Rare Weaving Raw Materials, Disperindag Proposes Procurement Through Bonded Logistics Center PDF Print E-mail

The Bali Provincial Trade Office plans to establish a scheme for supplying small and medium industries (IKM) in Bali through the Bonded Logistics Center (PLB).

Where the new PLB businessman was targeted by Krishna Logistic. Head of Bali Provincial Trade Office I Putu Astawa revealed,

 

currently industry players in Bali, especially in the weaving sector, are experiencing scarcity of raw materials, especially those from abroad.

 

The condition of the scarcity of raw materials, he said, was because raw materials at the local level were not available.

 

"Like threads and others. In the past the spinning mill was in Bali. But, now it's closed, "he explained.

 

As a result of the promotion which has been heavily carried out by the weaving industry, making high demand.

 

Especially with the government policy that requires employees to wear clothes made of woven fabric.

 

"So we propose to make craft textiles. To develop this requires the availability of raw materials,

 

weaver, capital, marketing and innovation skills. This is to bring back the weaving industry in Bali, "Astawa said.

 

However, to get there, he said, must need a draft governor regulation. There are several schemes offered in terms of the supply of raw materials originating from imports.

 

One of them is through the Bonded Logistics Center (PLB) which is a policy of the government. "Being an industry player who needs raw materials can be easier," he said.

 

Besides the price offered is cheaper than the usual import pattern, it can also accelerate access of industry players in obtaining raw materials.

 

"For example, it requires raw materials for one container. This can be taken in installments. Because the raw material is stored for a period of three years is free of charge, "explained Astawa.

 

Because so far, industry players who have carried out individual imports, the costs incurred are quite high at 20 percent for entry fees.

 

"So it needs like a cooperative. Later from this cooperative it can be a facilitator to coordinate business actors. When we need all imported raw materials, the price is cheaper, "he explained.

 

Meanwhile, I Nyoman Bawa, Sales Manager of Khrisna Logistics revealed, through this PLB, industry players could reduce logistics costs between 30 and 50 percent.

 

In addition, the access you get can be faster. "For normal imports, it can be up to 10 days. If through this PLB only five days can be taken from the raw material.

 

The cost is cheaper because the employer has already obtained relief from container demurrage fees or container fees, "said Bawa.

 

Currently, since launching in 2017, IKM players in Bali who have used this service have reached 30 business actors.

 

Within a month, the imported raw materials entering Bali reached around 30 tons of aircraft services while 30 by sea.

 

"For low logistics costs, competitiveness will increase to be better," he said. Customs Facility Agent Eko Rudi Hartono added,

 

raw materials that generally go to Bali itself are spa needs, yarn, fabric, bottles, bamboo and several other types of goods.

 

 

Bahan Baku Tenun Langka, Disperindag Usulkan Pengadaan Lewat PLB

 

 

Dinas Perdagangan Provinsi Bali berencana membentuk skema penyediaan bahan baku industri kecil menengah (IKM) di Bali lewat Pusat Logistik Berikat (PLB).

 

Di mana saat ini, PLB atau gudang penyimpanan bahan impor di Bali baru tersedia satu yang berlokasi di Pelabuhan Benoa.

 

Di mana pelaku usaha PLB sendiri baru disasar oleh Khrisna Logistic. Kepala Dinas Perdagangan Provinsi Bali I Putu Astawa mengungkapkan,

 

saat ini pelaku industri di Bali khususnya sektor tenun tengah mengalami kelangkaan bahan baku, terutama yang berasal dari luar negeri.

 

Kondisi kelangkaan bahan baku ini kata dia lantaran bahan baku di tingkat lokal sudah tidak tersedia.

 

“Seperti benang dan lainnya. Kalau dulu pabrik pemintalan ada di Bali. Tapi, sekarang sudah tutup,” terangnya.

 

Akibat promosi yang selama ini gencar dilakukan pelaku industri tenun, membuat permintaan tinggi.

 

Terlebih dengan adanya kebijakan pemerintah yang meminta agar pegawai wajib menggunakan baju yang terbuat dari kain tenun.

 

“Sehingga kami usulkan untuk membuat craft tekstil. Untuk mengembangkan ini dibutuhkan ketersediaan bahan baku,

 

keterampilan penenun, permodalan, marketing dan inovasi. Ini untuk menggeliatkan kembali industri tenun di Bali,” ujar Astawa.

 

Namun untuk sampai kesana, kata dia, harus butuh rancangan peraturan gubernur. Ada beberapa skema yang ditawarkan dalam hal penyediaan bahan baku yang berasal dari impor.

 

Salah satunya melalui Pusat Logistik Berikat (PLB) yang merupakan kebijakan dari pemerintah. “jadi pelaku industri yang membutuhkan bahan baku bisa lebih mudah,” tuturnya.

 

Disamping harga yang ditawarkan lebih murah ketimbang pola impor biasa, juga bisa mempercepat akses pelaku industri dalam mendapatkan bahan baku.

 

“Misalnya membutuhkan bahan baku satu kontainer. Ini ngambilnya bisa dicicil. Karena bahan bakunya disimpan sampai jangka tiga tahun tidak dikenakan biaya,” terang Astawa.

 

Karena selama ini, pelaku industri yang melakukan impor perorangan, biaya yang dikeluarkan cukup tinggi yakni mencapai 20 persen untuk biaya masuk.

 

“Makanya butuh seperti koperasi. Nanti dari koperasi ini bisa jadi fasilitator untuk mengkoordinir pelaku usaha. Ketika butuh bahan baku langsung impor sekalian, harganya lebih murah,” bebernya.

 

Sementara itu, I Nyoman Bawa, Sales Manager Khrisna Logistic mengungkapkan, melalui PLB ini, pelaku industri bisa menekan biaya logistik antara 30 sampai 50 persen.

 

Selain itu, akses yang didapat bisa semakin cepat. “Kalau impor biasa, bisa sampai 10 hari. Kalau melalui PLB ini cuma lima hari saja sudah bisa diambil bahan bakunya.

 

Biaya lebih murah karena pengusaha sudah dapat keringanan biaya demurrage container atau biaya peti kemas,” kata Bawa.

 

Saat ini, sejak di launching 2017 lalu, pelaku IKM di Bali yang memakai jasa layanan ini sudah mencapai 30 pelaku usaha.

 

Dalam satu bulan bahan baku impor yang masuk ke Bali mencapai sekitar lewat jasa pesawat mencapai 30 ton sedangkan lewat laut sampai 30 kontainer.

 

“Kalau biaya logistik murah, daya saing akan meningkat jadi lebih bagus,” tuturnya.  Agen Fasilitas Bea Cukai Eko Rudi Hartono menambahkan,

 

bahan baku yang umumnya masuk untuk di Bali sendiri yakni kebutuhan spa, benang, kain, botol, bambu dan beberapa jenis barang lainnya.
