National upstream textile industry actor considers harmonization between ministries and related institutions is key to improve the competitiveness of domestic products.

 

Redma Gita Wirawasta, Secretary General of Indonesian Filament and Filament Yarn Producers Association (APSyFI) said the performance of manufacturing exports lost to neighboring countries is the result of a failed export policy.

 

In recent years, he assessed the government's support to improve the competitiveness of national industrial products has not been maximized. Exports of textile and textile products (TPT) of Indonesia, for example, from 2010 did not increase significantly and was in the level of US $ 11 billion to US $ 12 billion every year.

 

In the same period, other countries' textile exports, such as Vietnam, doubled, Bangladesh rose 1.5-fold, and India grew by 1.8-fold.

 

"President Jokowi's resentment over export performance is a fruit of export policy that failed to focus because there is no commitment of all ministries and agencies concerned to support the agenda of increasing competitiveness. How much economic policy is made, not much is implemented and perceived by the industry, so it does not have a significant effect on improving competitiveness, "he said.

 

In its industrial policy, the Ministry of Industry directs exports based on the depth of the integrated industry, rather than relying on imported raw materials. However, Redma believes this plan should be supported by other ministries because to encourage exports should be supported from upstream to downstream competitiveness.

 

Redma exemplifies one of the ministry policies that are considered less supportive of the upstream textile industry, is the policy for energy. Regulations relating to gas prices have been contained in Presidential Regulation No. 40/2016, but to date have not been implemented by the Ministry of Energy and Mineral Resources (ESDM). The electricity tariff discounts are also listed in Economic Policy III, but not yet implemented by the State Electricity Company (PLN).

 

Even in the last few years the government is considered to issue a policy that actually adds to the burden and disrupt the performance of the textile industry, such as the closure of toll roads for freight transport by the Ministry of Transportation as well as national holidays and joint leave.

 

"Frequently, the policy has changed, export has to be postponed for 3-4 days, demorage imports, industries that do not supply raw materials 24 hours, arterial roads clashed with tourist attractions, transportation costs doubled. This is a disincentive condition for the industry, "he said.

 

 

Kunci Untuk Memacu Ekspor Tekstil adalah Fokus

 

Pelaku industri tekstil hulu nasional menilai harmonisasi antar kementerian dan instansi terkait merupakan kunci untuk meningkatkan daya saing produk dalam negeri.

 

Redma Gita Wirawasta, Sekretaris Jenderal Asosiasi Produsen Serat dan Benang Filamen Indonesia (APSyFI) mengatakan kinerja ekspor manufaktur yang kalah dari negara tetangga adalah hasil dari kebijakan ekspor yang gagal fokus.

 

Dalam beberapa tahun ini, dia menilai dukungan pemerintah untuk meningkatkan daya saing produk industri nasional belum maksimal. Ekspor tekstil dan produk tekstil (TPT) Indonesia, misalnya, dari 2010 tidak mengalami peningkatan yang signifikan dan berada di level US$11 miliar hingga US$12 miliar setiap tahun.

 

Pada periode yang sama, ekspor TPT negara lain, seperti Vietnam tumbuh dua kali lipat, Bangladesh naik 1,5 kali lipat, dan India tumbuh sebesar 1,8 kali lipat.

 

“Kekesalan Presiden Jokowi atas kinerja ekspor adalah buah kebijakan ekspor yang gagal fokus karena tidak ada komitmen seluruh kementerian dan instansi terkait untuk mendukung agenda peningkatan daya saing. Berapa banyak kebijakan ekonomi dibuat, tidak banyak yang terimplementasi dan dirasakan industri, sehingga tidak berpengaruh signifikan terhadap peningkatan daya saing,” ujarnya .

 

Dalam kebijakan industrinya, Kementerian Perindustrian mengarahkan ekspor berdasarkan kedalaman industri yang terintegrasi, bukan bergantung pada bahan baku impor. Namun, Redma berpendapat rencana ini harus didukung oleh kementerian lain karena untuk mendorong ekspor harus didukung daya saing dari hulu ke hilir.

 

Redma mencontohkan salah satu kebijakan kementerian yang dinilai kurang mendukung industri tekstil hulu, adalah kebijakan untuk energi. Peraturan terkait harga gas telah tertuang dalam Peraturan Presiden Nomor 40/2016, tetapi hingga saat ini belum diimplementasikan oleh Kementerian Energi dan Sumber Daya Mineral (ESDM). Diskon tarif listrik juga telah tercantum pada Kebijakan Ekonomi III, tetapi belum dilaksanakan oleh Perusahaan Listrik Negara (PLN).

 

Bahkan dalam beberapa tahun terakhir pemerintah dinilai mengeluarkan kebijakan yang justru menambah beban dan mengganggu kinerja industri tekstil, seperti penutupan jalan tol untuk angkutan barang oleh Kementerian Perhubungan setial libur nasional dan cuti bersama.

 

“Sering pula kebijakannya berubah dadakan, ekspor harus ditunda 3-4 hari, impor kena demorage, industri yang jalan 24 jam tidak tersuplai bahan baku, lewat jalan arteri bentrok dengan tempat wisata, biaya transportasi naik 2 kali lipat. Ini kondisi disinsentif buat industri,” ungkapnya.
