The Textile Industry in the Citarum River Could Not Be Moved to Majalengka PDF Print E-mail

The plan to relocate the textile industry in the vicinity of the Citarum River to Majalengka was deemed inappropriate because there were no available water facilities in the new location. This obstacle caused some investors to cancel building a factory in Majalengka some time ago.

 

"Ten years ago, we also tried factories to move to Majalengka, but failed. There were some who moved there such as dyeing factories," said Chairman of the Indonesian Textile Association, Ade Sudradjat.

 

He said, the construction of factories, especially textiles, needed a reliable water installation. "Neither ground nor surface water is in Majalengka. Even though this is a requirement to build a factory," he said.

 

Ade said that the relocation plan had actually been around 15 years ago. But the plan is always hit by obstacles, especially land issues.

 

"Some upstream textile companies such as yarn manufacturing, spinning, and weaving have actually moved to Central Java. This is influenced by the increasing wages of workers," he said.

 

According to Ade, the government needs to consider industrial facilities in the new area first before relocating. Do not let the plan only cause the industry to die.

 

Waste management

When asked for his response regarding the industry around the Citarum River, according to Ade, the small industry could pollute the environment because it did not have an adequate waste installation. Therefore, he proposed that the factory change direction from dyeing into an industry that is relatively not removing waste such as fabric or knitting.

 

"He can work together with industries that have WWTPs. From the associations themselves there is no segmentation," he said.

 

Previously Coordinating Minister for Maritime Affairs Luhut Pandjaitan said the government offered an option to relocate several industries to safer places for waste disposal. This was carried out for the recovery of the Citarum river after the post-conflict Presidential Regulation 15 of 2018 concerning the Acceleration of Citarum River Basin Pollution and Damage Control.

 

He added, there were two problems in the Citarum river that needed to be resolved, namely waste and cages. "We have handled the waste problem because of the most difficult waste. Second, the Keramba problem is because Sag Sagat and Cirata are the worst. If in Jatiluhur it has improved," he said

 

Industri Tekstil di Sungai Citarum Tak Mungkin Dipindahkan ke Majalengka

 

Rencana relokasi industri tekstil di sekitar Sungai Citarum ke Majalengka dinilai belum tepat karena tidak tersedia sarana air yang mumpuni di lokasi baru. Kendala ini yang menyebabkan beberapa investor batal membangun pabrik di Majalengka beberapa waktu lalu.

 

"Sepuluh tahun lalu juga kan sudah coba pabrik-pabrik pindah ke Majalengka, tapi gagal. Ada b‎eberapa yang pindah ke sana seperti pabrik pencelupan,"ujar Ketua Asosiasi Pertekstilan Indonesia, Ade Sudradjat.

 

Dia mengatakan, pembangunan pabrik khususnya tekstil membutuhkan instalasi air yang mumpuni. "Baik air tanah maupun permukaan tidak ada di Majalengka. Padahal ini syarat bangun pabrik,"ujar dia.

 

Ade mengatakan, rencana relokasi tersebut sebenarnya sudah ada ‎sejak 15 tahun lalu. Namun rencana tersebut selalu terbentur kendala terutama masalah lahan.

 

"Beberapa perusahaan tekstil hulu seperti pembuatan benang, pemintalan, dan penenunan sebenarnya sudah pindah ke Jawa Tengah. Ini dipengaruhi oleh upah buruh yang terus meningkat,"ujarnya.

 

Menurut Ade, pemerintah perlu mempertimbangkan fasilitas industri di kawasan baru terlebih dahulu sebelum melakukan relokasi. Jangan sampai rencana tersebut hanya menyebabkan industri menjadi mati‎.

 

Penanganan limbah

 

Ketika diminta tanggapannya mengenai industri di sekitar Sungai Citarum, menurut Ade, industri kecil itu bisa mencemari lingkungan karena tidak memiliki instalasi limbah yang memadai. Oleh karena itu, dirnya mengusulkan agar pabrik tersebut berubah haluan dari pencelupan menjadi industri yang relatif  tidak mengeluarkan limbah seperti kain atau rajut.

 

"Dia bisa bekerja sama dengan industri yang memiliki IPAL. Dari asosiasi sendiri tidak ingin ada segmentasi,"ujar dia.

 

Sebelumnya Menteri Koordinator Bidang kemaritiman Luhut Pandjaitan mengatakan pemerintah menawarkan opsi untuk merelokasi beberapa industri ke tempat-tempat yang lebih aman untuk pembuangan limbah. Hal itu dilakukan untuk pemulihan sungai Citarum pascaterbitnya Peraturan Presiden 15 tahun 2018 tentang Percepatan Pengendalian Pencemaran dan Kerusakan Daerah Aliran Sungai Citarum.

 

Dia menambahkan, ada dua masalah sungai Citarum yang perlu diselesaikan yaitu limbah dan Keramba. "Masalah limbah sudah kita tangani karena limbah yang paling sulit. Kedua, masalah Keramba karena di Saguling dan Cirata paling parah. Kalau di Jatiluhur sudah membaik,"ujar dia
