TPT Exports Hampered Access Market PDF Print E-mail

The government is required to resolve trade barriers with the EU to boost growth in textile and textile product exports after seeing a potential 100% increase to the region to $ 6.9 billion in three years. So far, the export of textile products and textile products (TPT) is hampered by one of its largest share of EU countries. Products from Indonesia to date are still subject to import duty in the range of 11%.

 

 

This condition is much different from other competitor countries of Indonesia such as Vietnam, Bangladesh and Thailand to Ethiopia with import duty 0% or none after the country reached a trade agreement with the EU.

 

In terms of market share, Indonesia is still quite small at around 1.8%, far below Vietnam's 5%, Bangladesh over 7% to India with textile trading accounting for 10% of the world's total textile trade of around US $ 290 billion.

 

Chairman of the Indonesian Petroleum Association (API) Ade Sudrajat explained that Indonesia has the potential to become a country with a better market share of textile exports compared to the present after the negotiations. The government is at least asked to immediately complete the European Union - Comprehensive Economics Partnership Agreement (IEU-CEPA) negotiations to boost the export rate.

 

"It is very difficult to complete negotiations with the European Union. But if other countries can, cook we do not have a great negotiator, "he told Business, Sunday (06/05/2018).

 

So far, Indonesia's access market for exports still plays in traditional markets such as the United States, European Union and Japan. America at least contributed exports of about US $ 4 billion last year followed by the EU US $ 2.3 billion. As for Japan although not mentioned export value, but claimed after trade negotiations with RI, gradually exports of TPT to the State of Sakura rose 200% in the last eight years.

 

The latest export of TPT products was US $ 12.53 billion in 2017. This figure increased by 5.95% from the previous record of US $ 11.83 billion in total exports in 2016. But exports two years ago were still lower than in 2015 at US $ 12.28 billion. This year the association charged an increase of about 6% of exports last year.

 

"Although EU imports are declining [on textile products], but the region remains the most potential market [to increase exports]," he said.

 

APIs expect negotiators to work best to resolve the trade barriers that are being experienced for exporting the product. He asked the government to speed up the settlement of talks with the European Union.

 

 

The reason is that with the move the foreign exchange earnings of the country's exports have the potential to rise significantly. Not to mention indirectly will help increase the workforce in the textile sector.

 

Even so, at least the industry began to be helped by the certainty of the business endeavor that was undertaken after the industrial relocation of textiles from Bekasi, Tangerang and around to Central Java region. Not to mention since the regime began to look Joko Widodo regulatory certainty to help increase exports from within the country.

 

Ekspor TPT Terhambat Market Akses

 

Pemerintah diminta menyelesaikan hambatan dagang dengan Uni Eropa untuk mendongkrak pertumbuhan ekspor tekstil dan produk teksil setelah melihat potensi peningkatan sebesar 100% ke kawasan itu menjadi US$6,9 miliar dalam tiga tahun.

 

Selama ini ekspor produk tekstil dan produk tekstil (TPT) terhambat dengan salah satu pangsa terbesarnya yakni negara Uni Eropa. Produk dari Indonesia hingga kini masih dikenai bea masuk di kisaran 11%.

 

Kondisi ini jauh berbeda dengan negara kompetitor kompetitor Indonesia lainnya seperti Vietnam, Bangladesh dan Thailand hingga Ethiopia dengan bea masuk 0% atau tidak ada sama sekali setelah negara tersebut mencapai sebuah perjanjian dagang dengan Uni Eropa.

 

Secara market share Indonesia juga terbilang masih cukup kecil yakni sekitar 1,8%, jauh dibanding dengan Vietnam sebesar 5% lebih, Bangladesh di atas 7% sampai India yang menguasai perdagangan tekstil sebesar 10% dari total perdagangan tekstil dunia sekitar US$290 miliar.

 

Ketua Asosiasi Petekstilan Indonesia (API) Ade Sudrajat memaparkan Indonesia berpotensi menjadi negara dengan market share ekspor tekstil lebih baik dibanding dengan saat ini setelah adanya perundingan. Pemerintah setidaknya diminta untuk segera menyelesaikan perundingan Indonesia European Union – Comprehensive Economics Partnership Agreement (IEU-CEPA) untuk mendongkrak laju ekspor.

 

“Memang menyelesaikan perundingan dengan Uni Eropa sangat sulit. Namun jika negara lain bisa, masak kita tidak punya negosiator ulung,” katanya kepada Bisnis, Minggu (6/5/2018).

 

Selama ini market akses untuk ekspor Indonesia masih bermain di pasar tradisional seperti Amerika Serikat, Uni Eropa dan Jepang. Amerika setidaknya menyumbang ekspor sekitar US$4 miliar tahun lalu disusul Uni Eropa US$2,3 miliar. Adapun Jepang meski tidak disebutkan nilai ekspor, namun diklaim setelah adanya perundingan dagang dengan RI, secara berangsur ekspor TPT ke Negeri Sakura naik 200% dalam delapan tahun terakhir.

 

Ekspor produk TPT Indonesia terakhir sebanyak US$12,53 miliar pada 2017. Angka ini meningkat sebesar 5,95% dari sebelumnya mencatatkan total ekspor US$11,83 miliar pada 2016. Namun ekspor dua tahun lalu masih lebih rendah dibanding 2015 sebesar US$12,28 miliar. Tahun ini asosiasi menargerkan peningkatan sekitar 6% dari ekspor tahun lalu.

 

“Meskipun impor Uni Eropa menurun [terhadap produk TPT], namun kawasan itu tetap menjadi pasar yang paling potensial [untuk peningkatan ekspor],” katanya.

 

API berharap negosiator dapat bekerja maksimal menyelesaikan hambatan dagang yang sedang dialami untuk ekspor produk itu. Dia meminta pemerintah mempercepat penyelesaikan perundingan dengan Uni Eropa.

 

 

Pasalnya dengan langkah itu pemasukan devisa negara dari ekspor tersebut berpotensi naik signifikan. Belum lagi secara tidak langsung akan membantu peningkatan tenaga kerja di sektor TPT.

 

Meski begitu, setidaknya industri mulai terbantu dengan kepastian berusaha yang dijalani industri setelah melakukan relokasi industri teksil dari kawasan Bekasi, Tangerang dan sekitar ke wilayah Jawa Tengah. Belum lagi sejak rezim Joko Widodo mulai terlihat kepastian regulasi untuk membantu peningkatan ekspor dari dalam negeri.
