TPT Manufacturer Supports Government to Limit Imports PDF Print E-mail

The Indonesian Filament Yarn and Yarn Producers Association (APSyFI) supports the government to limit imports. The Secretary General of APSyFI, Redma Gita Wirawasta stated that the limitation or control of imported goods other than to reduce the current account deficit is also very important to encourage the performance of the textile and textile products (TPT) industry from upstream to downstream.

 

Data from the Central Bureau of Statistics (BPS) shows that the trade performance of the textile sector in the last decade has continued to decline where exports only grew 8.2% but imports surged to 57.1% so that the trade balance surplus dropped dramatically from USD 7 billion in 2005 to become USD 3.78 billion in 2017. The net income of the textile sector in the last decade has cumulatively decreased 46%.

 

Redma explained that domestic textile consumption increased by an average of 6% per year, but growth was enjoyed by imported goods which flooded the market so that the utilization of production in this sector was still low. "Domestic producers are very able to substitute imported products because their utilization has only reached 73.8% on average," he said.

 

APSyFI has submitted a proposal to several ministries, regarding products whose imports need to be limited. "HS 54 and 55 from fiber, yarn to fabric, quality and domestic capacity are enough to substitute imported products," said Redma.

 

APSyFI proposes an import restriction mechanism in several ways, is:

 • Trade and import regulations for TPT by revising PERMENDAG 64 in 2017, so that only producers can import as raw materials for export purposes.

• Bonded Logistics Center (PLB) only for raw materials that are not produced domestically.

 • Anti Dumping Import Duty (BMAD) that has been recommended by KADI and the National Interest Team (TKN) to immediately issue its Minister of Finance Regulation.

• Safeguards for yarns, fabrics and garment products to be initiated immediately by the government.

 

However, Redma reminded that the import of raw materials used for export was not restricted. "Especially companies with bonded zones and users of the Import of Export Purpose (KITE) import of raw materials must be facilitated" he explained. "If you want import substitution, the government can issue a mechanism for the Local Ease of Export Purpose (KLTE) as an equal treatment for local products," he said.

 

Regarding the Ministry of Finance's plan to raise the PPh Import of 500 products, it also supports the policy as a mechanism to reduce imports

 

Efforts to control imports will always get many obstacles because of the many interests of importers who have been making profits. For this reason the APSyFI asked the government not to hesitate and fear threats issues raised by importers. "Keeping the current account balance is our common interest as a nation, the importers group please step aside, don't be greedy, it's time we use domestic products," he concluded.

 

 

Produsen TPT Dukung Pemerintah Batasi Impor

 

 

Asosiasi Produsen Serat dan Benang Filament Indonesia (APSyFI) dukung pemerintah untuk membatasi impor. Sekretaris Jenderal APSyFI, Redma Gita Wirawasta menyatakan bahwa pembatasan atau pengendalian barang impor selain untuk mengurangi defisit transaksi berjalan juga sangat penting untuk mendorong kinerja industri tekstil dan produk tekstil (TPT) dari hulu ke hilir.

 

Data dari Badan Pusat Statistik (BPS) menunjukan bahwa kinerja perdagangan sektor TPT dalam dekade terakhir terus mengalami penurunan dimana ekspor hanya tumbuh 8,2% namun impor melonjak hingga 57,1% sehingga surplus neraca perdagangannya turun drastis dari USD 7 milyar ditahun 2005 hingga menjadi USD 3,78 Milyar ditahun 2017. Perolehan devisa bersih sektor TPT dalam dekade terakhir secara kumulatif turun 46%.

 

Redma menjelaskan bahwa konsumsi TPT dalam negeri naik rata-rata 6% pertahun, namun pertumbuhan dinikmati oleh barang-barang impor yang membanjiri pasar sehingga utilisasi produksi sektor ini masih rendah. “Produsen dalam negeri sangat bisa mensubstitusi produk impor karena utilisasinya rata-rata baru mencapai 73,8%” tegasnya.

 

APSyFI sudah menyampaikan usulan kepada beberapa kementerian, terkait produk yang impornya perlu dibatasi. “HS 54 dan 55 dari mulai serat, benang hingga kain, kualitas dan kapasitas dalam negeri-nya sangat cukup untuk mensubstitusi produk impor.” tegas Redma.

 

APSyFI mengusulkan mekanisme pembatasan impor dengan beberapa cara, yaitu :

 · Tata Niaga impor TPT dengan merevisi PERMENDAG 64 tahun 2017, agar yang bisa melakukan impor hanya produsen saja sebagai bahan baku untuk tujuan ekspor.

· Pusat Logistik Berikat (PLB) hanya untuk bahan baku yang tidak diproduksi didalam negeri saja.

 · Bea Masuk Anti Dumping (BMAD) yang sudah direkomendasikan KADI dan Tim Kepentingan Nasional (TKN) agar segera diterbitkan Peraturan Menteri Keuangan-nya.

· Safeguard untuk benang, kain dan produk garment agar segera diinisiasi oleh pemerintah.

 

Namun Redma mengingatkan impor bahan baku yang digunakan untuk ekspor agar tidak dibatasi. “Terutama perusahaan yang dikawasan berikat dan pengguna Kemudahan Impor Tujuan Ekspor (KITE) impor bahan baku harus dipermudah” jelasnya. “Kalau mau substitusi impor, pemerintah bisa keluarkan mekanisme Kemudahan Lokal Tujuan Ekspor (KLTE) sebagai equal treatment bagi produk lokal” tegasnya.

 

Terkait dengan rencana Kementerian Keuangan untuk menaikan PPh Impor 500 produk, pihaknya juga mendukung kebijakan tersebut sebagai salah satu mekanisme untuk mengurangi impor

 

Upaya pengendalian impor akan selalu mendapatkan banyak hambatan karena banyaknya kepentingan dari importir yang selama ini meraup keuntungan. Untuk itu APSyFI meminta pemeritah tidak ragu dan takut terhadap isu-isu ancaman yang dilontarkan importir. “Menjaga neraca transaksi berjalan adalah kepentingan kita bersama sebagai bangsa, kelompok importir tolong minggir dulu, jangan serakah, ini waktunya kita pakai produk dalam negeri” pungkasnya.
