Circulation of Imported Imported Textiles PDF Print E-mail

The Indonesian Textile Association (API) asks the government to monitor and control the circulation of imported products to protect local producers. Moreover, people's need for clothing increased ahead of Ramadan 2018.

 

API Secretary General Ernovian Ismi said direct demand increases triggered an increase in textile product imports. "The apparatus must start with the market operation, not the intention of looking for smuggled goods but want to know how the circulation of goods in the country," he said in Jakarta, Tuesday (6/3).

 

Ernovian rate, from year to year imported finished products continue to flood the market when approaching Ramadan. The cheaper price triggered the local product losing competitiveness.

 

This year, API does not know how many imported products will enter. However, the government is asked to pay attention to the textile industry in Indonesia. "The state will lose if imported goods are not in accordance with the rules," he said.

 

Currently, the supply chain of the domestic textile industry is considered unfounded. Each upstream and downstream sector is not interconnected to the impact of imported products that meet at every industry level.

 

Although last year's export value of textiles rose 6.37 percent to US $ 12.59 billion compared to 2016, the impact on economic growth became less significant. According to the BPS report, in the fourth quarter of last year the textile industry only grew 2.49 percent.

 

Secretary General of Indonesian Filament and Fiber Films Association (APSyFI) Redma Gita Wirawasta said imported goods will be dominated by ready-made garments and fabrics. Postpaid garment imports, the performance of textile and textile products (TPT) in the second half of 2017 rose 2.5 percent. Average local sales rose 30 percent.

 

However, the Ministry of Trade has issued Permendag No 64/2017 on Provisions on the Import of Textile and Textile Products. The beleid allows traders to import textiles as raw materials for SMEs. "This is proof of the government of pro-traders and does not understand the industry, local woven and knitting manufacturers are ready to supply raw materials for SMEs," he said.

 

Peredaran Tekstil Impor Diawasi

 

Asosiasi Pertekstilan Indonesia (API) meminta pemerintah mengawasi dan mengontrol peredaran produk impor demi melindungi produsen lokal. Apalagi kebutuhan masyarakat terhadap sandang meningkat jelang Ramadhan 2018.

 

Sekretaris Jenderal API Ernovian Ismi mengatakan, kenaikan permintaan langsung memicu peningkatan impor produk tekstil. "Aparat harus memulai dengan operasi pasar. Bukan maksud mencari-cari barang selundupan tapi ingin mengetahui bagaimana peredaran barang dalam negeri," katanya di Jakarta, Selasa (6/3).

 

Ernovian menilai, dari tahun ke tahun impor produk jadi terus membanjiri pasar saat mendekati Ramadhan. Harga yang lebih murah memicu produk lokal kalah saing.

 

Tahun ini, API belum mengetahui berapa jumlah produk impor yang akan masuk. Namun, pemerintah diminta menaruh perhatian pada industri tekstil di Indonesia. "Negara akan rugi kalau barang impor yang masuk tidak sesuai aturan," ujarnya.

 

Saat ini, rantai pasok industri tekstil dalam negeri dinilai tak berjalan. Masing-masing sektor hulu dan hilir tidak saling terkoneksi imbas produk impor yang memenuhi di setiap level industri.

 

Meski tahun lalu nilai ekspor tekstil naik 6,37 persen menjadi US$ 12,59 miliar dibanding 2016, dampak terhadap pertumbuhan ekonomi menjadi kurang signifikan. Sesuai laporan BPS, pada kuartal IV tahun lalu industri tekstil hanya tumbuh 2,49 persen.

 

Sekjen Asosiasi Produsen Serat dan Benang Filamen Indonesia (APSyFI) Redma Gita Wirawasta mengatakan, barang impor yang masuk akan didominasi pakaian jadi dan kain. Pascapenertiban impor borongan, kinerja industri Tekstil dan Produk Tesktil (TPT) semester II-2017 naik 2,5 persen. Penjualan lokal rata-rata naik 30 persen.

 

Namun, Kementerian Perdagangan justru menerbitkan Permendag No 64/2017 tentang Ketentuan Impor Tekstil dan Produk Tekstil. Beleid itu memudahkan pedagang bisa mengimpor tekstil sebagai bahan baku IKM. "Ini bukti pemerintah pro-pedagang dan tidak mengerti industri. Produsen kain tenun dan rajut lokal sangat siap memasok bahan baku untuk IKM," katanya.
