The high rate of import growth begin make worry the government. Indonesia Filament  Fiber and Yarn Producers Association (APSyFi) considers that until now there has not been a single policy issued to reduce the rate of import growth.

 

Redma, Secretary General of APSyFi stated that the president must come down  to reduce the rate of imports because many imported mafias have entered the bureaucracy so that many policies are actually pro-imported compared to locally made goods.

 

"In the textile sector, imported goods flood, even though it can already be made by local producers, the government must be brave to do import substitution, we only need a policy revision, not asking for incentives," said Redma.

 

Previously APSyFI had officially proposed to revise Regulation of the Minister of Trade 64 of 2017, because import permits were given to traders to import raw materials, whereas previously import permits were only granted to producers who needed raw materials for export purposes.

 

APSyFI also highlighted the Bonded Logistics Center (PLB) which became the entrance for red carpeted imported goods. "PLB should be used for imported goods that are not produced domestically, to facilitate the access of our industries that need imported raw materials," he explained.

 

For this reason, APSyFI also proposed that the PLB in the textile sector be only for cotton, while for other fibers, threads and fabrics would not be facilitated by PLB because it could already be produced domestically.

 

 

Impor TPT naik 19,5% Namun Regulasi Belum Kuat Memperketat Impor

 

 

Tingginya laju pertumbuhan impor mulai membuat khawatir pemerintah. Asosiasi Produsen Serat dan Benang Filament Indonesia (APSyFi) menilai hingga saat ini belum ada satupun kebijakan yang dikeluarkan untuk menurunkan laju pertumbuhan impor.

 

Redma, Sekretaris Jenderal APSyFi menyatakan bahwa presiden harus turun sendiri untuk mengurangi laju impor ini karena banyak mafia-mafia impor sudah masuk ke oknum-oknum birokrasi sehingga banyak kebijakan yang justru pro barang impor dibanding barang buatan lokal.

 

“Di sektor tekstil barang impor banjir, padahal sudah bisa dibuat oleh produsen lokal, pemerintah harus berani melakukan substitusi impor, kami hanya perlu revisi kebijakan, tidak minta insentif,” kata Redma.

 

Sebelumnya APSyFI secara resmi sudah pernah mengusulkan untuk merevisi Permendag 64 tahun 2017, karena ijin impor diberikan kepada pedagang untuk impor bahan baku, padahal sebelumnya ijin impor hanya diberikan kepada produsen yang membutuhkan bahan baku untuk kepentingan ekspor.

 

APSyFI pun menyoroti Pusat Logistik Berikat (PLB) yang menjadi pintu masuk berkarpet merah barang-barang impor. “PLB seharusnya difungsikan untuk barang-barang impor yang tidak diproduksi di dalam negeri saja, untuk mempermudah akses industri kita yang perlu bahan baku impor,” jelasnya.

 

Untuk itu APSyFI juga mengusulkan agar PLB di sektor tekstil hanya untuk kapas saja, sedangkan untuk serat lainnya, benang dan kain agar tidak difasilitasi oleh PLB karena memang sudah bisa diproduksi didalam negeri.
