Review of IJEPA, Indonesia Brings New Cooperation Proposals PDF Print E-mail

Indonesia offers a new collaboration proposal for Japan on the sidelines of a review meeting of  Indonesia-Japan Economic Partnership Agreement (IJEPA), which took place in Tokyo on August 8-10.

 

The Ministry of Trade's Director General of International Trade Negotiations, Iman Pambagyo, revealed that the proposal was same offer from the energy sector, SMEs and machinery, agriculture, and the health sector workforce.

 

IJEPA custom review or general review (GR) process is completed in November 2018, after starting with the 8th Joint Committee (JCM-8) meeting last week.

 

However, Iman, who is also the Chair of the Indonesian Negotiator Team for GR IJEPA, claimed that he could not explain in detail. The reason is that the negotiation and change-over process is still ongoing.

 

Meanwhile, according to him, the series of JCM-8 meetings were held in parallel with seven subcommittee meetings.

 

The Subcommittee  trade in goods, investment, equipment of origin (ROO), management of individuals (MNP), cooperation and procurement of goods, as well as informal meetings.

 

Included in that, he asserted, in this IJEPA GR process, Indonesia is making access to markets such as: business, industry, agriculture and forests as Indonesia's main focus on negotiations.

 

ASK FOR REPAIR

 

Director of the Ministry of Trade's Bilateral Negotiations, Ni Made Ayu Marthini, said the two countries had made a revised request. The exchange is one of  prices issued to determine the price of Indonesia.

 

He added, the two countries also discussed market for  service sector. The Republic of Indonesia has fought for the development of  placement of Indonesian workers in Japan. One of the government's concerns, he continued, was to submit a proposal to expand work in  Japanese market in tourism industry.

 

Deputy Chairman of the Indonesian Chamber of Commerce and Industry (Kadin) for International Relations Shinta W. Kamdani said that the meeting was very productive. The reason is that Indonesia and Japan are open to improving and increasing trade value.

 

He is sure, from the GR IJEPA that can be a solution to the depreciation of  trade value between two countries. Indonesia-Japan trade in January-May 2018 was corrected by 40.62% on an annual basis (yoy), or down from US $ 1.1 million to US $ 658,486.

 

Meanwhile. General Chairman of the Indonesian Textile Association, Ade Sudrajat appreciated the government's move to provide wider access to textiles and textile products (TPT) in Japan.

 

According to him, TPT producers can access Japan through  fashion sector, which is growing rapidly in the country. He believes, they will work with them, will make sales to Japan increase by more than 10%.

 

Chairman of the Indonesian Fisheries Product Processing and Marketing Entrepreneurs Association, Budhi Wibowo, assesses the need for domestic producers, such as business tax exemptions and procurement of equipment.

 

Just for the record, the two countries to carry out the discussion of GR IJEPA through Joint Joint Meeting in September 2018 in Indonesia.

 

Tinjau Ulang IJEPA, RI Bawa Sederet Proposal Kerja Sama Baru

 

Indonesia menawarkan proposal kerja sama baru kepada Jepang di sela-sela rapat peninjauan ulang pakta Indonesia-Japan Economic Partnership Agreement (IJEPA), yang berlangsung di Tokyo pada 8—10 Agustus.

 

Direktur Jenderal Perundingan Perdagangan Internasional Kementerian Perdagangan Iman Pambagyo mengungkapkan, proposal tersebut mencakup tawaran kerja sama pengembangan ekspor di sektor tekstil, UKM logam dan permesinan, pertanian, serta tenaga kerja sektor kesehatan.

 

Proses peninjauan ulang atau general review (GR) IJEPA ditargetkan selesai pada November 2018, setelah diawali dengan rapat Komite Bersama Ke-8 (JCM-8) pekan lalu.

 

Namun demikian, Iman yang juga Ketua Tim Perunding Indonesia untuk GR IJEPA, mengaku belum dapat menjelaskan secara detail hasil pertemuan Komite Bersama akhir pekan lalu. Pasalnya, proses perundingan dan penyesuaian kesepakatan masih berlangsung.

 

Sementara itu, menurutnya, rangkaian pertemuan JCM-8 ini dilaksanakan secara paralel dengan tujuh pertemuan subkomite.

 

Subkomite itu a.l. perdagangan barang, perdagangan jasa, investasi, ketentuan asal barang (ROO), perpindahan orang perseorangan (MNP), kerja sama dan pengadaan barang/jasa pemerintah, serta pertemuan informal isu perbaikan lingkungan usaha dan peningkatan kepercayaan bisnis.

 

Selain itu, dia menegaskan, dalam proses GR IJEPA kali ini, Indonesia menjadikan perluasan akses pasar produk potensial seperti perikanan, industri, pertanian dan kehutanan sebagai fokus utama Indonesia dalam perundingan.

 

MINTA PERBAIKAN

 

Direktur Perundingan Bilateral Kemendag Ni Made Ayu Marthini menyebutkan, kedua negara telah melakukan pertukaran revised requests. Pertukaran itu merupakan  perbaikan dari permintaan awal Indonesia sebelumnya yang mencakup sejumlah pos tarif prioritas untuk produk potensial Indonesia.

 

Dia menambahkan, kedua negara juga membahas perluasan pasar untuk sektor jasa. RI telah memperjuangkan pengembangan penempatan tenaga kerja Indonesia di Jepang. Salah satu perhatian pemerintah, lanjutnya, adalah mengajukan proposal untuk memperluas kesempatan atau jabatan kerja di pasar Jepang di bidang industri pariwisata.

 

Wakil Ketua Kamar Dagang dan Industri Indonesia (Kadin) Bidang Hubungan Internasional Shinta W. Kamdani  mengklaim pertemuan tersebut sangat produktif. Pasalnya, Indonesia dan Jepang saling terbuka untuk perbaikan dan peningkatan nilai perdagangan.

 

Dia pun yakin, dampak dari GR IJEPA tersebut dapat menjadi solusi dari penyusutan nilai perdagagan kedua negara. Perdagangan Indonesia-Jepang pada Januari—Mei 2018 terkoreksi 40,62% secara year on year (yoy), atau turun dari US$1,1 juta menjadi US$658.486.

 

Sementara itu. Ketua Umum Asosiasi Pertekstilan Indonesia Ade Sudrajat mengapresiasi langkah pemerintah dalam menawarkan akses yang lebih luas terhadap tekstil dan produk tekstil (TPT) di Jepang.

 

 

Menurutnya, produsen TPT dapat mengakses pasar Jepang melalui sektor fesyen, yang berkembang pesat di negara tersebut. Dia meyakini, apabila komitmen kerja sama tersebut terbuka, akan membuat porsi ekspor ke Jepang meningkat lebih dari 10%.

 

Ketua Umum Asosiasi Pengusaha Pengolahan dan Pemasaran Produk Perikanan Indonesia Budhi Wibowo menilai insentif lebih besar diperlukan untuk produsen dalam negeri, seperti pembebasan pajak usaha dan pengadaan alat.

 

Sekadar catatan, kedua negara sepakat untuk melanjutkan pembahasan GR IJEPA melalui Pertemuan Komite Bersama berikutnya pada September 2018 di Indonesia.
