Government Continues Rejuvenation of Textile Machinery PDF Print E-mail

The Ministry of Industry plans to resume the restructuring program of the textile industry after the program is dismissed in 2015 for evaluation.

 

Achmad Sigit Dwiwahjono, Director General of Chemical, Textile and Multifarious Industries, said that after the evaluation, the restructuring program for textile machinery and equipment was very effective in encouraging the growth of the industry, especially in increasing utilization.

 

"We want to continue again, but with a more structured mechanism. The target can start again in 2018, "he said.

 

Some time ago, some representatives of the Ministry of Industry visited China to explore cooperation related to the continuation of the textile machinery industry restructuring program. Sigit mentioned if before dismissed, the textile machinery restructuring program using funds from the state budget, in the future the government will seek other sources of funding that does not burden the state finances, one of them comes from China.

 

According to him, funding from the Bamboo Curtain country has borrowing interest cheaper than domestic commercial financing. Some of the financial institutions that are explored include China Development Bank (CDB) and Silk Road Fund, which is a financial institution formed by the Government of China.

 

One of the conditions to be able to get financing from China is that the recipient must purchase a machine that is also produced by the country. The Ministry of Industry hopes that at least this year the restructuring program will continue with experiments for several companies first.

 

"For example initiatives start with two or five companies first with a new mechanism. We are prioritizing for the middle textile industry, such as dyeing and staining, because that is still lacking, "he explained.

 

The need of the textile industry to replace the machines that are considered old is estimated at Rp400 billion per year. In the previous restructuring program, the government provided a subsidy of 10% of the investment value or the machine price and for each company a maximum of Rp 5 billion.

 

 

Pemerintah Lanjutkan Peremajaan Mesin Tekstil

 

 

Kementerian Perindustrian berencana kembali melanjutkan program restrukturisasi industri tekstil setelah program ini diberhentikan pada 2015 untuk dievaluasi.

 

Achmad Sigit Dwiwahjono, Direktur Jenderal Industri Kimia, Tekstil, dan Aneka Kemenperin, mengatakan setelah dievaluasi, program restrukturisasi untuk mesin dan peralatan tekstil ternyata sangat efektif dalam mendorong pertumbuhan industri ini, terutama dalam meningkatkan utilisasi.

 

“Kami mau lanjutkan lagi, tetapi dengan mekanisme yang lebih terstruktur. Targetnya bisa mulai lagi pada 2018,” ujarnya .

 

Beberapa waktu lalu, beberapa perwakilan Kemenperin mengunjungi China untuk menjajaki kerja sama terkait kelanjutan program restrukturisasi mesin industri tekstil. Sigit menyebutkan apabila sebelum diberhentikan, program restrukturisasi mesin tekstil menggunakan dana dari APBN,  ke depan nanti pemerintah akan mencari sumber pendanaan lain yang tidak membebani keuangan negara, salah satunya berasal dari China.

 

Menurutnya, pendanaan dari Negeri Tirai Bambu tersebut memiliki bunga pinjaman yang lebih murah dibandingkan dengan pembiayaan komersial dalam negeri. Beberapa lembaga keuangan yang dijajaki antara lain China Development Bank (CDB) dan Silk Road Fund, yang merupakan lembaga keuangan yang dibentuk oleh Pemerintah China.

 

Salah satu syarat untuk dapat mendapatkan pembiayaan dari China adalah penerima dana harus membeli mesin yang juga diproduksi oleh negara tersebut. Kemenperin berharap setidaknya pada tahun ini program restrukturisasi dilanjutkan dengan percobaan untuk beberapa perusahaan terlebih dahulu.

 

“Untuk inisiatif misalnya dimulai dengan dua atau lima perusahaan terlebih dahulu dengan mekanisme baru. Kami utamakan untuk industri tekstil yang tengah, seperti pencelupan dan pewarnaan, karena itu yang masih kurang,” jelasnya.

 

Kebutuhan industri tekstil untuk mengganti mesin-mesin yang dinilai sudah tua diperkirakan senilai Rp400 miliar per tahun. Pada program restrukturisasi terdahulu, pemerintah memberikan subsidi sebesar 10% dari nilai investasi atau harga mesin dan untuk setiap perusahaan maksimal diberikan Rp5 miliar.
