US Assessing the Importation of Indonesian Products, Industry Officers Are Not Afraid PDF Print E-mail

The Minister of Industry of Airlangga Hartarto asked domestic industry players not to worry about the US plan to study the generalized system of preferences (GSP) policy for some commodities from Indonesia. GSP is a policy to provide import duty relief on the import of certain goods from developing countries.


"Our communication continues to run with the United States government. The Indonesian government will also socialize our exporters whose products are included in the GSP scope, "Airlangga said.


Instead, Airlangga is encouraging a national industry that has not utilized the GSP scheme that America has set in order to optimize it. "So the products that GSP has not been utilized, we need to socialize and push to be utilized optimally," he said.


Currently, US President Donald Trump is reviewing the GSP policy because it is considered to make the country's trade deficit deficit. This program has been in progress since 1976, but was stopped in 2013 and re-enforced in June 2015.


National commodities that have the advantage to enter the American market, Airlangga says, include vegetables, agricultural raw materials, timber, stainless steel, rubber, footwear, textiles and clothing, and consumer goods.


According to Airlangga, the US government is constantly reviewing the GSP scheme periodically every three years. This year, Trump will evaluate about 124 Indonesian export products, including textiles, plywood, cotton, and some fishery products, such as shrimp and crabs.


The evaluation was conducted to determine what products are still eligible to receive GSP. If the result of the evaluation recommends that Indonesia no longer be entitled to GSP facilities, the benefits of such programs already accepted by Indonesian industrial products will be eliminated as soon as their recommendations are signed by Trump around November 2018 until early 2019.


In 2011, Indonesia is one of the five countries that enjoy the greatest benefits of GSP America, in addition to India, Thailand, Brazil, and South Africa. However, since April, the Americans have reconsidered the provision of the facility to Indonesia and India, especially from the point of view of their product access in the two countries.




AS Kaji Impor Produk Indonesia, Pelaku Industri Diminta Tak Cemas




Menteri Perindustrian Airlangga Hartarto meminta pelaku industri di dalam negeri tidak mengkhawatirkan rencana Amerika Serikat mengkaji kebijakan generalized system of preferences (GSP) untuk beberapa komoditas asal Indonesia. GSP merupakan kebijakan memberikan keringanan bea masuk terhadap impor barang-barang tertentu dari negara-negara berkembang.


“Komunikasi kami terus berjalan dengan pemerintah Amerika Serikat. Pemerintah Indonesia juga akan melakukan sosialisasi terhadap eksportir kita yang produknya masuk ke dalam lingkup GSP," ujar Airlangga.


Alih-alih, Airlangga mendorong industri nasional yang belum memanfaatkan skema GSP yang ditetapkan Amerika agar dapat mengoptimalkannya. "Jadi produk-produk yang GSP-nya belum termanfaatkan, perlu kita sosialisasikan dan dorong supaya dimanfaatkan secara maksimal," katanya.


Saat ini, Presiden Amerika Serikat Donald Trump tengah mengkaji kebijakan GSP tersebut karena dinilai membuat neraca perdagangan negara itu defisit. Program ini telah berlangsung sejak 1976, tapi sempat dihentikan pada 2013 dan kembali diberlakukan pada Juni 2015.


Komoditas nasional yang memiliki keunggulan untuk masuk ke pasar Amerika, kata Airlangga, antara lain sayuran, bahan mentah agrikultura, perkayuan, stainless steel, karet, alas kaki, tekstil dan pakaian, serta barang konsumen.


Menurut Airlangga, pemerintah Amerika selalu meninjau ulang skema GSP secara periodik dalam kurun tiga tahun sekali. Tahun ini, Trump akan mengevaluasi sekitar 124 produk ekspor asal Indonesia, termasuk tekstil, plywood, kapas, serta beberapa hasil perikanan, seperti udang dan kepiting.


Evaluasi itu dilakukan untuk menentukan produk apa saja yang masih layak menerima GSP. Apabila hasil dari evaluasi tersebut merekomendasikan Indonesia tidak lagi berhak atas fasilitas GSP, manfaat program tersebut yang sudah diterima produk industri Indonesia akan dihapuskan segera setelah rekomendasinya ditandatangani Trump sekitar November 2018 sampai awal tahun 2019.


Tahun 2011, Indonesia adalah satu dari lima negara yang menikmati manfaat terbesar dari GSP Amerika, selain India, Thailand, Brasil, dan Afrika Selatan. Namun, sejak April lalu, Amerika mempertimbangkan ulang pemberian fasilitas itu untuk Indonesia dan India, terutama dari sudut pandang akses produk mereka di dua negara tersebut.
