Textile Factory in Citarum Watershed Will Be Fitted With Waste Processing Machines PDF Print E-mail

The TPT industry pollutes the Citarum watershed, but it can not be stopped because it is a labor-intensive and export-oriented industry.The government plans to create a communal Wastewater Treatment Plant (IPAL) for textile and textile products (TPT) which is currently located in Citarum River Basin (Citarum), West Java. Installation of this machine to reduce waste in rivers along the 269 kilometers is dubbed as the dirtiest river in the world.

 

Task Force (Plt) Director General of Industrial Zoning Development (PPI) of the Ministry of Industry, I Gusti Putu Suryawirawan said there are currently 444 TPT industries recorded around the upper and middle of the Citarum River. Of these, there is still a TPT industry that does not have an IPAL or its waste water management system is not suitable.

 

Therefore, the government through the Ministry of Public Works and People's Housing (PUPR) together with the Government of West Java Province will make a communal WWTP. This is in line with Presidential Regulation No. 15 of 2018 on the Acceleration of Pollution Control and Damage of Citarum River Basin.

 

"Those who do not have the WWTP will be identified to be made a communal WWTP," Putu said at the Coordinating Ministry for Home Affairs

 

Putu said the communal WWTP provided by the government will be directed to small and medium industries (IKM). Putu assessed that many industries are currently in the Citarum watershed, but do not have WWTP.

 

Currently, it is identifying the number of TPT industries that require the communal WWTP. Once identified, the government will prepare a budget allocation for this TPT industry to make a communal WWTP.

 

"It must also be fostered, they should be given assistance," said Putu.

 

Putu realized if the government should care about the environment, especially seeing Citarum that is polluted by waste. However, the textile industry can not also be stopped because it is labor-intensive and export-oriented industries.

 

"We keep watch that the good and right industry and fulfill the provision must be nurtured," Putu said

 

 

Pabrik Tekstil di DAS Citarum Akan Dipasangi Mesin Pengolah Limbah

 

Industri TPT mencemari DAS Citarum, namun tak bisa dihentikan kegiatannya karena merupakan industri padat karya dan berorientasi ekspor.

 

Pemerintah berencana membuatkan Instalasi Pengolahan Air Limbah (IPAL) komunal bagi industri tekstil dan produk tekstil (TPT) yang saat ini berada di Daerah Aliran Sungai (DAS) Citarum, Jawa Barat. Pemasangan mesin ini untuk mengurangi limbah di sungai sepanjang 269 kilometer yang dijuluki sebagai sungai terkotor di dunia.

 

Pelaksana Tugas (Plt) Dirjen Pengembangan Perwilayahan Industri (PPI) Kementerian Perindustrian, I Gusti Putu Suryawirawan mengatakan, saat ini ada 444 industri TPT yang terdata berada di sekitar hulu dan tengah Sungai Citarum. Dari jumlah tersebut, masih terdapat industri TPT yang belum memiliki IPAL atau sistem pengelolaan air limbahnya tak sesuai.

 

Karenanya, pemerintah melalui Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR) bersama Pemerintah Provinsi Jawa Barat akan membuatkan IPAL komunal. Hal itu sejalan dengan Peraturan Presiden Nomor 15 Tahun 2018 tentang Percepatan Pengendalian Pencemaran dan Kerusakan Daerah Aliran Sungai Citarum.

 

"Yang belum mempunyai IPAL itu akan diidentifikasi untuk dibuatkan IPAL komunal," kata Putu di Kemenko Kemaritiman

 

Putu mengatakan, IPAL komunal yang disediakan oleh pemerintah akan ditujukan kepada industri kecil dan menengah (IKM). Putu menilai IKM saat ini banyak industri yang berada di DAS Citarum, namun tak memiliki IPAL.

 

Saat ini, pihaknya tengah mengidentifikasi jumlah industri TPT yang membutuhkan IPAL komunal tersebut. Setelah diidentifikasi, pemerintah akan menyiapkan alokasi anggaran agar industri TPT ini dapat membuat IPAL komunal.

 

"Ini kan juga harus dibina, mereka harus diberikan bantuan," kata Putu.

 

Putu menyadari jika pemerintah harus memperdulikan lingkungan, terlebih melihat Citarum yang tercemari oleh limbah. Namun, industri TPT tak bisa juga dihentikan kegiatannya karena merupakan industri padat karya dan berorientasi ekspor.

 

"Kami jaga jaga bahwa industri yang baik dan benar dan memenuhi ketentuan itu harus tetap dibina," kata Putu
