RI Entrepreneurs Urge US Lobby Government to Extend GSP Incentives PDF Print E-mail

Businessmen expect the government to increase diplomacy with the United States to extend the generalized system of preference (GSP) facility.

 

"If in the time of [Donald's government] Trump now no more free trade, then this GSP becomes very important," said Chairman of the Indonesian Textile Association (API) Ade Sudrajat Usman.

 

He hopes the government is really serious in pressing the Americans to continue the GSP Indonesia facility.

 

"So that the domestic industry can go forward and a lot of manpower can be employed," he explained.

 

In addition, he also hopes the government can be really careful in determining which products get the facility, so it does not become wasteful in the future.

 

"So the intelligence of our [Indonesian diplomat] negotiators is becoming increasingly important here, it must be hard not to accept it," he said.

 

On the other hand, Secretary General of Indonesian Furniture and Handicraft Industry Association (HIMKI) Abdul Sobur revealed, it is still not too much utilizing the facilities offered GSP.

 

This is due to lack of socialization from the relevant ministry regarding the facility.

 

"We from HIMKI so far have not utilized the GSP, so that the more optimal the government both kemedag and kemenlu need more intensive to socialize the program," he said.

 

 In fact, he said, it can take advantage of this opportunity to penetrate the American market further. "I think any facility from developed countries should be able to be taken and optimized," he added.

 

Meanwhile, Indonesian furniture products to America reached Rp800 million, and make Indonesia the largest furniture exporter in the Land of Uncle Sam.

 

 Meanwhile, Chairman of the Association of Electronic Entrepreneurs (Gabel) Ali Soebroto said, due to electronic equipment exports declined in recent years, so the extension of GSP facilities is not so influential.

 

"Electronic goods exports to the US are no longer significant, maybe Samsung is still exporting set top boxes to America," he said.

 

Throughout 2017, domestic mobile phone production amounted to 60.5 million units with imports of 11.4 million units.

 

 For information, GSP is a policy of import duty exemption on import of certain goods from developing countries. This program has been in progress since 1976, but was stopped in 2013 and re-enforced in June 2015.

 

 Currently, GSP incentives for Indonesia are still being reviewed by the US Government. The reason, United States Trade Representative (USTR) is concerned that RI does not comply with the criteria of the program related to market access.

 

This week, the GSP review for RI will enter the hearing stage in Washington DC.

 

Pengusaha RI Desak Pemerintah Lobi AS untuk Perpanjang Insentif GSP

 

Pelaku usaha berharap pemerintah meningkatkan diplomasi dengan Amerika untuk memperpanjang fasilitas generalized system of preference (GSP).

 

"Kalau di zaman [pemerintahan Donald] Trump sekarang ini tidak ada lagi free trade, maka GSP ini menjadi sangat penting," kata Ketua Asosiasi Pertekstilan Indonesia (API) Ade Sudrajat Usman.

 

Dia berharap pemerintah benar-benar serius dalam menekan pihak Amerika untuk tetap melanjutkan fasilitas GSP Indonesia.

 

"Sehingga perindustrian dalam negeri bisa maju dan banyak tenaga kerja yang bisa dipekerjakan," jelasnya.

 

Disamping itu, dia juga berharap pemerintah dapat benar-benar cermat dalam menetukan produk mana saja yang mendapatkan fasilitas, sehingga tidak menjadi mubazir dikemudian hari.

 

"Jadi kecerdasan negosiator [diplomat Indonesia] kita menjadi semakin penting disini, harus keras jangan terima-terima saja," katanya.

 

Dipihak lain, Sektretaris Jendral Himpunan Industri Mebel dan Kerajinan Indonesia (HIMKI) Abdul Sobur mengungkapkan, pihaknya masih belum terlalu banyak memanfaatkan fasilitas GSP yang ditawarkan.

 

Hal tersebut dikarenakan kurangnya sosialisasi dari pihak kementerian terkait mengenai fasilitas tersebut.

 

"Kami dari HIMKI sejauh ini belum memanfaatkan GSP, agar lebih optimal penerintah baik kemedag maupun kemenlu perlu lebih intensif me sosialisasikan program tersebut," katanya.

 

 Padahal, katanya, pihaknya dapat memanfaatkan kesempatan tersebut untuk melakukan penetrasi pasar Amerika lebih jauh. "Saya kira apapun fasilitas dari negara maju harus bisa diambil dan dioptimalkan," imbuhnya.

 

Adapun, produk mebel Indonesia ke Amerika mencapai Rp800 juta, dan menjadikan Indonesia pengekspor mebel terbesar di Negeri Paman Sam.

 

 Sementara itu, Ketua Umum Gabungan Pengusaha Elektronik (Gabel) Ali Soebroto mengatakan, dikarenakan ekspor peralatan elektronik menurun sejak beberapa tahun terakhir, sehingga perpanjangan fasilitas GSP tidak begitu berpengaruh.

 

"Ekspor barang jadi elektronika ke Amerika sudah tidak signifikan lagi, mungkin cuma Samsung masih ekspor set top box ke Amerika," katanya.

 

Sepanjang 2017, jumlah produksi ponsel dalam negeri tercatat sebanyak 60,5 juta unit dengan impor sebesar 11,4 juta unit.

 

 Sebagai informasi, GSP adalah kebijakan pembebasan tarif bea masuk terhadap impor barang-barang tertentu dari negara-negara berkembang. Program ini telah berlangsung sejak 1976, tetapi sempat dihentikan pada 2013 dan kembali diberlakukan pada Juni 2015.

 

 Saat ini, pemberlakuan insentif GSP untuk Indonesia masih ditinjau ulang oleh Pemerintah AS. Pasalnya, United States Trade Representative (USTR) khawatir RI tidak mematuhi kriteria program tersebut terkait akses pasar.

 

Pekan ini, peninjauan ulang GSP untuk RI tersebut akan memasuki tahapan dengar pendapat (hearing) di Washington DC.
