The textile industry in Indonesia, especially in West Java, is experiencing sluggishness. One of the biggest inhibiting factors is environmental factors. "Harum's Citarum program has a lot of influence. Many industries are domiciled around Citarum," said Secretary General of the Indonesian Textile Association (API) Kevin Hartanto in Bandung.

 

Kevin explained, since the Presidential Regulation on the issue of Citarum came out, many companies were prosecuted for quality standards, Waste Water Treatment Plants (WWTP), and others. "This makes the textile industry, especially dyeing, have to reduce production. Without reducing production, you will not be able to process (according to the rules), "he said.

 

While revamping the WWTP requires time. Although the government said it only takes 3 months, in the reality is not case. The entrepreneur must prepare the land, then look for a loan from bank because the financial costs are quite high. Then there is a feasibility study.

 

"The majority, improvements need 1-2 years. That means, since the middle of last year, average (industry) dyeing has immediately dropped, "he said. This condition also affects the textile industry upstream. For example in Central Java. So far, many companies have sent fabric raw materials to Bandung for dyeing.

 

However, because the industry in West Java has reduced production, automatic fabric has piled up in Central Java, so that they are also braking the production. "Manufacturers of yarn until the fabric is sluggish. "The market is sluggish and there is a gap due to reduced production," he said. However, the number of requests remains the same. Kevin worried, this vacancy would later be filled with imports.

 

The development of West Java's export market share at the end of 2017 was contributed by the textile and textile product sub-group (19.8 percent), followed by motor vehicles (17.5 percent), electronics (17.4 percent), and chemistry (7 percent). However, the textile export market continues to decline.

 

Even if there is an increase, continued Kevin, it is supported by exports of apparel. To boost sales, API collaborates with Cotton Council International to explore 2019 fashion trends and the latest textile technology innovations to the textile industry.

 

"We are committed to assisting manufacturers in understanding fashion trends, the use of the latest technology, and the advantages of cotton in creating opportunities and other benefits for textile entrepreneurs," said Cotton Council International Indonesia Representative Program, Andy Do.

 

 

 

Program Citarum Harum dan Pengaruhnya pada Lesunya Industri Tekstil

 

 

 

Industri tekstil di Indonesia, khususnya di Jawa Barat, mengalami kelesuan. Salah satu faktor penghambat terbesarnya adalah faktor lingkungan. “Program Citarum Harum banyak berpengaruh. Berapa banyak industri yang berdomisili di sekitaran Citarum,” ujar Sekretaris Jenderal Asosiasi Pertekstilan Indonesia (API) Kevin Hartanto di Bandung.

 

Kevin menjelaskan, sejak Perpres soal Citarum keluar, banyak perusahaan yang ditindak karena baku mutu, Instalasi Pengolahan Air Limbah (IPAL), dan lainnya. “Hal ini membuat industri tekstil terutama pencelupan harus mengurangi produksi. Tanpa mengurangi produksi, tidak akan bisa mengolah (sesuai aturan),” ucapnya.

 

Sedangkan pembenahan IPAL, membutuhkan waktu. Walaupun pemerintah mengatakan hanya membutuhkan waktu 3 bulan, kenyataannya tidak demikian. Pengusaha harus menyiapkan lahan, kemudian mencari pinjaman ke bank karena finansial cost-nya cukup tinggi. Kemudian ada studi kelayakan.

 

“Mayoritas, pembenahan butuh 1-2 tahun. Itu artinya, sejak pertengahan tahun lalu, rata-rata (industri) pencelupan langsung drop,” ucapnya. Kondisi ini berimbas pula pada industri tekstil di hulu. Contohnya di Jateng. Selama ini banyak perusahaan yang mengirimkan bahan baku kain ke Bandung untuk pencelupan.

 

Namun karena industri di Jabar mengurangi produksi, otomatis kain menumpuk di Jateng hingga mereka pun ikut mengerem produksi. “Produsen benang sampai kain sedang lesu. Pasar lesu dan ada gap karena berkurangnya produksi,” ucapnya. Meski demikian, jumlah permintaan tetap sama. Kevin khawatir, kekosongan ini nantinya diisi oleh impor.

 

Perkembangan pangsa pasar ekspor Jawa Barat pada akhir 2017 disumbangkan oleh subkelompok tekstil dan produk tekstil (19,8 persen), diikuti kendaraan bermotor (17,5 persen), elektronik (17,4 persen), dan kimia (7 persen). Namun panga pasar ekspor tekstil terus mengalami penurunan.

 

Kalaupun ada kenaikan, sambung Kevin, itu ditunjang ekspor pakaian jadi. Untuk mendongkrak penjualan, API bekerja sama dengan Cotton Council International untuk mendalami tren fesyen 2019 dan inovasi teknologi tekstil terbaru kepada para pelaku industri tekstil.

 

"Kami berkomitmen untuk mendampingi para pelaku manufaktur dalam memahami tren fesyen, penggunaan teknologi terbaru, dan keunggulan kapas dalam menciptakan peluang serta manfaat lain bagi para pengusaha tekstil," ujar Program Representative Cotton Council International Indonesia, Andy Do.
