The government will comb again commodities that can help boost exports this year and improve the trade balance which last year recorded a deficit of up to US $ 8.57 billion.

 

Coordinating Minister for Economic Affairs Darmin Nasution said the trade balance deficit last year occurred because the export performance could no longer close the heavy import. This is different from the previous year, the brilliant export performance was still able to cover the increase in imports so that the trade balance was still a surplus of US $ 11.84 billion.

 

"We identify again, find a way, this is being arranged. Especially for non-oil and gas, we also identify the obstacles and priority commodities," Darmin said.

 

So far, according to Darmin, the government sees an increase in exports can be boosted through textile goods, footwear, electronics, chemical products, automotive products, food and beverages.

 

In addition to combing reliable commodities, the government will also identify the factors that influence exports, such as logistics tariffs and incentives for industry.

 

"From the logistics aspect, not only transport and warehousing rates, but also the transition to digital. So it must be combined with digital infrastructure so that logistics is competitive," he explained.

 

In addition, market access will also be expanded through trade agreements with other countries. Darmin said, one of the export market countries that was being glimpsed was South Africa.

 

"But looking for this new market cannot be fast, ideally there are primary meetings and others. We need time regarding export procedures and others," he explained.

 

On the other hand, he ensured that import restrictions would continue. The method is to continue the policy of increasing the Income Tax rate for 1,147 imported goods and the mandatory expansion of 20 percent biodiesel (B20).

 

Despite preparing steps, Darmin cannot predict when the trade balance will return to surplus.

 

He also argued that the deficit in the trade balance is a sign that economic growth is still moving positively. This is reflected in the component of contributors to growth in the form of exports which still grew around 6.65 percent in 2018 compared to 2017.

 

In addition, imports also grew to reach 20.15 percent from the previous year. "Even though the big trade deficit is precisely on the one hand because the economy is running. If it does not work, the imports will not increase," he said.

 

Darmin explained that high import growth confirmed the economic rate because imported goods were actually used for industrial purposes and infrastructure development which became the capital for the economy going forward. For this reason, the realization of high imports is currently believed to have a positive impact on the economy of the country.

 

"Inevitably the imports continue to grow rapidly because we need these items. This is because we have not produced these items so far," he said.

 

The government previously estimated economic growth over the past year to grow 5.15 percent, while the maintained inflation rate was low at around 3.13 percent

 

 

Pemerintah Bakal Genjot Ekspor Tekstil Hingga Otomotif

 

 

 

Pemerintah bakal menyisir lagi komoditas-komoditas yang dapat membantu menggenjot ekspor di tahun ini dan memperbaiki neraca perdagangan yang tahun lalu mencatatkan defisit hingga US$8,57 miliar.

 

Menteri Koordinator Bidang Perekonomian Darmin Nasution mengatakan defisit neraca perdagangan pada tahun lalu terjadi karena kinerja ekspor tak mampu lagi menutup derasnya impor. Ini berbeda dari tahun sebelumnya, kinerja ekspor yang cemerlang masih mampu menutupi kenaikan impor sehingga neraca perdagangan masih surplus US$11,84 miliar.

 

"Kami identifikasi lagi, cari jalan, ini sedang kami tata. Khususnya nonmigas, kami juga identifikasi hambatannya dan komoditas yang mau diprioritaskan," ujar Darmin.

 

Sejauh ini, menurut Darmin, pemerintah melihat peningkatan ekspor bisa digenjot melalui barang-barang tekstil, alas kaki, elektronik, produk kimia, produk otomotif, hingga makanan dan minuman.

 

Selain menyisir komoditas yang bisa diandalkan, pemerintah juga akan mengidentifikasi lagi faktor-faktor yang mempengaruhi ekspor, misalnya tarif kelogistikan dan insentif bagi industri.

 

"Dari aspek logistik, bukan hanya tarif angkutan dan pergudangan, tapi juga peralihan ke digital. Jadi harus dikombinasi dengan infrastruktur digital agar logistik berdaya saing," terangnya.

 

Selain itu, akses pasar juga akan diperluas melalui perjanjian dagang dengan negara-negara lain. Darmin menyebut, salah satu negara pasar ekspor yang tengah dilirik adalah Afrika Selatan.

 

"Tapi mencari pasar baru ini tidak bisa cepat, idealnya ada primary meeting dan lainnya. Kami perlu waktu menyangkut prosedural ekspor dan lainnya," jelasnya.

 

Di sisi lain, ia memastikan pembatasan impor akan tetap berjalan. Caranya, dengan meneruskan kebijakan kenaikan tarif Pajak Penghasilan (PPh) bagi 1.147 barang impor dan perluasan mandatori biodiesel 20 persen (B20).

 

Kendati menyiapkan langkah, Darmin belum bisa memperkirakan kapan neraca perdagangan akan kembali surplus,.

 

Ia pun berkilah neraca perdagangan yang defisit merupakan pertanda bahwa pertumbuhan ekonomi tetap melaju positif. Hal ini tercermin dari komponen penyumbang pertumbuhan berupa ekspor yang masih tumbuh sekitar 6,65 persen pada 2018 dibandingkan 2017.

 

Selain itu, impor juga tumbuh mencapai 20,15 persen dari tahun sebelumnya. "Meski defisit perdagangan besar justru di satu pihak itu karena ekonomi berjalan. Kalau tidak jalan, ya impornya tidak naik," ungkapnya.

 

Darmin menjelaskan pertumbuhan impor yang tinggi mengonfirmasi laju ekonomi karena barang-barang impor sejatinya digunakan untuk keperluan industri dan pembangunan infrastruktur yang menjadi modal bagi ekonomi ke depan. Untuk itu, realisasi impor yang tinggi saat ini dipercaya tetap memberi dampak positif kepada perekonomian Tanah Air.

 

"Mau tidak mau impor tetap tumbuh dengan cepat karena kami perlu barang-barang itu. Ini karena kami tidak menghasilan barang itu selama ini," tuturnya.

 

Pemerintah sebelumnya memperkirakan pertumbuhan ekonomi sepanjang tahun lalu tumbuh 5,15 persen, sementara tingkat inflasi yang terjaga rendah di kisaran 3,13 persen
