Ready, Textile Imports Will Soar Before Idul Fitri PDF Print E-mail

Indonesian Filament and Fiber Producers Association (APSyFI) predicts will jump ahead of Eid. APSyFI Secretary General Redma Wirawasta said in this year's Idul Fitri domestic consumption doubled. In the first quarter, people's textile consumption is estimated to reach 400,000 tons and the second quarter could reach 800,000 tons or equivalent to Rp86.4 trillion

 

However, imported goods are predicted to flood local markets and domestic needs. Redma says this is due to Indonesia's huge consumption and government policies.

 

One of the government policies highlighted by the association is Permendag 64/2017 that merchants need to be able to import on the grounds as raw materials of IKM, begulubendag 85/2016 only the producers are allowed to import.

He judged by the regulation, the government is less supportive of the industry and more favorable to traders. Left, continued Redma, local woven and knit fabric manufacturers are ready for raw materials for IKM.

 

"We heard that my quarter has been used by API-U traders who are given import permits up to 70 million pages of cloth and will enter through this PLB only one importer," he said Monday (5/3).

 

According to him, this amount is very large because in general Kemenperin only provide important recommendations for API-P maximum 10 million pages per year. He mentioned that imported textile goods will be dominated by ready-made garments and from cloth.

 

 

Therefore, the government counterpart industry to back up the industrial sector that became the main economic support. Redma said that after the import curbing policy, TPT industry's performance in the second half of 2017 increased to 2.5% growth from the previous year which was still negative.

 

"The second half of last year sales of goods producers rose an average of 30%, this is because imported goods can not enter," said Redma.

Furthermore, he also stated the same thing with Customs will include textile products to list the commodities under his supervision postal borders. For APSyFI, such policies are assessed as economic toxins, because the product of Rp86 trillion is done by local producers will absorb millions of workers and save foreign exchange.

 

"Red carpet should be provided for domestic products, not for imported products," he said.

 

Siap-Siap, Impor Tekstil Bakal Melonjak Jelang Lebaran

 

Asosiasi Produsen Serat dan Benang Filamen Indonesia (APSyFI) memperkirakan impor tekstil akan melonjak menjelang lebaran.

 

Sekretaris Jenderal APSyFI Redma Wirawasta mengatakan pada lebaran tahun ini konsumsi domestik bakal naik 2 kali lipat. Pada kuartal I konsumsi tekstil masyarakat diperkirakan mencapai 400.000 ton dan kuartal II bisa mencapai 800.000 ton atau setara dengan Rp86,4 triliun

 

Namun, barang impor diprediksi akan membanjiri pasar lokal dan mengisi kebutuhan dalam negeri. Redma menuturkan hal ini disebabkan konsumsi Indonesia sangat besar dan kebijakan pemerintah dinilai kurang tegas dalam menghadang produk impor.

 

Salah satu kebijakan pemerintah yang disorot oleh asosiasi adalah Permendag 64/2017 yang memfasilitasi pedagang untuk bisa impor dengan alasan sebagai bahan baku IKM, padahal Permendag 85/2016 hanya mengizinkan produsen saja yang boleh impor.

Dia menilai dengan aturan tersebut, pemerintah kurang mendukung industri dan lebih memihak kepada pedagang. Padahal, lanjut Redma, produsen kain tenun dan rajut lokal sudah siap untuk memasok kebutuhan bahan baku untuk IKM.

 

"Kami dengar kuartal I sudah ada pedagang pakai API-U yang diberi izin impor sampai 70 juta yard kain dan akan masuk lewat PLB. Ini baru satu importir," katanya Senin (5/3).

 

Menurutnya, jumlah tersebut sangat besar karena pada biasanya Kemenperin hanya memberikan rekomendasi impor untuk API-P maksimal 10 juta yard per tahun. Dia menyebutkan barang impor tekstil yang masuk akan didominasi oleh pakaian jadi dan sebagian kain.

 

Oleh karena itu, kalangan industri mengingatkan pemerintah untuk kembali berpihak pada sektor industri yang menjadi penopang utama perekonomian. Redma menuturkan pasca kebijakan penertiban impor borongan, kinerja industri TPT pada semester II/2017 naik sehingga mencapai pertumbuhan sebesar 2,5% dari tahun sebelumnya yang masih negatif.

 

"Semester II tahun lalu penjualan produsen lokal naik rata-rata 30%, ini karena barang impor tidak bisa masuk," ujar Redma.

Lebih lanjut, dia juga menyatakan asosiasi mendengar wacana bahwa Bea Cukai akan memasukkan produk tekstil ke daftar komoditas yang pengawasannya melalui post border. Untuk APSyFI kebijakan seperti ini dinilai sebagai racun ekonomi, karena produk senilai Rp86 triliun apabila dikerjakan oleh produsen lokal akan menyerap jutaan tenaga kerja dan menghemat devisa.

 

"Karpet merah harusnya diberikan untuk produk dalam negeri, bukan buat produk impor," katanya.
