Textile entrepreneurs incorporated in the Indonesian Textile Association (API) do not question anyone who wins in the election of regional head (Pilkada). Pilkada itself held simultaneously on this day.


API Chairman Ade Sudrajat said the most important regional leaders have the same understanding that opening up employment as much as possible and encourage productivity to generate foreign exchange.


"Firstly, how to generate maximum employment, secondly, how to generate maximum productivity and foreign exchange for the country," he said


According to Ade, whoever the regional leaders should have the same understanding on this matter. Even so, according to Ade, realizing it is also not an easy matter.


"Because such programs are employment and foreign exchange whoever becomes this (who wins), who lives has the competence and capability to execute it," he said.


According to Ade, to execute the program, regional leaders must be international. Then, build synergy between central and local government.


"To execute these two programs is not an easy thing as well as to be insightful, knowing international insight on how this international competition and what kind of moves is implemented." Of course how the synergy of central government and local government, "he concluded.


Fix the permissions


Ade also asked the elected regional heads to improve licensing in the regions. This step is to encourage business activities in the region.


He said the majority of business licenses are in the region. According to him, with the improvement of permits it can encourage employment in the region.


"Investment permits may be 80% in the region, as well as employment in the regions, so if the government does not care for its people, especially the happiness index, because the index of happiness if people have work has an income, the level of happiness will increase," he said.


The problem of obtaining permits in the area is still long. He said, there are still many permits that need to be done face to face. In fact, in the midst of technological advances should be done by online.


"Most local governments are still business as usual as there has not been a breakthrough that the central government really wants yet, amid the rapid technological advancement of IT in the world We are still face to face, it should be online or what it costs so cheap, if face to face is expensive, "he explained.


Later, he said permissions are still layered. According to him, the local government should cut unnecessary licenses.


"Yes the permit is too much probably above 70 permits should be eliminated, which is not necessary to be thrown away, because the more rules the more difficult," he explained.


"For example, building permit must have location permit first, allotment for what, location permit only take 1-2 months, new IMB or what.No production must have production license, industrial permit there is trade license, assorted, permit of waste, night work permit, "he explained



Pengusaha Tekstil Harap Kepala Daerah Baru Buka Lapangan Kerja


Pengusaha tekstil tergabung dalam Asosiasi Pertekstilan Indonesia (API) tak mempermasalahkan siapapun yang menang dalam pemilihan kepala daerah (Pilkada). Pilkada sendiri digelar serentak pada hari ini.


Ketua API Ade Sudrajat mengatakan, terpenting pemimpin daerah memiliki pemahaman yang sama yakni membuka lapangan kerja sebesar-besarnya dan mendorong produktivitas sehingga menghasilkan devisa.


"Pertama bagaimana membuka lapangan kerja sebesar-besarnya. Kedua bagaimana menghasilkan produktivitas serta devisa sebesar-besarnya bagi negara," kata dia


Menurut Ade, siapapun pemimpin daerah mesti memiliki pemahaman yang sama mengenai hal ini. Meski begitu, menurut Ade, mewujudkan hal itu juga bukan perkara mudah.


"Karena program seperti itu lapangan kerja dan devisa siapapun yang menjadi ini (yang menang), tinggal siapa memiliki kompetensi dan kapabilitas yang mengeksekusinya," ujarnya.


Menurut Ade, untuk mengeksekusi program itu pemimpin daerah mesti berwawasan internasional. Lalu, membangun sinergitas dengan antara pemerintah pusat dan daerah.


"Untuk mengeksekusi dua program ini bukan hal yang mudah juga karena harus berwawasan, mengetahui wawasan internasional bagaimana persaingan internasional ini dan jurus apa yang diterapkan. Tentunya bagaimana sinergitas pemerintah pusat dan pemerintah daerah," tutupnya.


Benahi perizinan


Ade juga meminta kepala daerah yang terpilih memperbaiki perizinan di daerah. Langkah ini untuk mendorong kegiatan usaha di daerah.


Dia mengatakan mayoritas izin usaha berada di daerah. Menurutnya, dengan perbaikan izin maka bisa mendorong lapangan kerja di daerah.


"Izin investasi mungkin 80% di daerah, begitu juga ketenagakerjaan di daerah. Jadi kalau pemerintahnya tidak care terhadap penduduknya terutama indeks kebahagiaan, karena indeks kebahagiaan kalau orang punya kerja punya pendapatan pasti tingkat kebahagiaannya meningkat," kata dia.


Masalahnya pengurusan izin di daerah saat ini masih lama. Dia menuturkan, masih banyak izin yang perlu dilakukan dengan tatap muka. Padahal, di tengah kemajuan teknologi harusnya bisa dilakukan dengan online.


"Kebanyakan pemerintah daerah masih business as usual belum ada breakthrough yang benar-benar diinginkan pemerintah pusat belum terjadi, di tengah kemajuan teknologi IT yang begitu pesat di belahan dunia. Kita masih face to face, harusnya online atau apa sehingga berbiaya murah, kalau face to face kan mahal," jelasnya.


Kemudian, dia menuturkan perizinan masih berlapis-lapis. Menurutnya, pemerintah daerah mesti memangkas izin yang tidak perlu.


"Ya izin itu terlalu banyak mungkin di atas 70 izin daerah harus di eliminasi, yang nggak perlu dibuang aja, karena makin banyak aturan makin susah," terangnya.


"Mulai misal membikin bangunan harus ada izin lokasi dulu, peruntukan untuk apa, izin lokasi saja makan waktu 1-2 bulan, baru IMB atau apa. Belum produksi harus ada izin produksi, izin industri ada izin perdagangannya, macam-macam, izin limbah, izin kerja malam," jelasnya.
