Manufacturers Urge Formation of Special Cluster of Textiles PDF Print E-mail

Industry players propose the provision of textile-specific clusters to improve the competitiveness of domestic products.

 

Redma Gita Wirawasta, Secretary General of Indonesian Filament and Fiber Films Association (APSyFI), said the association has proposed the matter to the government through the Ministry of Industry since the end of last year. According to him, industry players want the upstream and downstream industries integrated in one region.

 

"One of them is environmental problems if one factory builds wastewater treatment plant, it is expensive, if there is one with more efficient," he said on Sunday (5/27/2018).

 

In addition, the domestic textile industry is also constrained by logistics problems because the upstream and downstream industries are located in dispersed areas. Redma provides examples of fiber and yarn producers centered in Banten and West Java, while clothing manufacturers are concentrated in Central Java.

 

He also hopes the government can provide the region with competitive prices because although there is currently a potential land for textile clusters in Central Java, but the industry is not too interested because it is managed privately with expensive rental.

 

"Yesterday many companies are relocating the plant to Central Java because the wage is cheaper, if the government provides land, they will count and are interested to move," he explained.

 

In terms of production, in the period of January-March 2018, the textile industry increased by 8% on an annual basis. The growth is driven by domestic demand as there is still a tightening factor in wholesale imports and other imports, so domestic consumers are still looking for local products.

 

However, for the next quarter, the association is concerned that imports will start to enter, especially imported fabrics from Bonded Logistics Centers (PLB). This is because importers are very facilitated by the Ministry of Trade through Permendag 64/2017.

 

The industry also reminded the government to return to the side of the national industrial sector that became the main support of the economy because after the policy of import curling of bulk, TPT industry performance in the second half of 2017 rose to achieve growth of 2.5% from the previous year is still negative.

 

Pabrikan Desak Pembentukan Klaster Khusus Tekstil

 

Pelaku industri mengusulkan penyediaan klaster khusus tekstil untuk meningkatkan daya saing produk dalam negeri.

 

Redma Gita Wirawasta, Sekretaris Jenderal Asosiasi Produsen Serat dan Benang Filamen Indonesia (APSyFI), mengatakan asosiasi telah mengusulkan hal tersebut kepada pemerintah melalui Kementerian Perindustrian sejak akhir tahun lalu. Menurutnya, pelaku industri menginginkan industri hulu hingga hilir terintegrasi dalam satu kawasan.

 

"Salah satunya karena masalah lingkungan kalau satu pabrik membangun instalasi pengolahan air limbah itu kan mahal. Kalau bisa ada yang bareng sehingga lebih efisien," ujarnya Minggu (27/5/2018).

 

Selain itu, industri tekstil dalam negeri juga terkendala masalah logistik karena industri hulu dan hilir berada di wilayah yang tersebar. Redma memberikan contoh produsen serat dan benang terpusat di Banten dan Jawa Barat, sedangkan produsen pakaian jadi terpusat di Jawa Tengah.

 

Dia pun berharap pemerintah bisa menyediakan kawasan dengan harga yang bersaing karena walaupun saat ini terdapat lahan yang potensial untuk klaster tekstil di Jawa Tengah, tetapi industri tidak terlalu berminat karena dikelola swasta dengan harga sewa yang mahal.

 

"Kemarin kan banyak perusahaan yang merelokasi pabrik ke Jateng karena biaya upah lebih murah. Kalau pemerintah menyediakan lahan, mereka akan hitung dan tertarik untuk pindah," jelasnya.

 

Dari sisi produksi, pada periode Januari-Maret 2018, industri tekstil mengalami peningkatan sebesar 8% secara tahunan. Pertumbuhan tersebut didorong oleh permintaan domestik karena masih ada faktor pengetatan impor borongan dan impor lainnya, sehingga konsumen dalam negeri masih mencari produk lokal.

 

Namun, untuk kuartal selanjutnya, asosiasi mengkhawatirkan impor bakal mulai banyak masuk, terutama impor kain dari Pusat Logistik Berikat (PLB). Hal ini disebabkan importir sangat difasilitasi oleh Kementerian Perdagangan melalui Permendag 64/2017.

 

Kalangan industri pun mengingatkan pemerintah untuk kembali berpihak pada sektor industri nasional yang menjadi penopang utama perekonomian karena selepas kebijakan penertiban impor borongan, kinerja industri TPT pada semester II/2017 naik sehingga mencapai pertumbuhan sebesar 2,5% dari tahun sebelumnya yang masih negatif.
