The Confederation of Indonesian Workers' Unions Accuse Textile Industry Gives Low Minimum Wage PDF Print E-mail

The Confederation of Indonesian Workers' Unions (KSPI) stated that the majority of companies engaged in garment industry still provide salaries under the Provincial Minimum Wage (UMP) and District Minimum Wage (UMK) rules.

 

KSPI Chair Said Iqbal said that despite paying low wages, some companies actually had to submit a wage suspension to government. This indicates that companies in the garment sector have not been able to provide wages according to the rules in the region.

 

"If there are still many (rules) that are still in line, especially the garment industry, then there is still the term even labor intensive wages," Said said

 

In addition to garments, other sectors which are called as still providing wages below the UMP / UMK are textiles and food and beverages (mamin). "Then there is still a term like labor-intensive wages, it should be suspected that the wages are below the minimum," said Said.

 

Unfortunately, he did not specify the name of the garment, textile and food and beverage companies and where the company that still gave the salary was not according to the employee's rules. "We haven't got the data yet," Said said.

 

For information, the Ministry of Manpower set the 2019 UMP up 8.03 percent. The figure is stated in the Minister of Manpower's circular letter on Submission of Data on National Inflation Levels and Growth of Gross Domestic Product in 2018.

 

There are two factors considered in the increase in the UMP, namely; national inflation of 2.88 percent and national economic growth of 5.15 percent. With this decision, the provincial government (Provincial Government) is authorized to determine the UMP by referring to the circular letter.

 

In this case, the DKI Jakarta Provincial Government has set an increase in the UMP in accordance with the Ministry of Manpower circular letter, which is 8.03 percent. The calculation of wage increases is stated in Government Regulation Number 78 of 2015 concerning Wages.

 

Based on data from the International Labor Organization (ILO) per 2014-2015, Said added, Indonesia's average wages are still below Vietnam, Malaysia and Thailand. He explained, Indonesia's average wage is only US $ 174 per month, while Vietnam is US $ 181 per month.

 

"Malaysia is the fourth time Indonesia has reached US $ 562 per month and Thailand has US $ 352 per month," Said said.

 

Serikat Pekerja Tuding Industri Garmen dan Tekstil Beri UMP Rendah

 

 

Konfederasi Serikat Pekerja Indonesia (KSPI) menyatakan mayoritas perusahaan yang bergerak di industri garmen masih memberikan gaji di bawah aturan Upah Minimum Provinsi (UMP) dan Upah Minimum Kabupaten (UMK).

 

Ketua KSPI Said Iqbal mengatakan walau membayar upah murah, beberapa perusahaan justru sempat mengajukan penangguhan upah kepada pemerintah. Hal itulah yang mengindikasikan perusahaan di sektor garmen belum mampu memberikan upah sesuai aturan di kawasan itu.

 

"Kalau yang belum sesuai (aturan) masih banyak terutama industri garmen, kemudian masih ada istilah bahkan upah padat karya," ucap Said

 

Selain garmen, sektor lainnya yang disebut masih memberikan upah di bawah UMP/UMK adalah tekstil serta makanan dan minuman (mamin). "Kemudian masih ada istilah seperti upah padat karya, itu patut diduga kuat upahnya di bawah minimum," terang Said.

 

Sayangnya, ia tak menyebut pasti nama perusahaan garmen, tekstil, dan makanan dan minuman serta di mana letak perusahaan yang masih memberikan gaji tak sesuai aturan kepada karyawan tersebut. "Kami belum dapat datanya," tutur Said.

 

Sebagai informasi, Kementerian Ketenagakerjaan menetapkan UMP 2019 naik 8,03 persen. Besaran angka tersebut tertuang dalam surat edaran Menteri Tenaga Kerja tentang Penyampaian Data Tingkat Inflasi Nasional dan Pertumbuhan Produk Domestik Bruto Tahun 2018.

 

Ada dua faktor yang dipertimbangkan dalam kenaikan UMP tersebut, yakni; inflasi nasional sebesar 2,88 persen dan pertumbuhan ekonomi nasional sebesar 5,15 persen. Dengan keputusan ini, pemerintah provinsi (Pemprov) diberikan wewenang untuk menetapkan UMP nya dengan mengacu pada surat edaran tersebut.

 

Dalam hal ini, Pemprov DKI Jakarta menetapkan kenaikan UMP sesuai dengan surat edaran Kementerian Ketenagakerjaan, yakni 8,03 persen. Perhitungan kenaikan upah itu tercantum dalam Peraturan Pemerintah Nomor 78 Tahun 2015 tentang Pengupahan.

 

Berdasarkan data International Labour Organization (ILO) per 2014-2015, tambah Said, upah rata-rata Indonesia masih di bawah Vietnam, Malaysia, dan Thailand. Ia merinci, upah rata-rata Indonesia hanya US$174 per bulan, sedangkan Vietnam sebesar US$181 per bulan.

 

"Malaysia empat kalinya Indonesia mencapai US$562 per bulan dan Thailand sebesar US$352 per bulan," pungkas Said.
