Protect Industry, APSyfi Asks the Government to Apply Trade Remedies PDF Print E-mail

The Indonesian Association of Fiber and Yarn Filament Producers (APSyFI) highlighted the government which was considered slow in implementing trade remedies as an effort to protect domestic industries.

 

APSyFI Secretary General Redma Gita Wirawasta said trade remedies were one way to control imports that were legally permitted by the World Trade Organization (WTO).

 

According to Redma in the last 2 years many cases that have been recommended by the Indonesian Anti-Dumping Committee (KADI) and the Indonesian Trade Safeguard Committee (KPPI) to be subject to additional import duties actually have a deadlock.

 

Even though President Jokowi in the first economic package policy has instructed the imposition of trade remedies as an import control instrument.

 

"In the case of the PET bottle, which KADI and the National Interest Team have recommended for BMAD to deal with since 3 months ago, until now it has not been able to be implemented only because of parties interested in importing PET," he said on Thursday (12/06/2018).

 

He argued that the government's attitude that allowed the practice of dumping imported goods on the one hand depressed performance of domestic producers so that it continued to lose money and could not develop, on the other hand it also pushed the trade balance to continue the deficit.

 

APSyFI also asked the government to crack down on these unfair traders, so that trade policy became the main actor in pushing the trade balance back to positive.

 

Data from the Ministry of Commerce noted that in the January-October 2018 period recorded a trade deficit of US $ 5.5 billion. China and Singapore are  main partners which recorded deficits of US $ 12.5 billion and US $ 6.6 billion respectively.

 

Redma explained that trade war resulted in a very limited option to increase exports at this time, especially because incentives for industry were very minimal, so the import side must be played.

 

"Instead of providing incentives to improve competitiveness of domestic industry, it is precisely the traders who enjoy incentives," said Redma.

 

He mentioned that the incentives enjoyed by the importers are one of them is the Bonded Logistics Center (PLB) which is supported by several Regulations of the Minister of Trade. In fact, the government already has Bonded Zones and Export Destination Import Facility (KITE) facilities as support to encourage exports for industries that require imported raw materials.

 

In terms of utilization level, currently textile and textile products (TPT) industry is not optimal despite average annual growth in domestic consumption of 6%. This is because the consumption growth is actually enjoyed by imported goods that flood the domestic market.

 

"Therefore, the production utilization of this sector is still low, reaching an average of 73.8%," he said.

 

 

Lindungi Industri, APSyfi Minta Pemerintah Terapkan Trade Remedies

 

Asosiasi Produsen Serat dan Benang Filament Indonesia (APSyFI) menyoroti pemerintah yang dinilai lamban dalam menerapkan trade remedies sebagai upaya perlindungan industri dalam negeri.

 

Sekretaris Jenderal APSyFI Redma Gita Wirawasta mengatakan trade remedies merupakan salah satu cara mengendalikan impor yang secara legal diizinkan oleh Organisasi Perdagangan Dunia (World Trade Organization/WTO).

 

Menurut Redma dalam 2 tahun terakhir banyak kasus yang telah direkomendasikan Komite Anti Dumping Indonesia (KADI) maupun Komite Pengaman Perdagangan Indonesia (KPPI) untuk dikenakan tambahan bea masuk justru mengalami kebuntuan.

 

Padahal Presiden Jokowi dalam kebijakan paket ekonomi yang pertama telah menginstruksikan pengenaan trade remedies sebagai instrument pengendalian impor.

 

"Dalam kasus PET bottle, yang telah direkomendasikan KADI dan Tim Kepentingan Nasional untuk dikenai BMAD sejak 3 bulan yang lalu, hingga saat ini belum bisa diimplementasikan hanya karena lobi pihak yang berkepentingan terhadap impor PET," ujarnya Kamis (6/12/2018).

 

Dia berpendapat sikap pemerintah yang membiarkan praktik dumping barang impor ini di satu sisi menekan kinerja produsen dalam negeri sehingga terus merugi dan tidak bisa berkembang, di sisi lain juga mendorong neraca perdagangan terus defisit.

 

APSyFI pun meminta pemerintah untuk menindak tegas pelaku perdagangan unfair ini, sehingga kebijakan perdagangan menjadi pemeran utama dalam mendorong neraca perdagangan kembali postif.

 

Data Kementerian Perdagangan mencatat pada periode Januari-Oktober 2018 mencatat defisit perdagangan sebesar US$5,5 miliar. China dan Singapura merupakan mitra utama yang mencatat defisit masing-masing US$12,5 miliar dan US$6,6 miliar.

 

Redma menjelaskan perang dagang mengakibatkan opsi peningkatan ekspor saat ini sangat terbatas, terlebih insentif bagi industri sangat minim, sehingga sisi impor yang harus dimainkan.

 

“Alih-alih memberikan insentif untuk meningkatkan daya saing industri dalam negeri, justru importir pedagang yang banyak menikmati insentif," kata Redma.

 

Dia menyebutkan insentif yang dinikmati oleh para importir itu salah satunya adalah Pusat Logistik Berikat (PLB) yang didukung oleh beberapa Peraturan Menteri Perdagangan. Padahal, pemerintah telah mempunyai Kawasan Berikat dan fasilitas Kemudahan Impor Tujuan Ekspor (KITE) sebagai dukungan untuk mendorong ekspor bagi industri yang memerlukan bahan baku impor.

 

Dari sisi tingkat utilisasi, saat ini industri tekstil dan produk tekstil (TPT) belum optimal kendati rerata pertumbuhan konsumsi dalam negeri setiap tahun sebesar 6%. Hal ini disebabkan pertumbuhan konsumsi tersebut justru dinikmati oleh barang-barang impor yang membanjiri pasar domestik.

 

"Oleh karena itu, utilisasi produksi sektor ini masih rendah, rata-rata baru mencapai 73,8%," ujarnya.
