Chairman of the Indonesian Textile Association (API) Ade Sudrajat predicts textile and textile products (TPT) from the country will be further behind compared to Vietnam's market share.

 

The Vietnam and EU Agreement in CEPA gives Vietnamese textile products exemption of import duty to the Blue Continent region, while Indonesia still has to bear the import duty of 11.2% - 31%.

 

Indonesia's textile and textile products exports to Europe reached US $ 1.9 billion or only grew 0.7% in 2017. While this value is likely to be higher than the previous year in 2016 ie US $ 1.8 billion with 0.71% growth.

 

The ease of trading of Vietnam's TPT with Europe makes Indonesia threatened only 0.5% growth in 2018 due to the existing market share was taken by Vietnam. TPT in the country is expected to continue growing to 3.8% -4% in 2019.

 

"So we urge the government to complete the IEU CEPA negotiations [trade agreement between Indonesia and EU in CEPA]. There is no other way, "said Ade

 

The fourth round of IEU CEPA negotiations will take place from 19 to 23 February 2018 in Solo, Central Java. The government plans to discuss a number of trade agreements including trade in goods and services to be carried out by both regions.

 

The Chamber of Commerce and Industry (Kadin) and the Indonesian Employers' Association (Apindo) also recommended the government to accelerate free trade between RI and the European Union. The reason is suppose exports of RI increasingly lagging behind with Vietnam.

 

It is targeted that the talks will be reached in November 2018. However, some parties have doubts about the target. A number of circles assess the achievement of new negotiations will be achieved in 2019.

 

Both Apindo and Kadin have also written to President Jokowi to create an early harvest program (EHP) formula to accelerate negotiations to achieve the import duty of certain products to Europe. This effort is also supported by the Indonesian Textile Association.

 

"We have proposed that [EHP] be accelerated. Because job seekers also can not wait. In addition, RI needs huge foreign exchange, "he said.

 

 

EKSPOR TPT KE UE

 

Ketua Umum Asosiasi Pertekstilan Indonesia (API) Ade Sudrajat memprediksi tekstil dan produk tekstil (TPT) dari Tanah Air akan semakin tertinggal dibandingkan pangsa pasar yang direbut Vietnam.

 

Perjanjian Vietnam dan Uni Eropa dalam CEPA, memberikan produk TPT asal Vietnam pembebasan bea masuk ke kawasan Benua Biru,  sedangkan Indonesia masih harus menanggung bea masuk 11,2% – 31%.

 

Ekspor tekstil dan produk tekstil Indonesia ke Eropa mencapai US$1,9 miliar atau hanya mengalami pertumbuhan 0,7% pada 2017. Sementara nilai ini cenderung lebih tinggi dibanding tahun sebelumnya pada 2016 yakni US$1,8 miliar dengan pertumbuhan 0,71%.

 

Kemudahan perdagangan TPT Vietnam dengan Eropa membuat RI terancam hanya mengalami pertumbuhan 0,5% pada 2018 akibat pangsa pasar yang ada mulai direbut oleh Vietnam. TPT di negara itu diperkirakan akan terus tumbuh hingga 3,8%-4% pada 2019.

 

“Makanya kami mendesak pemerintah untuk menyelesaikan perundingan IEU CEPA [perjanjian dagang antara Indonesia dan UE dalam CEPA]. Tidak ada cara lain,” kata Ade

 

Perundingan IEU CEPA putaran keempat akan dilakukan 19 – 23 Februari 2018 di Solo Jawa Tengah. Pemerintah rencananya akan membahas tentang sejumlah perjanjian dagang termasuk trade in goods dan services yang akan dilakukan oleh kedua wilayah.

 

Kamar Dagang dan Industri (Kadin) serta Asosiasi Pengusaha Indonesia (Apindo) juga merekomendasikan pada pemerintah untuk mempercepat free trade antara RI dan Uni Eropa. Pasalnya disinyalir ekspor RI semakin tertinggal dengan Vietnam.

 

Ditargetkan perundingan tersebut tercapai pada November 2018. Meski begitu sejumlah pihak meragukan target tersebut. Sejumlah kalangan menilai pencapaian perundingan baru akan tercapai pada 2019.

 

Baik Apindo maupun Kadin juga sudah menyurati Presiden Jokowi untuk membuat formula early harvest program (EHP) untuk mempercepat perundingan guna mencapai pembebasan bea masuk produk tertentu ke Eropa. Upaya ini juga didukung Asosiasi Pertekstilan Indonesia.

 

“Kami sudah usulkan supaya itu [EHP] dipercepat. Karena pencari kerja juga tidak bisa menunggu. Di sampng itu, RI perlu devisa yang sangat besar,” tuturnya.
