Raw Materials Import Can Not Boost TPT Exports PDF Print E-mail

The Association of Filament and Filament Yarn Manufacturers Filament Indonesia (APSyFI) called on the government not to be blinded by the allegations that expensive domestic raw materials hamper exports, as the government has facilitated exporters through bonded zones and Import Export Destination (KITE) facilities so that the import of materials raw is not subject to any kind of Import Duty or VAT.

 

Secretary General of APSyFI, Redma Gita Wirawasta stated that the accusation of high price of raw materials to cause obstacle of export is very wrong. "This is just a statement of the merchant importers who want the government to open imported faucets as wide as possible so they can flood the domestic market, not for export" he said.

 

APSyFI considers that the policy of the Ministry of Industry (Kemenperind) which weighs the interests of upstream-downstream is very appropriate. "The government will consider the industrial interest from upstream to downstream, while to encourage exports are given KB or KITE facilities that release imports of raw materials of all kinds of Import Duty and VAT" said Redma. "Do not turn around issues for the sake of your own group," he added.

 

Redma pointed out that the issue of expensive raw materials inhibiting exports is a deliberate issue by trader importers to influence government policy for imported faucets to be widened. "The Ministry of Industry already very understand because it knows very well data, facts and the players in the field, live Trade and Finance are not understood" he said.

 

It asked the government to immediately improve the trade trading sector of TPT in the country so that there is fair competition between local products with imported products. "Years we have open imports and the results can not boost exports, even the domestic market is flooded with imported goods so that the growth of textile industry is not as expected" he explained.

 

Then Redma explained that the data of Central Bureau of Statistics (BPS) averaged in the last 10 years, exports only rose 2.8% while imports rose 7.8% so it is clear that the increase in import does not affect the export performance even make the trade balance continues to fall .

 

"So if you look at BPS data, so far the import is open, there is a group of greedy traders importers who feel not enough and ask the government to re-open the import tap with reason to push export" he explained. "This group is strongly connected to the policy-holders and backed up by unscrupulous politicians" he concluded.

 

 

Impor Bahan Baku Tidak Bisa Dorong Ekspor TPT

 

 

 

Asosiasi Produsen Serat dan Benang Filament Indonesia (APSyFI) meminta pemerintah agar tidak terpedaya dengan tuduhan yang menyatakan bahwa mahalnya bahan baku dalam negeri menghambat ekspor, karena selama ini pemerintah telah memfasilitasi eksportir melalui kawasan berikat dan fasilitas Kemudahan Impor Tujuan Ekspor (KITE) sehingga impor bahan baku tidak dikenakan segala jenis Bea Masuk maupun PPN.

 

Sekretaris Jenderal APSyFI, Redma Gita Wirawasta menyatakan bahwa tudingan mahalnya harga bahan baku menjadi penyebab terhambatnya ekspor adalah sangat keliru. “Ini kan hanya statement importir pedagang yang ingin pemerintah membuka kran impor seluas-luasnya agar mereka bisa membanjiri pasar domestik, bukan buat ekspor” tegasnya.

 

APSyFI menilai bahwa kebijakan Kementerian Perindustrian (Kemenperind) yang menimbang kepentingan hulu-hilir sudah sangat tepat. “Pemerintah kan pertimbangkan kepentingan industri dari hulu ke hilir, sedangkan untuk dorong ekspor diberi fasilitas KB atau KITE yang membebaskan impor bahan baku dari segala jenis Bea Masuk dan PPN” tegas Redma. “Jangan belok-belokan isu demi kepentingan kelompok sendiri” tambahnya.

 

Redma menuding bahwa isu mahalnya bahan baku menghambat ekspor adalah isu yang sengaja dilontarkan oleh importir pedagang untuk mempengaruhi kebijakan pemerintah agar kran impor kembali diperlebar. “Kementerian Perindustrian sudah sangat paham karena memang tahu betul data, fakta dan para pemain dilapangan, tinggal Perdagangan dan Keuangan saja yang belum paham” tegasnya.

 

Pihaknya meminta pemerintah segera memperbaiki tata niaga perdagangan sektor TPT didalam negeri agar terjadi persaingan yang fair antara produk lokal dengan produk impor. “Bertahun-tahun kita sudah buka impor dan hasilnya tidak bisa dorong ekspor, malah pasar dalam negeri dibanjiri barang impor sehingga pertumbuhan industri TPT tidak seperti yang diharapkan” jelasnya.

 

Kemudian Redma menjelaskan bahwa data Badan Pusat Statistik (BPS) rata-rata dalam 10 tahun terakhir, ekspor hanya naik 2,8 % padahal impornya naik 7,8 % sehingga jelas terlihat bahwa kenaikan impor tidak berpengaruh terhadap kinerja ekspor bahkan membuat neraca perdagangannya terus turun.

 

“Jadi kalau lihat data BPS, selama ini impor sudah terbuka, ini ada kelompok importir pedagang serakah yang merasa belum cukup dan minta pemerintah kembali membuka keran impor dengan alasan untuk dorong ekspor” jelasnya. “Kelompok ini terkoneksi kuat ke oknum  pemegang kebijakan dan diback-up oleh oknum politisi” pungkasnya.
