The textile and textile products industry hopes the government can improve the business climate in the country besides facilitating exports to foreign countries.

 

Ernovian G Ismy, Secretary General of the Indonesian Textile Association, said that trade agreements with partner countries would increase export value and increase market share. However, this is not enough so that the domestic industry develops optimally.

 

"There must be supporting from within the country," he said Sunday (09/02/2018).

 

Ernovian said that several aspects that still need improvement include electricity tariffs, ease of distribution and quality of human resources. The government is also deemed necessary to eliminate protection against imports of raw materials and protect products downstream from the onslaught of imports.

 

He also believes the import of raw materials should not be limited, but supervised and controlled. Moreover, he continued, currently there is a bonded logistics center (PLB)

 

With regard to the Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA) bilateral cooperation which is targeted to be ratified in November 2018, Ernovian said that the agreement could have an impact on increasing the market share of apparel exports to Australia. Throughout 2017, of the total value of TPT exports of US $ 12.5 billion, the share to the Kangaroo Country was 1.8%.

 

"With Japan's long-standing IJ-EPA cooperation agreement, our exports have increased," he said.

 

Meanwhile, he also hopes the government can immediately complete trade agreements with key partners such as the United States and the European Union which are the main destinations for domestic textile exports.

 

The Ministry of Industry estimates that exports of the textile and textile products (TPT) industry will increase three-fold if the free trade agreement (FTA) with Europe and America can be resolved.

 

Achmad Sigit Dwiwahjono, Director General of Chemical, Textile and Multifarious Industries (IKTA) of the Ministry of Industry, said that up to now the lack of market access is still a constraint for the textile industry because there are no FTAs ​​with European and American countries. Meanwhile, textile products from neighboring countries, such as Vietnam, can enter with a 0% import duty.

 

 

Therefore, the Ministry of Industry continues to encourage the Ministry of Trade to accelerate market expansion through FTA. At present, the market share of new domestic textile products is around 1.8%, while in Indonesia the textile industry has been integrated from upstream to downstream so that the potential for developing is still large.

 

Sigit said that the Coordinating Ministry for the Economy is targeting a trade agreement with Europe to be completed this year because it has been processed since 2 years ago. Exports of textile products to the blue continent reached US $ 5 billion per year or 35% of the total export value of textile products.

 

"If it cannot be implemented as a whole, we ask for early harvests specifically for textiles. Exchange with automotive or other commodities so that they can enter at a low tariff," he explained.

 

This year, textile exports are targeted to increase from US $ 12 billion to US $ 15 billion. Sigit said that the export of labor-intensive industries was the third largest contributor of all manufacturing industries.

 

 

 

Apa Saja Masalah yang Menghantui Industri Tekstil?

 

 

Pelaku industri tekstil dan produk tekstil berharap pemerintah dapat memperbaiki iklim usaha di dalam negeri selain mempermudah ekspor ke mancanegara.

 

Ernovian G Ismy, Sekjen Asosiasi Pertekstilan Indonesia, mengatakan perjanjian dagang dengan negara mitra bakal mengerek nilai ekspor dan memperbesar pangsa pasar. Namun, hal ini tidak cukup agar industri dalam negeri berkembang dengan optimal.

 

"Harus ada supporting dari dalam negeri," ujarnya Minggu (2/9/2018).

 

Ernovian menyebutkan beberapa aspek yang masih perlu diperbaiki antara lain terkait tarif listrik, kemudahan distribusi, dan kualitas sumber daya manusia. Pemerintah juga dinilai perlu untuk menghilangkan proteksi terhadap impor bahan baku dan melindungi produk hilir dari gempuran impor.

 

Dia juga berpendapat impor bahan baku seharusnya tidak dibatasi, tetapi diawasi dan dikendalikan. Apalagi, lanjutnya, saat ini sudah ada pusat logistik berikat (PLB)

 

Terkait dengan kerja sama bilateral Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA) yant ditargetkan dapat diratifikasi pada November 2018, Ernovian menuturkan perjanjian tersebut bisa memberikan dampak peningkatan market share ekspor pakaian jadi ke Australia. Sepanjang 2017, dari total nilai ekspor TPT sebesar US$12,5 miliar, share ke Negara Kangguru tersebut 1,8%.

 

"Dengan Jepang sudah lama ada perjanjian kerja sama IJ-EPA, ekspor kita meningkat," katanya.

 

Adapun, dia pun juga berharap pemerintah bisa segera menyelesaikan perjanjian dagang dengan mitra utama seperti Amerika Serikat dan Uni Eropa yang menjadi tujuan utama ekspor tekstil dalam negeri.

 

Kementerian Perindustrian memperkirakan ekspor industri tekstil dan produk tekstil (TPT) naik hingga 3 kali lipat apabila perjanjian perdagangan bebas (free trade agreement/FTA) dengan Eropa dan Amerika bisa diselesaikan.

 

Achmad Sigit Dwiwahjono, Dirjen Industri Kimia, Tekstil, dan Aneka (IKTA) Kemenperin, mengatakan hingga kini akses pasar yang kurang masih menjadi kendala industri TPT karena belum ada FTA dengan negara-negara Eropa dan Amerika. Sementara, produk TPT negara tetangga, seperti Vietnam bisa masuk dengan bea masuk 0%.

 

Oleh karena itu, Kemenperin terus mendorong Kemendag untuk mempercepat perluasan pasar melalui FTA. Saat ini, pangsa pasar produk TPT dalam negeri baru sekitar 1,8%, sedangkan di Indonesia industri TPT telah terintegrasi dari hulu hingga hilir sehingga potensi berkembang masih besar.

 

Sigit menuturkan Kemenko Perekonomian menargetkan perjanjian dagang dengan Eropa bisa selesai pada tahun ini karena telah berproses sejak 2 tahun yang lalu. Ekspor produk TPT ke benua biru mencapai US$5 miliar per tahun atau sebesar 35% dari nilai total ekspor produk TPT.

 

"Kalau tidak bisa dilaksanakan secara keseluruhan, kami minta early harvest khusus untuk tekstil. Ditukar dengan otomotif atau komoditas lain supaya bisa masuk dengan tarif rendah," jelasnya.

 

Pada tahun ini, ekspor TPT ditargetkan naik dari US$12 miliar menjadi US$15 miliar. Sigit menyebutkan ekspor industri padat karya ini merupakan penyumbang terbesar ketiga dari seluruh industri manufaktur.
