Government Targets Rp117 Trillion Investment in Chemical, Textile and Multifarious Industries PDF Print E-mail

The Ministry of Industry targets the investment value in the chemical, textile and miscellaneous (IKTA) industries in 2018 to reach Rp117 trillion, up from 2017's realization, which is estimated to reach Rp94 trillion.

 

"The pharmaceutical industry as well as traditional chemical and pharmaceutical products will contribute the highest growth in IKTA sector this year, reaching 6.38 percent," notes Director General (Director General) IKTA Ministry of Industry Achmad Sigit Dwiwahjono in his statement received in Bandung on Tuesday (16/1).

 

The investment projection from IKTA sector this year will contribute approximately 33 percent of the overall investment target in the national manufacturing group valued at Rp352 trillion.

 

Ministry of Industry, according to him, is prioritizing the deepening of the structure of the national pharmaceutical industry, especially in the upstream sector or producer of raw material supply of medicines. This strategic effort to reduce dependence on imported products.

 

"Therefore, the government has provided some fiscal incentives, such as tax allowance and tax holiday to attract investment and spur the pharmaceutical industry to develop raw material factory in Indonesia," he said.

 

Sigit said, Indonesia has the potential to excel when developing the pharmaceutical industry, herbal and cosmetics because it has natural resources that can support the production process.

 

Indonesia will cooperate with Singapore in setting standards and food safety as well as herbal products to be more competitive in the global level.

 

In addition, supported also through a program that is being intensively implemented by the Ministry of Industry, namely competency-based vocational education and training to create a workforce that suits the needs of the industrial world.

 

"Moreover, with the National Health Insurance program (JKN), so the investment in this sector is attractive and various projects are still ongoing," he noted.

 

Kemenperin RI also noted that several pharmaceutical companies and raw materials of medicines that have poured funds for investment in Indonesia include PT Kimia Farma Sungwun Pharmacopia worth Rp132.5 billion and PT Ethica Industri Pharmaceuticals Rp1 trillion.

 

Meanwhile, in the cosmetics sector, the expansion of PT Unilever Indonesia's plant with investment value reached Rp748.5 billion.

 

Previously, Minister of Industry RI Airlangga Hartarto said that the pharmaceutical industry became one of sub-sectors that is expected to contribute significantly to achieve the target of growth of non-oil / gas processing industry in 2018 which has been set at 5.67 percent.

 

"The pharmaceutical industry has been able to provide 70 percent of domestic drug needs," he said.

 

In fact, he said, the market value of pharmaceutical products to member countries of the Association of Southeast Asian Nations (ASEAN) reached 4.7 billion US dollars (US) or equivalent to 27 percent of the total pharmaceutical market in ASEAN.

 

"This is a big enough opportunity for domestic pharmaceutical industry to dominate domestic market or export," he said.

 

Airlangga believes that investment in the industrial sector will create chain effects such as providing new jobs and increasing value added and foreign exchange earnings from exports. Therefore, he said, the industrial sector becomes the main support of the national economic growth target.

 

Minister of Industry also stated that his party and related stakeholders will continue to synergize to improve the competitiveness and attractiveness of investment in the industrial sector, among others through the creation of conducive business climate and legal certainty, the use of the latest technology to encourage the improvement of quality, efficiency and productivity, in the form of fiscal incentives.

 

Furthermore, he added, supported by the availability of raw materials, competitive energy prices, competent human resources (HR), and ease of market access and financing.

 

"Consumption growth also needs to be maintained and re-upgraded to increase demand for industrial products," Airlangga Hartarto said

 

 

Pemerintah Targetkan Investasi Rp117 Triliun Di Industri Kimia, Tekstil, dan Aneka

 

Kementerian Perindustrian RI menargetkan nilai investasi di sektor industri kimia, tekstil, dan aneka ( IKTA ) pada 2018 akan mencapai Rp117 triliun atau naik dari realisasi tahun 2017 yang diperkirakan menembus angka Rp94 triliun.

 

"Industri farmasi serta produk obat kimia dan tradisional akan memberikan kontribusi pertumbuhan paling tinggi di sektor IKTA pada tahun ini, yakni mencapai 6,38 persen," catat Direktur Jenderal (Dirjen) IKTA Kemenperin RI Achmad Sigit Dwiwahjono dalam keterangannya yang diterima di Bandung, Selasa (16/1).

