China's policy of imposing high import duties on cotton products from the United States is believed to be benefiting textile producers in Central Java.

 

Chairman of the Indonesian Textile Association (API) of Semarang Agung Wahono said that if the import duty policy is done by the Bamboo Curtain country, it will make the cost of producing textile companies cheaper.

 

Nevertheless, the condition is not affected by export activities and the competitiveness of Indonesian products, especially Central Java textile products in the global market. "Our estimate is that the cost of production will be reduced by a maximum of 25 percent because the US has been the main source of imported cotton. profit from the other side is relatively limited, "he said on Wednesday (20/6).

 

The same thing was expressed by Vice Chairman of the Indonesian Employers Association (Apindo) Central Java Dedy Mulyadi Ali. He considered, companies that will benefit greatly from China's cotton retention policy to the US are those engaged in spinning yarn and cotton fabrics.

 

"But the profit is also limited, because usually importing countries like the US, want imports of cotton or cotton products from Indonesia where raw materials such as cotton are obtained from the US as well as China," he said.

 

Meanwhile, for the textile and textile products (TPT) other Dedy rate will not be too significant impact in addition to the reduced production cost. Because the potential for cheap cotton prices in the international market will apply globally.

 

It also believes it will have a similar impact on competing countries in the TPT sector such as Vietnam, Bangladesh and Sri Lanka.

 

These countries have a lower cost of labor cost compared to Indonesia. On the other hand, countries such as Vietnam have received incentives for import duty exemption of TPT products with the EU.

 

In addition, Dedy said that other pressures were also experienced by textile producers in Central Java caused by changes in the pattern of public spending to the online system. The reason is that the trend makes the demand from exporters of TPT products in Central Java is limited to demand data in the market.

 

"Different from previous years, big-ticket consumers must buy long-term stock systems with large quantities to fill their warehouses, now they buy with short-term stock systems and are limited to demand," Dedy said.

 

Meanwhile, textile products and textile goods are still the main commodities that have the highest export value in Central Java during the period of January-April 2018. Textile and textile goods contribute 41.77% of the province's total exports. The export value for this commodity group in April 2018 was US $ 217.99 million.

 

Imports of textile products and textile goods in the same period reached 15.77% of the total imports of Central Java. The import value for the commodity group in April reached US $ 215.02 million. As a result, the trade balance surplus from the sector only reached US $ 2.97 million.

 

TRADE SURPLUS

 

Dedy said the low number of surplus trade balance of textile products and textile goods is caused by seasonal factors. According to him, at the beginning of the year export demand is relatively low. Demand will start to skyrocket when it enters the second half when a number of countries in the West enter the winter.

 

Previously, the Ministry of Industry has established the TPT industry of Central Java as one of the sectors that will be a pilot in the implementation of Industry 4.0 in Indonesia.

 

In order to sustain its competitiveness, the Ministry of Industry claimed to continue to improve the competence of human resources in this sector in order to be able to master the development of digital technology.

 

Especially for supplying manpower in TPT industry, Kemenperin owns Solo Textile Community Academy and the implementation of 3 in 1 Training (training, competency certification, and work placement) for garment machine operator.

 

In addition, the Ministry of Industry is also intensifying the implementation of vocational education programs, especially Vocational High School which is integrated with the industry. On the other hand, the agency is also discussing international trade, in order to get incentives in the form of free tariffs on textiles or garments to other countries.

 

Minister of Industry of Airlangga Hartarto said if for example cooperation with Australia then Indonesia targets IA-CEPA can be completed this year. "We believe that if all tariffs are already zero, our textile or garment exports will increase, the positive impact will also be felt in Central Java," Airlangga said recently.

 

Produsen Tekstil Jateng Diuntungkan

 

Kebijakan China yang akan memberlakukan bea masuk yang tinggi kepada produk kapas dari Amerika Serikat diyakini akan memberikan keuntungan bagi produsen tekstil di Jawa Tengah.

 

Ketua Asosiasi Pertekstilan Indonesia (API) Kota Semarang Agung Wahono mengatakan, apabila kebijakan bea masuk tersebut dilakukan oleh Negeri Tirai Bambu, hal itu akan membuat ongkos produksi perusahaan tekstil menjadi lebih murah.

 

Namun demikian, kondisi tersebut dinilainya tidak akan terlalu memengaruhi aktivitas ekspor dan daya saing produk Indonesia terutama produk tekstil Jawa Tengah di pasar global "Perkiraan kami, ongkos produksi akan tereduksi maksimal 25%. Sebab selama ini AS menjadi sumber impor kapas utama kami. Tapi untuk keuntungan dari sisi yang lain relatif terbatas,” ujarnya, Rabu (20/6).

