National Textile Industry Under the Shadow of Basic Tariff Rise PDF Print E-mail

The government's plan to change the formula of non-subsidized electricity tariffs by including coal prices as one of the basic electricity tariff calculation (TDL) components was criticized by textile entrepreneurs incorporated in the Indonesian Textile Association (API).

 

Understandably, the price of coal is smoldering. For the February contract at Newcastle today, the price of coal reaches 107.7 US dollars per ton while in the Rotter market and the price is around 90.85 US dollars per ton.

 

Vice President Director of PT Pan Brothers Tbk (PBRX) Anne Patricia Sutanto said the change in TDL formula has the potential to make non-subsidized electricity tariffs, including industrial electricity. The increase has a big impact because the textile industry, especially in the upstream sector requires considerable electricity.

 

"Later, most of which will be affected in the upstream, the highest investment where it requires energy so it will require higher electricity than clothing or garment," said Anne at Menara Kadin Indonesia

 

Anne added, the Indonesian Textile Association (API) was observing the plan of the ESDM Ministry. He also hopes, the policy issued by the government does not burden the industry.

 

"We will ask the government to see the benchmark from other industries in other countries because our automatic must be competitive from the side not only domestic but also outside," he said.

 

According to him, so far the textile industry is dependent on exports. Meanwhile, the national textile industry is facing tough competition from neighboring countries such as Vietnam which is very efficient, especially in terms of workers' wages.

 

"The government should encourage the national textile industry to compete in the global market, we must ensure that our industry of Indonesia industry can really compete domestically and abroad," said Anne.

 

For that, continued Anne, it also considered to discuss with the Ministry of Industry regarding this new policy plan. "This discussion also analyzes the impact of electricity tariff increase on textile industry," he said.

 

 

Industri Tekstil Nasional Dibawah Bayang-Bayang Kenaikan Tarif Dasar

 

Rencana pemerintah untuk mengubah formula tarif listrik non-subsidi dengan memasukkan harga batubara sebagai salah satu acuan komponen perhitungan tarif dasar listrik (TDL) mendapat kecaman dari pengusaha tekstil yang tergabung dalam Asosiasi Pertekstilan Indonesia (API).

 

Maklum saja, harga batu bara tengah membara. Untuk kontrak Februari di bursa Newcastle hari ini, harga batu bara mencapai 107,7 dolar Amerika Serikat (AS) per ton sementara di bursa Rotterdan, harganya sekitar 90,85 dolar AS per ton.

 

Wakil Presiden Direktur PT Pan Brothers Tbk (PBRX) Anne Patricia Sutanto mengatakan, perubahan formula TDL berpotensi membuat tarif listrik non-subsidi, termasuk listrik industri naik. Kenaikan tersebut berdampak besar karena industri tekstil, terutama di sektor hulu membutuhkan listrik yang cukup besar.

 

"Nantinya yang paling nanti terefek itu di hulu, yang investasinya paling tinggi dimana memang membutuhkan energi sehingga akan memerlukan listrik yang lebih tinggi dibanding pakaian jadi atau garmen," kata Anne di Menara Kadin Indonesia

 

Anne menambahkan, Asosiasi Pertekstilan Indonesia (API) tengah mengamati rencana Kementerian ESDM tersebut. Ia pun berharap, kebijakan yang dikeluarkan pemerintah tidak membebani industri.

 

"Kita akan minta pemerintah melihat benchmark dari industri-industri lain di negara lain karena otomatis kita ini harus bisa kompetitif dari sisi bukan hanya domestik tapi juga luar," ucapnya.

 

Menurutnya, selama ini industri tekstil memang bergantung pada ekspor. Sementara itu, industri tekstil nasional tengah menghadapi persaingan ketat dari negara-negara tetangga seperti Vietnam yang sangat efisien, terutama dari sisi upah pekerja.

 

"Pemerintah seharusnya mendorong industri tekstil nasional untuk bersaing di pasar global. Kita harus memastikan bahwa industri kita industri Indonesia ini benar-benar bisa bersaing dalam negeri maupun luar negeri," kata Anne.

 

Untuk itu, lanjut Anne, pihaknya juga mempertimbangkan untuk berdiskusi dengan Kementerian Perindustrian mengenai rencana kebijakan baru ini. "Diskusi ini sekaligus menganalisis dampak kenaikan tarif listrik terhadap industri tekstil," tuturnya.