 

Proyeksi penanaman modal dari sektor IKTA tahun ini bakal menyumbang sekira 33 persen terhadap target investasi secara keseluruhan pada kelompok manufaktur nasional senilai Rp352 triliun.

 

Kemenperin, menurut dia, tengah memprioritaskan pendalaman struktur industri farmasi nasional, terutama di sektor hulu atau produsen penyedia bahan baku obat. Upaya strategis ini untuk mengurangi ketergantungan terhadap produk impor.

 

"Oleh karenanya, pemerintah telah menyediakan beberapa insentif fiskal, seperti tax allowance dan tax holiday guna menarik investasi dan memacu pelaku industri farmasi mengembangkan pabrik bahan baku di Indonesia," ungkapnya.

 

Sigit menyatakan, Indonesia berpotensi unggul apabila mengembangkan sektor industri farmasi, herbal dan kosmetika karena memiliki sumber daya alam yang mampu mendukung proses produksinya.

 

Indonesia akan berkerja sama dengan Singapura dalam penetapan standar dan keamanan pangan termasuk juga produk herbal agar bisa lebih berdaya saing di tingkat global.

 

Selain itu, didukung pula melalui program yang sedang gencar dilaksanakan oleh Kemenperin, yaitu pendidikan dan pelatihan vokasi berbasis kompetensi untuk menciptakan tenaga kerja yang sesuai kebutuhan dunia industri.

 

"Apalagi, dengan adanya program Jaminan Kesehatan Nasional (JKN) sehingga membuat investasi di sektor ini menarik dan berbagai proyek masih jalan terus," catatnya.

 

Kemenperin RI juga mencatat, beberapa perusahaan farmasi dan bahan baku obat yang telah menggelontorkan dananya untuk investasi di Indonesia, antara lain PT Kimia Farma Sungwun Pharmacopia senilai Rp132,5 miliar dan PT Ethica Industri Farmasi sebesar Rp1 triliun.

 

Sementara itu, di sektor kosmetika, adanya perluasan pabrik PT Unilever Indonesia dengan nilai investasi mencapai Rp748,5 miliar.

 

Sebelumnya, Menteri Perindustrian RI Airlangga Hartarto menyebutkan bahwa industri farmasi menjadi salah satu subsektor yang diharapkan berkontribusi signifikan untuk mencapai target pertumbuhan industri pengolahan nonmigas tahun 2018 yang telah ditetapkan sebesar 5,67 persen.

 

"Industri farmasi telah mampu menyediakan 70 persen dari kebutuhan obat dalam negeri," ungkapnya.

 

Bahkan, dikemukakannya, nilai pasar produk farmasi ke negara anggota Perhimpunan Bangsa Asia Tenggara (ASEAN) mencapai 4,7 miliar dolar Amerika Serikat (AS) atau setara dengan 27 persen dari total pasar farmasi di ASEAN.

 

"Ini menjadi peluang cukup besar bagi industri farmasi dalam negeri untuk lebih mendominasi pasar domestik atau ekspor," ujarnya.

 

Airlangga meyakini, dengan adanya investasi di sektor industri akan tercipta efek berantai seperti penyediaan lapangan kerja baru serta peningkatan nilai tambah dan penerimaan devisa dari ekspor.Oleh karena itu, dinyatakannya, sektor industri menjadi penunjang utama dari target pertumbuhan ekonomi nasional.

 

Menperin pun menyatakan, pihaknya bersama pemangku kepentingan terkait terus bersinergi untuk meningkatkan daya saing dan daya tarik investasi di sektor industri, antara lain melalui penciptaan iklim usaha yang kondusif dan kepastian hukum, penggunaan teknologi terkini untuk mendorong peningkatan mutu, efisiensi dan produktivitas, serta pemberian fasilitas berupa insentif fiskal.

 

Selanjutnya, ditambahkannya, didukung dengan ketersediaan bahan baku, harga energi yang kompetitif, sumber daya manusia (SDM) kompeten, serta kemudahan akses pasar dan pembiayaan.

 

"Pertumbuhan konsumsi juga perlu dijaga dan kembali ditingkatkan agar permintaan terhadap produk-produk industri semakin meningkat," demikian Airlangga Hartarto