 

Hal senada pun diungkapkan oleh Wakil Ketua Asosiasi Pengusaha Indonesia (Apindo) Jawa Tengah Dedy Mulyadi Ali. Dia menilai, perusahaan yang akan mendapat keuntungan besar dari kebijakan retaliasi kapas China kepada AS adalah mereka yang bergerak di sektor pemintalan benang dan kain katun.

 

"Tetapi keuntungannya juga terbatas. Sebab biasanya negara importir seperti AS, maunya impor produk benang atau katun dari Indonesia di mana bahan baku seperti kapasnya didapat dari AS juga. Begitu pula dengan China,” ujarnya.

 

Sementara itu, untuk sektor tekstil dan produk tekstil (TPT) lainnya Dedy menilai tidak akan terlalu memberikan dampak signifikan selain dari sisi ongkos produksi yang tereduksi. Pasalnya, potensi murahnya harga kapas di pasar internasional akan berlaku secara global.

 

Hal itu diyakininya juga akan memberikan dampak yang serupa di negara pesaing Indonesia di sektor TPT seperti Vietnam, Bangladesh dan Sri Lanka.

 

Negara-negara tersebut memiliki ongkos produksi dari sisi tenaga kerja yang lebih murah dibandingkan dengan Indonesia. Di sisi lain, negara seperti Vietnam telah mendapat insentif pembebasan bea masuk produk TPT dengan Uni Eropa.

 

Selain itu, Dedy mengatakan bahwa tekanan lain juga dialami oleh para produsen tekstil di Jawa Tengah yang diakibatkan oleh perubahan pola belanja masyarakat ke sistem daring. Pasalnya, tren tersebut membuat permintaan dari eksportir terhadap produk TPT Jawa Tengah hanya terbatas pada data permintaan di pasar.

 

"Beda dengan tahun-tahun sebelumnya, konsumen partai besar pasti membeli dengan sistem stok jangka panjang dengan jumlah besar, untuk mengisi gudangnya dulu. Sekarang, mereka beli dengan sistem stok jangka pendek dan terbatas pada permintaan,” kata Dedy.

 

Adapun, produk tekstil dan barang tekstil masih menjadi komoditas utama yang mempunyai nilai ekspor tertinggi di Jawa Tengah selama periode Januari-April 2018. Tekstil dan barang tekstil memberi andil sebesar 41,77% dari total ekspor provinsi tersebut. Nilai ekspor untuk kelompok komoditas tersebut pada April 2018 sebesar US$217,99 juta.

 

Impor produk tekstil dan barang tekstil pada periode yang sama mencapai 15,77% dari total impor Jawa Tengah. Nilai impor untuk kelompok komoditas tersebut pada April mencapai US$215,02 juta. Alhasil surplus neraca perdagangan dari sektor tersebut hanya mencapai US$2,97 juta.

 

SURPLUS DAGANG

 

Dedy mengatakan, rendahnya angka surplus neraca perdagangan produk tekstil dan barang tekstil tersebut disebabkan oleh faktor musiman. Menurutnya, pada awal tahun permintaan ekspor relatif rendah. Permintaan akan mulai meroket ketika memasuki semester II ketika sejumlah negara di Barat memasuki musim dingin.

 

Sebelumnya, Kementerian Perindustrian telah menetapkan industri TPT Jawa Tengah sebagai salah satu sektor yang akan menjadi percontohan pada implementasi Industri 4.0 di Indonesia.

 

Guna menopang daya saingnya, Kemenperin mengaku akan terus meningkatkan kompetensi sumber daya manusia di sektor ini agar mampu menguasai perkembangan teknologi digital.

 

Khusus untuk memasok tenaga kerja di industri TPT, Kemenperin memiliki Akademi Komunitas Tekstil Solo dan penyelenggaraan Diklat 3 in 1 (pelatihan, sertifikasi kompetensi, dan penempatan kerja) untuk operator mesin garmen.

 

Selain itu, Kemenperin juga tengah menggencarkan pelaksanaan program pendidikan vokasi terutama Sekolah Menengah Kejuruan yang terintegrasi dengan industri. Di sisi lain, instansi itu juga sedang membahas perdagangan internasional, agar mendapatkan insentif berupa bebas dari tarif bea masuk tekstil atau garmen ke negara lain.

 

Menteri Perindustrian Airlangga Hartarto menyebutkan jika misalnya kerja sama dengan Australia maka Indonesia menargetkan IA-CEPA bisa selesai tahun ini. "Kami yakin, kalau semua tarif sudah menjadi nol, ekspor tekstil atau garmen kita akan meningkat, dampak positifnya juga akan dirasakan di Jawa Tengah,” kata Airlangga, baru-baru ini.
