If Right Incentives, Indonesia's Textile Export Market Will Increase 4% PDF Print E-mail

Indonesia has the opportunity to control 4% of the world's textile and garment markets in the next 5 years from last year's position of 1.6% if the government formulates the right incentive policy.

 

Secretary General of Indonesian Filament and Fiber Films Association (APSyFI) Redma Wirawasta said the strengthening of this exports will occur if the government focuses on growing the industry. The current instant policy with the freedom of importing textile raw materials and textile products does not make export increase.

 

"Instant policy of the Ministry of Trade, which encourages exports with imported raw materials is very wrong," said Redma, Wednesday (7/3/2018).

 

Currently, the competitiveness of Indonesian textile manufacturers is not maximal because of the high cost of energy, labor to logistics. To compete with other countries, this problem needs to be addressed. "Including multiple tax rules that must be fixed," he said.

 

By improving the competitiveness component, Indonesia's exports are expected to grow an average of 12% per year. If this performance can be maintained, Indonesia can increase global export market share by 4% in the next 5 years.

 

Jika Insentif Tepat, Pasar Ekspor Tekstil Indonesia di Dunia Bakal Naik Jadi 4%

 

Indonesia berpeluang menguasai 4% pasar tekstil dan garmen dunia dalam 5 tahun ke depan dari posisi tahun lalu sebesar 1,6% jika pemerintah merumuskan kebijakan insentif yang tepat.

 

Sekretaris Jenderal Asosiasi Produsen Serat dan Benang Filamen Indonesia (APSyFI) Redma Wirawasta menuturkan penguatan ekspor ini akan terjadi jika pemerintah berfokus menumbuhkan industri. Kebijakan instan saat ini dengan kebebasan mengimpor bahan baku tekstil dan produk tekstil justru tidak membuat ekspor meningkat.

 

"Kebijakan instan Kementerian Perdagangan yang mendorong ekspor dengan bahan baku impor itu sangat keliru. Terbukti ekspor kita tidak tumbuh meski diberi kebebasan impor bahan baku," kata Redma, Rabu (7/3/2018).

 

Saat ini daya saing pabrikan tekstil Indonesia kurang maksimal karena tingginya biaya energi, tenaga kerja hingga logistik. Untuk bersaing dengan negara lain, maka permasalahan menahun ini perlu dibenahi. "Termasuk peraturan pajak berganda yang harus diperbaiki," katanya.

 

Dengan pembenahan komponen daya saing itu, ekspor Indonesia diperkirakan dapat tumbuh rata-rata 12% per tahun. Jika performa ini dapat terus dipertahankan, maka Indonesia dapat meningkatkan penguasaan pasar ekspor global hingga 4% dalam 5 tahun mendatang.

 

 

Namun, Kementerian Perdagangan justru menerbitkan Permendag No 64/2017 tentang Ketentuan Impor Tekstil dan Produk Tekstil. Beleid itu memudahkan pedagang bisa mengimpor tekstil sebagai bahan baku IKM. "Ini bukti pemerintah pro-pedagang dan tidak mengerti industri. Produsen kain tenun dan rajut lokal sangat siap memasok bahan baku untuk IKM," katanya.
