Inflation Stable, Entrepreneur Optimistic Business Climate Increases PDF Print E-mail

Business actors are optimistic that the government's inflation outcome during Lebaran 2018 will boost economic growth and improve business climate. Entrepreneurs are asking the government to keep inflation targeting 3.5% (± 1%).

 

Chairman of the Association of Indonesian Entrepreneurs (Apindo) Hariyadi Sukamdani revealed there are two reasons that can boost economic growth.

 

First, with low inflation, the price of goods can be stable and the purchasing power of the community is maintained. Second, low inflation could provide space for businesses to increase production of various sectors as there is demand for consumption and consumer purchasing power.

 

With these achievements, he was optimistic that the business climate could improve. "Surely a positive achievement by the government," said Hariyadi

 

Head of the Trade Ministry's Trade and Development Assessment and Development Board also cited inflation lows in June 2018 driven by the controlled price index of some commodities in the spending group that are components of inflation compilation. The main inflationary drivers of inflation during June 2018 were air freight rates, fresh fish, intercity freight rates, and chicken meat.

 

Kasan revealed there are at least four steps that have been done by the Ministry of Trade in maintaining staple food price staples which ultimately contributed to the inflation rate during June 2018, especially in the foodstuffs group.

 

First, the strengthening of regulation through the issuance of Permendag which regulates the stabilization of the price of staple goods such as reference price and Highest Retail Price (HET). Secondly, the registration of the distribution of staple goods. "We coordinate with relevant agencies (state-owned food, local government, and food commodities, and business actors," said Kasan.

 

Third, monitoring the development of prices and supply in the market of people and modern retail. Finally, a special effort to penetrate commodity prices in the community through market operations.

 

While in the second semester, inflation rate will be influenced by several factors such as the impact of non-subsidized fuel price increase as the impact of rising world oil prices, rising prices of clove cigarettes, and the exchange rate of rupiah that tends to weaken against the US dollar. "The impact is on inflation risks from administered inflation and core inflation," he said.

 

Therefore, the Ministry of Trade will strengthen the control of the prices of basic commodities, either through coordination with relevant agencies, including the Regional Inflation Control Team (TPID) and businessmen of staple goods. In addition, the Ministry of Trade will strengthen the regulations already issued and continue to monitor every movement of supply and prices of basic commodities in the market.

 

Meanwhile, Head of Food Security Agency (BKP) of the Ministry of Agriculture Agung Hendriadi mentioned there are 4 factors forming the price in the community. These four factors will continue to be anticipated by the government, so as not to trigger a price increase in the market.

 

The first factor is related to production. It claimed at a certain period where public consumption increased, such as feast days, it had prepared supplies and production three months earlier.

 

Second, the distribution of basic commodities to be escorted by the government to be able to when there is a spike in public demand for a certain period, the basic material is readily available on time. As a result, there is no supply delay which causes the price to soar.

 

Third is the behavior of traders that potentially increase prices at certain moments, such as holidays. The government is considered necessary to intervene the price so that the surge is not too high. "For example chicken meat, we ask producers to throw so no problems," said Agung.

 

Finally, consumer behavior. He said public attitudes grew older because they did not make large-scale purchases so demand remained stable

 

 

Inflasi Stabil, Pengusaha Optimistis Iklim Usaha Meningkat

 

Pelaku usaha optimistis capaian inflasi pemerintah saat Lebaran 2018 mampu mendorong pertumbuhan ekonomi dan meningkatkan iklim usaha. Pengusaha meminta supaya pemerintah bisa terus menjaga inflasi sesuai target 3,5% (±1%).

 

Ketua Umum Asosiasi Pengusaha Indonesia (Apindo) Hariyadi Sukamdani mengungkapkan ada dua alasan yang mampu mendongkrak pertumbuhan ekonomi.

 

Pertama,  dengan inflasi yang rendah maka harga barang bisa stabil dan daya beli masyarakat pun terjaga.  Kedua, inflasi yang rendah bisa memberikan ruang untuk dunia  usaha untuk meningkatkan produksi berbagai sektor karena ada pemintaan konsumsi konsumsi dan  daya beli masyarakat.

