The Weakening of Rupiah to Create Depressed Textile Industry PDF Print E-mail

The exchange rate of the rupiah against the US dollar (USD) which penetrates the level of Rp14.000 per USD gives its own effect on business activities in the country. In fact, the Textile and Textile Products (TPT) industry becomes one of the oppressed by US perkasanya in line with the improving US economy.

 

Secretary General of Indonesian Filament and Fiber Films Distribution Association (APSyFI) Redma explained that although the weakening of rupiah exchange rate is dominated by external factors but there is nothing wrong if the government is more leverage in stabilizing the balance of payments. At least, the weakening can be arrested and does not make the rupiah weaken more deeply.

"Do not assume this is a minor issue just because other countries' currencies are also weakening, our economy needs stability," said Redma, in a written statement, in Jakarta Thursday, May 24, 2018.

 

According to him, it is getting worse after the Minister of Trade Regulation (Permendag) 64 years 2017 which indicated more facilitate imported products and caused the imports jumped higher by 19.6 percent compared to the export performance in the first quarter of 2018 which only reached 7.9 percent year to year.

 

He considered the condition that gives effect to the decline of the rupiah against the USD. "The trade balance is still a surplus of USD1, 29 billion, but down compared with the same period the previous year," he said.

 

Furthermore, he said, after controlling the import of sales, the textile industry in the fourth quarter of 2017 and the first quarter of 2018 grew 30 percent. However, since Permendag 64/2017 took effect in the second quarter of 2018, demand from the domestic market began to be deserted because it has been replaced by imported products Bonded Logistics Center (PLB).

 

"If Small Medium Enterprises (IKM) need raw materials, today we will see IKM products that are flooding the market, not imported products," he said, adding that it was asking that Permendag 64/2017 be revoked and returned to Permendag 85 / 2016 where the import of raw materials is regulated based on industry needs

 

 

Pelemahan Rupiah Buat Industri Tekstil Tertekan

 

Nilai tukar rupiah terhadap dolar Amerika Serikat (USD) yang menembus level Rp14.000 per USD memberikan efek tersendiri terhadap aktivitas bisnis di Tanah Air. Bahkan, industri Tekstil dan Produk Tekstik (TPT) menjadi salah satu industri yang tertekan akibat perkasanya USD sejalan membaiknya perekonomian AS.

 

Sekertaris Jenderal Asosiasi Produsen Serat dan Benang Filamen Indonesia (APSyFI) Redma menjelaskan, meski pelemahan nilai tukar rupiah lebih didominasi faktor eksternal namun tidak ada salahnya jika pemerintah lebih maksimal dalam menstabilkan neraca pembayaran. Setidaknya, pelemahan bisa ditahan dan tidak membuat rupiah melemah lebih dalam.

"Jangan anggap ini masalah ringan hanya karena mata uang negara lain juga ikut melemah. Ekonomi kita butuh stabilitas," tegas Redma, dalam keterangan tertulisnya, di Jakarta Kamis, 24 Mei 2018.

 

Menurutnya hal itu kian diperparah usai berlakunya Peraturan Menteri Perdagangan (Permendag) 64 tahun 2017 yang diindikasikan lebih memfasilitasi produk impor dan menyebabkan impor melonjak lebih tinggi sebanyak 19,6 persen dibandingkan dengan kinerja ekspor di kuartal I-2018 yang hanya mencapai 7,9 persen secara tahun ke tahun.

 

Dirinya menilai kondisi itu memberikan pengaruh terhadap terpuruknya nilai tukar rupiah terhadap USD. "Neraca perdagangannya masih surplus USD1,29 miliar, tapi turun dibandingkan dengan periode yang sama tahun sebelumnya," tukasnya.

 

Lebih lanjut, tukasnya, usai dilakukan penertiban impor borongan penjualan, industri TPT di kuartal IV-2017 dan kuartal I-2018 terlihat tumbuh 30 persen. Namun, sejak Permendag 64/2017 berlaku di kuartal II-2018, permintaan dari pasar dalam negeri mulai sepi karena sudah digantikan produk impor melalui Pusat Logistik Berikat (PLB).

 

"Kalau memang Industri Kecil Menengah (IKM) yang butuh bahan baku, hari ini kita akan lihat produk IKM yang membanjiri pasar, bukan produk impor," tegasnya, seraya menambahkan bahwa pihaknya tengah meminta agar Permendag 64/2017 dicabut dan dikembalikan ke Permendag 85/2016 di mana impor bahan baku diatur berdasarkan kebutuhan industri
