Maintaining Import Duty Facilities, Government Gains Support in the US PDF Print E-mail

The Ministry of Trade said that the Indonesian government's work visit to the United States (US) to maintain the import duty facility (Generalized Systems of Preference / GSP) of Indonesian products was supported by several US employers and parliaments.

 

Head of the Trade Ministry's Agency for Trade Assessment and Development (BPPP) Kasan Muhri said Indonesia had the support of US importers.

 

"Support, among others, comes from the United States Department of Commerce (US Department of Commerce), Vice Minister of the United States Department of Agriculture (Department of Agriculture), and US parlement also provide support," said Kasan.

 

However, for the final results of the GSP facility review is still awaiting the decision of the US trade representative (United States Trade Representative / USTR) after reviewing and weighing requests and offers from Indonesia.

 

"The final decision will be issued in 2018. Because, USTR will definitely conduct GSP assessments for other countries," he said.

 

Indonesia has given an opinion to USTR Ambassador Robert Lightizer on July 27, 2018. The Minister of Trade Enggartiasto Lukita said at the meeting that he had explained to Lighthizer several issues related to trade barriers that Indonesia concern . For example, the process of reviewing Indonesia as the recipient country of GSP scheme and exception for Indonesia for imposing increases in tariffs on imports of US steel and aluminum products.

 

He said GSP for Indonesia was not only intended for industrial interests in Indonesia, but also for US industry interests.

 

Indonesia still needs GSP to improve product competitiveness in the US market. Indonesian products that have been exported using GSP facilities include rubber, car tires, equipment for vehicle wiring, gold, fatty acids, metal jewelry, aluminum, gloves, musical instruments, loudspeakers, keyboards and batteries.

 

In 2017, Indonesian products that use the GSP scheme are worth US $ 1.9 billion. This figure is apparently still far below other GSP recipient countries such as India for US $ 5.6 billion; Thailand US $ 4.2 billion; and Brazil US $ 2.5 billion.

 

In a discussion meeting on GSP facilities, in addition to being attended by delegates from a number of ministries, there were also business delegates from Indonesia consisting of the Indonesian Palm Oil Entrepreneurs Association (GAPKI), the Indonesian Biofuel Producers Association (APROBI), the Indonesian Textile Association (API), Indonesian Fresh Fruit and Vegetable Exporters Association (ASEIBSSINDO), and Indonesian Association of Exporters (GPEI) / Indonesian National Importers Association (GINSI)

 

Meanwhile, business players from Indonesia who participated include car tire producers, businesses from the palm oil industry, agricultural products and horticulture, fisheries, steel, aluminum, textiles and textile products, food and beverages, dairy products, and consumer goods .

 

Vice President of Regulatory Affairs, National Association of Chemical Distributors (NACD) Jennifer Gibson revealed the association of 440 chemical distributors said it still has a dependence on chemical raw materials to meet global demand. The imported raw materials will be processed into finished goods in the agricultural, industrial, food, cosmetics, medicine and manufacturing sectors.

 

Pertahankan Fasilitas Bea Masuk Impor, Pemerintah Raih Dukungan di AS

 

Kementerian Perdagangan menyatakan kunjungan kerja pemerintah RI ke Amerika Serikat (AS) untuk mempertahankan fasilitas bea masuk impor (Generalized Systems of Preference/GSP) produk Indonesia mendapat dukungan dari beberapa pengusaha dan parlemen AS.

 

Kepala Badan Pengkajian dan Pengembangan Perdagangan (BPPP) Kementerian Perdagangan Kasan Muhri menyatakan Indonesia mendapatkan dukungan dari pengusaha importir AS.

 

“Dukungan antara lain berasal dari United States Department of Commerce (Departemen Perdagangan AS), Vice Minister United States Department of Agriculture (Departemen Pertanian), serta anggota parlemen AS juga memberikan dukungan,” kata Kasan.

 

Namun, untuk hasil akhir  review fasilitas GSP masih menunggu keputusan  perwakilan perdagangan AS (United States Trade Representative/USTR)  setelah mengkaji dan menimbang permintaan dan penawaran dari Indonesia.

 

"Keputusan akhir akan dikeluarkan pada 2018.  Sebab, USTR pasti akan melakukan pengkajian GSP untuk negara lain," ujarnya.

 

Indonesia telah memberikan pendapat kepada Duta Besar USTR Robert Lightizer pada 27 Juli 2018. Menteri Perdagangan Enggartiasto Lukita mengatakan dalam pertemuan itu pihaknya telah memaparkan kepada Lighthizer beberapa isu terkait hambatan perdagangan yang menjadi perhatian Indonesia. Contohnya, proses peninjauan ulang terhadap Indonesia sebagai negara penerima skema GSP dan pengecualian bagi Indonesia atas pengenaan kenaikan tarif impor produk besi baja dan aluminium AS.

 

Dia mengatakan GSP untuk Indonesia sebetulnya tak hanya ditujukan untuk kepentingan industri di Indonesia, tetapi juga juga untuk kepentingan industri AS.

 

Indonesia masih memerlukan GSP untuk meningkatkan daya saing produk di pasar AS. Produk-produk Indonesia yang selama ini diekspor dengan memanfaatkan fasilitas GSP antara lain karet, ban mobil, perlengkapan perkabelan kendaraan, emas, asam lemak, perhiasan logam, aluminium, sarung tangan, alat musik, pengeras suara, keyboard, dan baterai.

 

Pada 2017, produk Indonesia yang menggunakan skema GSP bernilai US$ 1,9 miliar. Angka ini rupanya masih jauh di bawah negara-negara penerima GSP lainnya seperti India sebesar US$ 5,6 miliar; Thailand US$ 4,2 miliar; dan Brasil US$ 2,5 miliar.

 

Dalam pertemuan pembahasan tentang fasilitas GSP,  selain dihadiri oleh  delegasi dari sejumlah kementerian, ikut pula di antaranya delegasi bisnis dari Indonesia yang terdiri dari Gabungan Pengusaha Kelapa Sawit Indonesia (GAPKI), Asosiasi Produsen Biofuel Indonesia (APROBI), Asosiasi Pertekstilan Indonesia (API), Asosiasi Eksportir Buah dan Sayur Segar Indonesia (ASEIBSSINDO), dan Gabungan Perusahaan Eksportir Indonesia (GPEI)/Gabungan Importir Nasional Indonesia (GINSI)

 

Sementara itu, pelaku usaha dari Indonesia yang turut serta antara lain produsen ban mobil, pelaku usaha dari industri minyak kelapa sawit, produk pertanian dan hortikultura, perikanan, baja, aluminium, tekstil dan produk tekstil, makanan dan minuman, produk susu, serta consumer goods.

 

Vice President Regulatory Affairs, National Association of Chemical Distributors (NACD) Jennifer Gibson mengungkapkan asosiasi beranggotakan 440 distributor kimia ini menyatakan masih memiliki kergantung pada bahan baku kimia untuk memenuhi permintaan global. Bahan baku impor itu akan  diproses menjadi barang jadi sektor pertanian, industri, makanan, kosmetik, obat-obatan, serta manufaktur.
