US Business Association Supports Indonesia to Continue to Accept GSP PDF Print E-mail

Various business associations of the United States (US) provide support to Indonesia to remain included in list of recipients of the Generalized System of Preference (GSP) program. GSP is a US policy in the form of exemption from import duty (zero percent) on imports of certain goods from developing countries, including Indonesia.

 

"They (a number of US associations) agreed to also fight for GSP and asked the government to get a zero tariff," said Indonesian Trade Minister Enggartiasto Lukita at the Indonesian Embassy in Washington DC.

 

Enggartiasto argues, with the current global economic conditions, one of them is the imposition of export tariffs on China for textile products, making US look for textile sources from other countries. At this moment he hoped, Indonesia could fill the American needs.

 

According to him, the ability of the national textile industry that used to be a sunset industry has been revitalized and shows an increase again. A number of Indonesian textile companies also say that they are known to the world for the quality of their products.

 

Informed, the Minister of Trade has brought together business associations and US companies with textile and garment companies from Indonesia at  business forum at the Indonesian Embassy, ​​January 16, 2019.

 

Previously, Enggar had also announced the progress of the discussion regarding the provision of GSP facilities for ease of trade by the United States. After the Ministry of Trade conducts further GSP discussions at the US Trade Representative Office (USTR), Washington DC.

 

"For GSP, we have progress and they (the United States government) will discuss further because there are some things that we must fulfill while waiting for us to fulfill our commitments," said Enggar.

 

For information, in October 2017, the US Government through USTR conducted a Review of the State GSP (CPR) Implementation of 25 GSP recipient countries, including Indonesia. Whereas on April 13, 2018, the USTR explicitly stated that it would conduct a review of the granting of GSP to Indonesia, India and Kazakhstan.

 

The Indonesian Ministry of Trade (Kemendag) noted, there are at least 3,546 Indonesian products that are given GSP facilities in the form of elimination of import duty rates up to 0%. The products included rubber tires, gold, fatty acids, metal jewelry, aluminum, gloves, musical instruments, keyboards, and batteries.

 

In the past seven months, the Indonesian government has conducted intensive communication and coordination with the US so that Indonesia's status can be maintained under the GSP scheme. Because this program is considered to provide benefits to both Indonesian exporters and US importers who get the required product supply.

 

If Indonesia is no longer a recipient country of GSP, Indonesian products that currently receive GSP, in the future will be subject to normal import duties if exported to the US.

 

However, Enggar further explained, the evaluation process carried out by the US on the status of Indonesia as a GSP recipient country was still ongoing. So, various facilities related to GSP received by various commodities exported from Indonesia to the US are still valid.

 

For information, throughout 2017, Indonesian products that use the GSP I scheme are worth US $ 1.9 billion. The Ministry of Trade noted, this figure is still far below other GSP recipient countries such as India at US $ 5.6 billion, Thailand US $ 4.2 billion, and Brazil US $ 2.5 billion.

 

 

 

Asosiasi Bisnis AS Dukung Indonesia Tetap Terima GSP

 

 

Berbagai asosiasi bisnis Amerika Serikat (AS) memberikan dukungan pada Indonesia untuk tetap masuk dalam daftar negara penerima program Generalized System of Preference (GSP). GSP adalah kebijakan AS berupa pembebasan tarif bea masuk (nol persen) terhadap impor barang-barang tertentu dari negara-negara berkembang, termasuk Indonesia. 

 

“Mereka (sejumlah asosiasi AS) sepakat juga memperjuangkan GSP dan meminta kepada pemerintahnya agar mendapatkan zero tariff,” kata Menteri Perdagangan Indonesia Enggartiasto Lukita di KBRI Washington DC.

 

Enggartiasto berpendapat, dengan kondisi perekonomian global saat ini, salah satunya pengenaan tarif ekspor pada China untuk produk tekstil, membuat AS mencari sumber tekstil dari negara lain. Pada momen inilah ia berharap, Indonesia dapat mengisi kebutuhan Amerika tersebut.

 

Menurutnya, kemampuan industri tekstil nasional yang dulu pernah menjadi sunset industry telah terevitalisasi dan menunjukkan peningkatan kembali. Sejumlah perusahaan tekstil Indonesia juga Enggar katakan sudah dikenal dunia akan kualitas produknya.

 

Diinformasikan, Menteri Perdagangan telah mempertemukan asosiasi bisnis serta perusahaan AS dengan perusahaan tekstil dan garmen dari Indonesia pada forum bisnis di KBRI, 16 Januari 2019.

 

Sebelumnya, Enggar juga telah mengumumkan kemajuan pembahasan mengenai pemberian fasilitas kemudahan perdagangan GSP oleh Amerika Serikat. Setelah Kemendag melakukan pembahasan GSP lebih lanjut di Kantor Perwakilan Perdagangan AS atau US Trade Representative (USTR), Washington DC.

 

“Untuk GSP, kita sudah ada kemajuan dan mereka (pemerintah Amerika Serikat) akan membahas lebih lanjut karena ada beberapa hal yang harus kita penuhi sambil menunggu kita memenuhi komitmen," kata Enggar.

 

Untuk diketahui, pada Oktober 2017, Pemerintah AS melalui USTR melakukan Peninjauan Kembali Penerapan GSP Negara (CPR) terhadap 25 negara penerima GSP, termasuk Indonesia. Sedangkan pada 13 April 2018, USTR secara eksplisit menyebutkan akan melakukan peninjauan pemberian GSP kepada Indonesia, India, dan Kazakhstan.

 

Kementerian Perdagangan (Kemendag) Indonesia mencatat, setidaknya ada 3.546 produk Indonesia yang diberikan fasilitas GSP berupa eliminasi tarif bea masuk hingga 0%. Produk dimaksud antara lain ban karet, emas, asam lemak, perhiasan logam, aluminium, sarung tangan, alat musik, keyboard, dan baterai.

 

Dalam tujuh bulan terakhir ini pun, pemerintah Indonesia telah melakukan komunikasi dan koordinasi intensif dengan AS agar status Indonesia dapat tetap dipertahankan di bawah skema GSP. Lantaran program ini dinilai memberi manfaat baik kepada eksportir Indonesia maupun importir AS yang mendapat pasokan produk yang dibutuhkan.

 

Bila Indonesia tidak lagi menjadi negara penerima GSP, produk Indonesia yang saat ini menerima GSP, ke depannya akan dikenakan bea masuk normal bila diekspor ke AS.

 

Namun lebih lanjut Enggar menjelaskan, proses evaluasi yang dilakukan AS terhadap status Indonesia sebagai negara penerima GSP masih berjalan. Jadi, berbagai fasilitas terkait GSP yang diterima oleh beragam komoditas yang diekspor dari RI ke AS juga masih berlaku.

 

Sebagai informasi, sepanjang tahun 2017, produk Indonesia yang menggunakan skema GSP I bernilai US$1,9 miliar. Kemendag mencatat, angka ini masih jauh di bawah negara-negara penerima GSP lainnya seperti India sebesar US$5,6 miliar, Thailand US$4,2 miliar, dan Brasil US$2,5 miliar.
