Indonesia's export performance this year is not satisfactory. The fall in the prices of a number of primary commodities in the international market, such as palm oil, rubber and coal, is one of the causes. The government also seeks to encourage manufactured products as the backbone of exports.

 

However, the strategy to boost exports of value-added products, such as textiles and textile products and automotive products and their components, is not without obstacles. The number of trade barriers carried out by destination countries must be handled by the government first.

 

Deputy General Chair of the Indonesian Chamber of Commerce and Industry (Kadin) in the Field of Industry, Johny Darmawan, hopes the government will strengthen its support to penetrate foreign markets for reliable export manufacturing products.

 

Johny continued, even though exports rose throughout the year, a number of obstacles still overshadowed the two commodities, so that the export growth was not optimal.

 

He gave an example of the export of completely built up (CBU) cars to Vietnam which had been hampered in first half of this year because they had to go through a type testing process in that country. As a result, the product export had stagnated, before finally recovering in the post-hobby II / 2018 semester conducted by the Indonesian government.

 

On the other hand, obstacles also arise from the four-wheeled automotive market in the Middle East, whose demand has declined. This happened due to slowing economic growth and consumption in the region's countries.

 

 

Similarly, Chairman of the Indonesian Textile Association (API) Ade Sudrajat said government had stated several times that TPT would become one of the backbone of Indonesia's exports. He claimed the TPT sector players were ready to increase their production capacity to meet the needs of foreign markets.

 

 

Next year, he said, TPT exports are projected to grow by 6% or penetrate US $ 14 billion yoy. According to him, the growth projection is calculated if there is no new trade agreement that can be applied next year.

 

Because, continued Ade, Europe and Japan became the main export market for Indonesian textile products other than the United States (US). Moreover, specifically for the European textile market, Indonesian products are currently still unable to compete with products from Vietnam and Bangladesh. Because, the two countries had already established a free and comprehensive trade cooperation pact with the European Union.

 

In addition, he also requested that the government revise its policy in applying import duties for TPT auxiliary raw materials such as polyester fiber. Based on its data, polyester import duty is at the level of 5.82% -28.47%. The high commodity import duty makes the prices of textile products from Indonesia to be higher compared to Vietnam and Bangladesh in the global market.

 

 

Ekspor Produk Manufaktur Terganjal Hambatan Dagang

 

 

Kinerja ekspor Indonesia tahun ini kurang memuaskan. Turunnya harga sejumlah komoditas primer di pasar internasional, seperti minyak sawit, karet, dan batu bara menjadi salah satu penyebabnya. Pemerintah pun berupaya untuk mendorong produk manufaktur sebagai tulang punggung ekspor.

 

Namun, strategi menggenjot ekspor produk bernilai tambah, seperti tekstil dan produk tekstil serta produk otomotif serta komponennya itu bukannya tanpa kendala. Banyaknya hambatan dagang yang dilakukan negara tujuan harus ditangani pemerintah terlebih dahulu.

 

Wakil Ketua Umum Kamar Dagang Dan Industri (Kadin) Indonesia Bidang Perindustrian Johny Darmawan berharap pemerintah memperkuat dukungannya untuk menembus pasar luar negeri terhadap produk manufaktur andalan ekspor.

 

Johny melanjutkan, kendati ekspornya naik sepanjang tahun ini, sejumlah hambatan masih membayangi kedua komoditas itu, sehingga pertumbuhan ekspornya tidak maksimal.

 

Dia mencontohkan ekspor mobil completely built up (CBU) ke Vietnam yang sempat terhambat pada paruh pertama tahun ini karena harus melalui proses uji tipe di negara itu. Akibatnya, ekspor produk tersebut sempat tersendat, sebelum akhirnya pulih kembali pada semester II/2018 pascalobi yang dilakukan oleh pemerintah Indonesia.

 

Di sisi lain, kendala juga muncul dari pasar otomotif roda empat di Timur Tengah, yang permintaannya mengalami penurunan. Hal itu terjadi akibat melambatnya pertumbuhan ekonomi dan konsumsi di negara-negara kawasan itu.

 

 

Senada, Ketua Asosiasi Pertekstilan Indonesia (API) Ade Sudrajat mengatakan, pemerintah telah beberapa kali menyebutkan bahwa TPT akan dijadikan salah satu tulang punggung ekspor Indonesia. Dia mengklaim para pelaku sektor TPT telah siap meningkatkan kapasitas produksinya untuk memenuhi kebutuhan pasar luar negeri.

 

 

Pada tahun depan, katanya, ekspor TPT diproyeksikan akan tumbuh hingga 6% atau menembus US$14 miliar secara yoy. Proyeksi pertumbuhan tersebut, menurutnya, dihitung dengan catatan apabila belum terdapat perjanjian dagang baru yang dapat diaplikasikan pada tahun depan.

 

Pasalnya, lanjut Ade, kawasan Eropa dan Jepang menjadi pasar ekspor utama produk TPT Indonesia selain Amerika Serikat (AS). Terlebih, khusus untuk pasar tekstil Eropa, produk Indonesia saat ini masih kalah bersaing dengan produk dari Vietnam dan Bangladesh. Sebab, kedua negara itu telah lebih dulu menjalin pakta kerja sama dagang bebas dan komprehensif dengan Uni Eropa.

 

Selain itu, dia juga meminta agar pemerintah merevisi kebijakannya dalam menerapkan bea masuk untuk bahan baku penolong TPT seperti serat polyester. Berdasarkan data yang dimilikinya, bea masuk polyester berada pada level 5,82%-28,47%. Tingginya bea masuk komoditas itu membuat harga produk TPT asal Indonesia menjadi lebih tinggi dibandingkan dengan Vietnam dan Bangladesh di pasar global.
