Signing of Indonesia-Chile Cooperation PDF Print E-mail

Minister of Trade of the Republic of Indonesia, Enggartiasto Lukita and Chilean Foreign Minister Heraldo Muñoz signed the Indonesia-Chile Comprehensive Economic Partnership Agreement (Chile-CEPA / IC-CEPA) at Chile's Foreign Ministry Office in Santiago, Chile on Thursday (14/12). After six rounds of negotiations, the agreement was finally finalized in mid-November 2017. This agreement is the first Indonesian trade agreement with Latin American countries. For now IC-CEPA still regulates the trade of goods, but after this agreement is valid then the two countries will again discuss the trade of services and investment.

 

With the signing of this IC-CEPA, almost 90% of all Chilean tariff posts will be 0% or duty-free. IC-CEPA will abolish Chile's tariffs to 0% of Chile's 7,669 tariff lines, or cover 94.5% of Indonesia's export value to Chile in 2016. In addition, Chile also provides tariff reductions of up to 50% for 199 other products, or equivalent to 6.1% of Indonesia's export value to Chile. On the other hand, IC-CEPA will abolish Indonesia's import tariff to 0% against 9,308 tariff post of Indonesia, which represents 93.1% of Chilean exports to Indonesia. In fact, Indonesia also provides tariff reductions of 25-50% for 590 other products.

 

Some Indonesian products have significant tariff reductions in IC-CEPA, including automotive, footwear, furniture, jewelry, palm oil and derivatives, paper, textiles and textile products, fishery products, coffee, tea, tires, biofuels, and military equipment . The Director General of International Trade Negotiations, Iman Pambagyo as Chairman of the Indonesian Delegation stated, "As one of the countries with the most trade agreements in the world, Chile is the ideal country for Indonesia's product hub in Latin America".

 

In addition to the elimination and reduction of tariffs, this agreement covers matters relating to Sanitary and Phytosanitary (SPS) and Technical Barriers to Trade (TBT). There are SPS and TBT sub-committees that will resolve the technical differences between the two parties in the future. In addition, IC-CEPA regulates the rules of origin and customs procedures aimed at simplifying and harmonizing customs procedures. The agreement also covers legal issues consisting of dispute settlement and cooperation.

 

 

Penandatanganan Kerjasama Indonesia-Chile

 

Menteri Perdagangan RI, Enggartiasto Lukita bersama Menteri Luar Negeri Chile, Heraldo Muñoz menandatangani Persetujuan Kemitraan Ekonomi Komprehensif Indonesia-Chile (Indonesia-Chile CEPA/IC-CEPA) di Kantor Kementerian Luar Negeri Chile di Santiago, Chile, Kamis (14/12). Setelah melewati enam putaran perundingan, perjanjian ini akhirnya berhasil diselesaikan pada pertengahan November 2017. Perjanjian ini merupakan perjanjian dagang pertama Indonesia dengan negara Amerika Latin. Untuk saat ini IC-CEPA masih mengatur perdagangan barang, namun setelah perjanjian ini berlaku maka kedua negara akan kembali membahas perdagangan jasa dan investasi.

 

Dengan penandatanganan IC-CEPA ini, hampir 90% dari seluruh pos tarif Chile akan 0% atau bebas bea masuk. IC-CEPA akan menghapus tarif bea masuk Chile menjadi 0% terhadap 7.669 pos tarif Chile, atau mencakup 94,5% dari nilai ekspor Indonesia ke Chile pada tahun 2016. Selain itu, Chile juga memberikan pengurangan tarif hingga 50% untuk 199 produk lainnya, atau setara dengan 6,1% nilai ekspor Indonesia ke Chile. Di sisi lain, IC-CEPA akan menghapus tarif bea masuk Indonesia menjadi 0% terhadap 9.308 pos tarif Indonesia, yang mewakili 93,1% ekspor Chile ke Indonesia. Bahkan, Indonesia juga memberikan pengurangan tarif sebesar 25-50% untuk 590 produk lainnya.

 

Beberapa produk Indonesia yang mendapat pengurangan tarif signifikan dalam IC-CEPA, antara lain otomotif, alas kaki, furnitur, perhiasan, minyak sawit dan turunannya, kertas, tekstil dan produk tekstil, produk perikanan, kopi, teh, ban, biofuel, serta peralatan militer. Dirjen Perundingan Perdagangan Internasional, Iman Pambagyo selaku Ketua Delegasi RI menyatakan, “Sebagai salah satu negara yang memiliki perjanjian dagang terbanyak di dunia, Chile merupakan negara ideal sebagai hub produk Indonesia di kawasan Amerika Latin”.

 

Selain penghapusan dan pengurangan tarif bea masuk, perjanjian ini mencakup hal terkait Sanitary and Phytosanitary (SPS) dan Technical Barriers to Trade (TBT). Terdapat sub komite SPS dan TBT yang akan menyelesaikan perbedaan teknis antara kedua pihak di kemudian hari. Selain itu, IC-CEPA mengatur ketentuan asal barang dan prosedur kepabeanan yang bertujuan menyederhanakan dan menyelaraskan prosedur kepabeanan. Perjanjian ini juga mencakup isu legal yang terdiri dari penyelesaian sengketa dan kerja sama.
