The Ministry of Industry officially issued Ministerial Regulation 1/2018 on criteria of income tax facilities for investment for certain industries and certain regions.

 

In response, Ade Sudrajat Chairman of the Indonesian Textile Association (API) said the textile and textile products industry generally meet the required criteria.

 

"For an investment of Rp 100 billion and 100 to 200 workers, I think it can be only then what incentives?" Ade said

 

In general, in the beleid, the textile industry is required to invest Rp 100 billion and employing from 100 people up to 250 people.

 

While. the matter of this incentive will refer to PP 18/2015 which provides a net income deduction of 30% of the total investment of fixed assets of the company charged for six years each of 5% per annum from commercial production.

 

"About the requirements I think it's okay, but how many pieces? If up to 10% or 20% per year certainly a lot of interest, this needs to be clarified," he continued.

 

The same thing also said Secretary General of API Ernovian Ismy. Provided that administrative requirements are not difficult, many TPT industry players will participate.

 

However, he continued, the government also needs to coordinate among its stakeholders, especially with the MoF regarding the incentives for the industry.

 

"There used to be similar incentives about energy from KLHK, we have done, but apparently there has been no coordination with the Ministry of Finance, so the industry is so lazy to do it," he said when contacted separately.

 

In addition to the tax incentives before, in fact the textile industry also needs other incentives. For example about the ease of import, the creation of the market, to the matter of employment.

 

Ernovian said, TPT industry is currently required to also innovate in order to diversify its products. But there is no support about it from the government.

 

"For example, we can make bullet-proof clothing from hemp fiber, but that would not be possible for the general public to buy." If the government wants to absorb the industry players will produce, "he continued.

 

He requested that the burden of research to diversify such products is not borne by the industry because of the expensive cost. The government must do it, and the industry becomes the executor

Kementerian Perindustrian resmi menerbitkan Peraturan Menteri 1/2018 tentang kriteria fasilitas pajak penghasilan untuk penanaman modal bagi industri tertentu dan daerah tertentu.

 

Menanggapi hal tersebut, Ade Sudrajat Ketua Asosiasi Pertekstilan Indonesia (API) mengatakan industri Tekstil dan Produk Tekstil secara umum dapat memenuhi kriteria yang disyaratkan.

 

"Untuk investasi senilai Rp 100 miliar dan pekerja 100 hingga 200, saya pikir bisa lah. Hanya kemudian insentifnya apa?" kata Ade

 

Secara umum, dalam beleid tersebut, industri TPT memang disyaratkan harus menanam modal senilai Rp 100 miliar dan mempekerjakan mulai dari 100 orang hingga 250 orang.

 

Sementara. soal insentif ini akan merujuk kepada PP 18/2015 yang memberikan potongan penghasilan neto sebesar 30% dari jumlah penanaman modal berupa aktiva tetap perusahaan yang dibebankan selama enam tahun masing-masing sebesar 5% pertahun sejak berproduksi komersial.

 

"Soal persyaratan saya pikir oke-oke saja, namun berapa potongannya? Kalau sampai 10% atau 20% pertahun tentu banyak yang tertarik. Ini yang butuh diperjelas," lanjutnya.

 

Hal serupa juga turut dikatakan Sekjen API Ernovian Ismy. Asalkan syarat administrasi tak sulit, banyak pelaku industri TPT yang akan ikut serta.

 

Namun ia melanjutkan, pemerintah sejatinya juga perlu melakukan koordinasi antara pemangku kebijakannya, khususnya dengan Kemenkeu terkait pemberian insentif bagi industri ini.

 

"Dulu ada insentif serupa soal energi dari KLHK, kita sudah melakukan. Tapi ternyata ternyata belum ada koordinasi dengan Kemenkeu, makanya industri jadi malas melakukannya," katanya saat dihubungi secara terpisah.

 

Selain soal insentif pajak tadi, sejatinya industri TPT juga membutuhkan insentif lain. Misalnya soal kemudahan impor, penciptaan pasar, hingga soal ketenagakerjaan.

 

Ernovian bilang, industri TPT saat ini dituntut untuk juga berinovasi guna mendiversifikasi produk-produknya. Namun tak ada dukungan soal itu dari pemerintah.

 

"Kita misalnya bisa buat baju anti peluru dari serat rami, tapi yang begininkan tidak mungkin dibeli masyarakat umum. Kalau pemerintah mau menyerap pelaku industri akan produksi," sambungnya.

 

Ia meminta agar beban riset untuk diversifikasi produk semacam itu tak ditanggung industri lantaran ongkos yang mahal. Pemerintah yang harus melakukannya, dan industri yang jadi eksekutor.
