Increasing Export, TPT Industry Proposed Raw Material Import Strategy PDF Print E-mail

The Indonesian Textile Association (API) proposes a number of strategies for controlling raw materials imports and dispensations in order to increase the export figures of textiles and textile products (TPT).

 

In his presentation, Sunday (7/22), API Chairman Ade Sudrajat detailed the strategy that his party proposed, namely, to allow imports to be allowed only as export raw materials, while for domestic purposes, raw materials originating from imports should be set with annual quotas.

 

Secondly, the entrepreneur requested that the Regulation of the Minister of Trade No.64 / 2017 on the provision of imports of TPT be revised, so that may import only the producers.

 

Thirdly, the Bonded Logistics Center (PLB) of TPT should only be allowed to import cotton.

 

Fourth, the bonded area is only for companies that are 100% export-based, while for those who still need to sell to the domestic market it is recommended to use the Import Export Destination (KITE) facility.

 

Meanwhile, to increase the export of TPT, he suggested that the government reduce the cost of electricity for the upstream textile industry which currently costs Rp1.300 / KWh.

 

"[Better electricity cost for upstream industry of TPT] Given 30% discount for night usage from 23:00 - 08:00, while for textile goods industry do not charge peak tariff."

 

He also requested that gas prices for domestic industries be immediately determined to be US $ 6-US $ 9 / MMBtu.

 

In addition, he urged that TPT entrepreneurs can immediately obtain certainty from the Ministry of Finance related to tax allowance incentives and tax holidays.

 

For information, the prognosis of TPT exports in 2018 is estimated at US $ 13.77 billion, consisting of fiber exports US $ 0.64 billion, yarn US $ 2.48 billion, fabric sheet US $ 1.20 billion, apparel US $ 8.12 billion, and other textile products US $ 0.64 billion.

 

Meanwhile, TPT's export target in 2019 is set at US $ 15 billion, consisting of fiber export of US $ 0.73 billion, yarn of US $ 2.84 billion, fabric sheet of US $ 1.38 billion, apparel US $ 9.32 billion, and other textile products US $ 0.73 billion.

 

Dongkrak Ekspor, Industri TPT Usulkan Strategi Impor Bahan Baku

 

 

Asosiasi Pertekstilan Indonesia (API) mengusulkan sejumlah strategi pengendalian impor bahan baku serta dispensasi demi meningkatkan angka ekspor tekstil dan produk tekstil (TPT).

 

Dalam paparannya, Minggu (22/7), Ketua API Ade Sudrajat merinci strategi yang pihaknya usulkan, yakni pertama, agar impor hanya dibolehkan sebagai bahan baku ekspor, sedangkan untuk kepentingan dalam negeri, bahan baku yang berasal dari impor sebaiknya ditetapkan dengan kuota tahunan.

 

Kedua, pengusaha meminta agar Peraturan Menteri Perdagangan No.64/2017 tentang ketentuan impor TPT direvisi, sehingga yang boleh mengimpor hanya produsen.

 

Ketiga, Pusat Logistik Berikat (PLB) TPT sebaiknya hanya dibolehkan untuk impor kapas.

 

Keempat, kawasan berikat hanya untuk perusahaan yang 100% berbasis ekspor, sedangkan untuk yang masih perlu menjual ke pasar domestik disarankan menggunakan fasilitas Kemudahan Impor Tujuan Ekspor (KITE).

 

Adapun, untuk meningkatkan ekspor TPT, dia menyarankan agar pemerintah menurunkan biaya listrik untuk industri hulu tekstil yang saat ini tarifnya mencapai Rp1.300/KWh.

 

“[Sebaiknya biaya listrik untuk industri hulu TPT] Diberikan diskon 30% untuk pemakaian malam pukul 23:00—08:00, sedangkan untuk industri barang jadi tekstil tidak dikenakan tarif beban puncak.”

 

Dia juga meminta agar harga gas untuk industri dalam negeri segera dapat ditentukan hingga US$6—US$9/MMBtu.

 

Selain itu, dia mendesak agar pengusaha TPT dapat segera memperoleh kepastian dari Kementerian Keuangan terkait dengan insentif tunjangan pajak (tax allowance) dan libur pajak (tax holiday).

 

Untuk diketahui, prognosa ekspor TPT pada 2018 ditaksir senilai US$13, 07 miliar, terdiri atas ekspor serat US$0,64 miliar, benang US$2,48 miliar, kain lembaran US$1,20 miliar, pakaian jadi US$8,12 miliar, dan produk tekstil lainnya US$0,64 miliar.

 

Adapun, target ekspor TPT pada 2019 dipatok sejumlah US$15 miliar, terdiri atas ekspor serat US$0,73 miliar, benang US$2,84 miliar, kain lembaran US$1,38 miliar, pakaian jadi US$9,32 miliar, dan produk tekstil lainnya US$0,73 miliar.