 

Dengan capaian tersebut, dia pun optimistis iklim usaha bisa semakin membaik. “Tentunya capaian yang positif oleh pemerintah,” kata Hariyadi

 

Kepala Badan Pengkajian dan Pengembangan Perdagangan Kementerian Perdagangan juga menyebut rendahnya inflasi pada Juni 2018 didorong oleh terkendalinya indeks harga beberapa komoditas dalam kelompok pengeluaran yang menjadi komponen  penyusunan inflasi. Komoditas pendorong utama inflasi selama Juni 2018 antara lain  tarif angkutan udara, ikan segar, tarif angkutan antarkota, dan daging ayam ras.

 

Kasan mengungkapkan setidaknya ada empat langkah yang telah dilakukan Kemendag dalam menjaga stabilitas harga bahan pokok yang akhirnya turut berimbas terhadap tingkat  inflasi selama Juni 2018, khususnya di kelompok bahan makanan.

 

Pertama, penguatan regulasi melalui penerbitan Permendag yang mengatur tentang stabilisasi harga barang pokok seperti penetapan harga acuan dan Harga Eceran Tertinggi (HET). Kedua, pendaftaran perusahaan distribusi barang kebutuhan pokok. “Kami melakukan koordinasi dengan instansi terkait (BUMN pangan, Pemerintah Daerah, dan Satgas Pangan, serta pelaku usaha,” ujar Kasan.

 

Ketiga, pemantauan perkembangan harga dan pasokan di pasar rakyat serta retail modern. Terakhir, upaya khusus penetrasi harga komoditas di masyarakat melalui operasi pasar.

 

Sedangkan pada semester kedua,  angka inflasi menurutnya  akan sangat dipengaruhi oleh beberapa faktor seperti dampak kenaikan harga BBM nonsubsidi sebagai imbas kenaikan harga minyak dunia, kenaikan harga rokok kretek, serta nilai kurs rupiah yang cenderung mengalami pelemahan terhadap dolar Amerika Serikat. “Dampaknya pada risiko inflasi dari sisi inflasi administered dan inflasi inti,” katanya.

 

Karenanya, Kementerian Perdagangan akan memperkuat pengendalian harga barang kebutuhan pokok, baik melalui koordinasi dengan instansi terkait, termasuk Tim Pengendali Inflasi Daerah (TPID) dan pelaku usaha barang pokok. Selain itu,  Kemendag akan melakukan penguatan regulasi yang sudah diterbitkan dan terus memonitoring setiap  pergerakan  pasokan dan harga barang kebutuhan pokok di pasar.

 

Sementara itu, Kepala Badan Ketahanan Pangan (BKP) Kementerian Pertanian Agung Hendriadi menyebutkan ada 4 faktor pembentuk harga di masyarakat. Keempat faktor itu akan terus diantisipasi oleh pemerintah, agar tak memicu kenaikan harga di pasar.

 

Faktor pertama yaitu terkait produksi.  Pihaknya mengklaim pada periode tertentu dimana konsumsi masyarakat meningkat, seperti hari raya, pihaknya telah menyiapkan pasokan dan produksi tiga bulan sebelumnya.

 

Kedua, distribusi bahan pokok yang dikawal oleh pemerintah agar bisa ketika ada lonjakan permintaan masyarakat pada periode tertentu, bahan pokok sudah tersedia  tepat waktu. Alhasil, tidak ada keterlambatan pasokan yang menyebabkan harga melambung.

 

Ketiga adalah perilaku pedagang yang berpotensi meningkatkan harga pada momen tertentu, seperti hari raya. Pemerintah dinilai perlu melakukan intervensi harga supaya lonjakan tidak terlampau tinggi. "Contohnya daging ayam. Kami meminta produsen gelontorkan sehingga tidak ada masalah,” kata Agung.

 

Terakhir, perilaku konsumen. Dia menyatakan sikap masyarakat semakin dewasa karena tidak melakukan pembelian besar-besaran sehingga permintaan tetap stabil.
