 million in 2012 to US $ 1.39 billion.

 

While imports of silkworms fell significantly from US $ 32 thousand to US $ 1 thousand. This shows that the downstream sector shows a high passion, while the upstream sector tends to decrease its performance. This is certainly very threatening the domestic natural silk industry.

 

"Increasing imports of yarn and silk fabric should be able to control. Upstream and downstream sectors need to synergize to re-generate the national natural silk industry, because Indonesia has great potential to develop it, "said Director of Small and Medium Industries of Chemical, Clothing, Various and Craft E. Ratna Utarianingrum at Focus Group Discussion Development of National Natural Silk Industry at Grand Clarion Hotel Makassar, Monday (27/11).

 

Keep in mind, Indonesia is the 9th silk producer in the world. Based on data of Trade Map 2016, Indonesia became the 63rd silk importer country in the world with import value of US $ 1.39 million.

 

The areas that become the base of natural silk industry are South Sulawesi (Sopeng, Wajo, and Enrekang), West Java (Garut, Sukabumi, Majalaya, Cianjur), Gorontalo, and Pati (Central Java).

 

Some of the problems of the upstream industry in the upstream sector are due to the low success rate of silkworm cultivation, the availability of limited quality F1 varieties, low cocoon quality, price fluctuations and decreased production every year.

 

Problems in the downstream sector are due to the low quality of the local cocoon causing poor quality of yarn and fabric, the scarcity of raw materials for the industry of weaving and weaving, the price of raw material of high silk yarn, the low efficiency of the product, the fulfillment of imported raw materials and the product of polyester substitution rayon.

 

Currently, the Directorate General of IKM is preparing the concept of the establishment of IKM materials center in synergy with the domestic textile industry. As the pilot project will establish it in Semarang for commodity of garment and batik.

 

This concept can be a role model for us to establish material center of raw material of silk, for that needed synergy between upstream and downstream sectors of nature suture.

 

Ratna said the upstream and downstream sectors synergy is very important for the development of natural silk industry. This needs to be done as an effort to strengthen the industry value chain, so that the raw material needs can be fulfilled by the domestic industry and the stability of raw material price of silk can be controlled.

 

 

Kembangkan Industri Sutera, Kemenperin Bentuk Material Center IKM

 

Tingginya nilai impor benang dan kain sutera telah mengancam sektor hulu industri persuteraan dalam negeri.

 

Kementerian Perindustrian melalui Direktorat Industri Kecil dan Menengah (IKM) sedang menyusun konsep material center IKM yang bersinergi dengan industri tekstil dalam negeri. Tingginya nilai impor benang dan kain sutera telah mengancam sektor hulu industri persuteraan dalam negeri.

 

Kementerian Perindustrian melalui Direktorat Industri Kecil dan Menengah (IKM) sedang menyusun konsep material center IKM yang bersinergi dengan industri tekstil dalam negeri.

 

Hal ini dilakukan sebagai upaya Kemenperin untuk memberikan solusi atas masalah panjangnya rantai distribusi bahan baku yang diperoleh IKM Tekstil dan Produk Tekstil (TPT).

 

Berdasarkan data International Sericultural Commision (Inserco) pada tahun 2012 Indonesia memproduksi sutera mencapai 20 ton, terus berkurang hingga pada tahun 2015 produksinya hanya 8 ton.

 

Hal ini menyebabkan impor sutera meningkat sejak tahun 2012, terutama untuk produk benang dan kain sutera. Dalam tiga tahun terakhir nilai impor benang dan kain sutera meningkat sebesar 31,9 % dari US$1,06 juta pada 2012 menjadi US$ 1,39 milyar.

 

Sementara impor ulat sutera turun signifikan dari US$32 ribu menjadi US$1 ribu. Hal ini menunjukkan bahwa sektor hilir menunjukan gairah yang tinggi, sementara sektor hulu cenderung menurun kinerjanya. Hal ini tentunya sangat mengancam industri persuteraan alam dalam negeri.

 

“Meningkatnya impor benang dan kain sutera harus dapat kita kendalikan. Sektor hulu dan hilir perlu bersinergi untuk kembali membangkitkan industri persuteraan alam nasional, karena Indonesia memiliki potensi yang besar untuk mengembangkannya,” kata Direktur Industri Kecil dan Menengah Kimia, Sandang, Aneka dan Kerajinan E. Ratna Utarianingrum pada Focus Group Discussion Pengembangan Industri Persuteraan Alam Nasional di Grand Clarion Hotel Makassar, Senin (27/11).

 

Perlu diketahui, Indonesia merupakan produsen sutera ke-9 di dunia. Berdasarkan data Trade Map 2016, Indonesia menjadi negara importir sutera ke-63 di dunia dengan nilai impor US$1,39 juta.

 

Adapun daerah yang menjadi basis industri persuteraan alam adalah Sulawesi Selatan (Sopeng, Wajo, dan Enrekang), Jawa Barat (Garut, Sukabumi, Majalaya, Cianjur), Gorontalo, dan Pati (Jawa Tengah).

 

Beberapa permasalahan industri persuteraan pada sektor hulu diantaranya karena tingkat keberhasilan budidaya ulat sutera yang rendah, ketersediaan varietas F1 yang berkualitas terbatas, kualitas kokon yang rendah, fluktuasi harga dan produksi menurun setiap tahun.

 

Permasalahan pada sektor hilir diantaranya karena rendahnya kualitas kokon lokal yang menyebabkan kualitas benang dan kain yang dihasilkan kurang baik, kelangkaan bahan baku industri pemitalan dan pertenunan, harga bahan baku benang sutera tinggi, efisiensi produk yang rendah, pemenuhan bahan baku dari importasi serta produk substitusi poliester rayon.

 

Saat ini Ditjen IKM sedang menyusun konsep pendirian material center IKM yang bersinergi dengan industri tekstil dalam negeri. Sebagai pilot project akan mendirikannya di Semarang untuk komoditi pakaian jadi dan batik.

 

Konsep ini dapat menjadi role model untuk kita mendirikan material center bahan baku sutera, untuk itu diperlukan sinergi antara sektor hulu dan hilir persuteraan alam.

 

Ratna mengatakan sinergi sektor hulu dan hilir sangat penting bagi pengembangan industri persuteraan alam. Hal ini perlu dilakukan sebagai upaya penguatan rantai nilai industri, sehingga kebutuhan bahan baku dapat dipenuhi oleh industri dalam negeri dan stabilitas harga bahan baku sutera dapat dikendalikan.
