TPT Industry Investment Rp. 18 Trillion PDF Print E-mail

The value of investment in the textile and textile products (TPT) industry is predicted to reach Rp. 18 trillion this year, up 125% compared to last year's Rp. 8 trillion. This surge was sustained by the relocation of textile factories from China to Indonesia, along with the onset of the country's trade war with the United States (US).

 

Based on data from the Ministry of Industry (Ministry of Industry), one Chinese company intends to build a mid-tPT industry, namely yarn spinning, weaving, dyeing and printing. The total investment disbursed reaches Rp 10 trillion. The remaining investment of Rp. 8 trillion is predicted by the majority to be disbursed by local companies.

 

Chairman of the Indonesian Textile Association (API) Ade Sudrajat stressed that the textile industry is a priority industry in the Indonesian economy. This TPT is also a labor intensive industry because it absorbs 2.9 million workers.

 

TPT, he said, is also the mainstay of export sector. In 2018, textile exports reached 13.8 billion, up from 2017 at US $ 12.5 billion. This year, TPT exports are targeted at US $ 15 billion.

 

The growth of the textile industry this year is targeted to reach 5.61%. Ade said, the growth of the textile industry was also followed by additional investment.

 

In 2018, the investment value of textile companies in Indonesia is predicted to reach Rp 8 trillion, the same as last year. Most investors who invest in the TPT sector are local investors, with a portion of almost 60% and the rest foreign.

 

Even so, he said, the production of local players was mostly supplied to the export market. The reason is that the domestic market is flooded with imported products from China. This is an old problem and never goes away.

 

So that the investment made is not in vain, he said, many textile businesses boost exports. Moreover, the prospect of the export market is very promising. "So many players do export, because it is indeed tempting," he told Investor Daily in Jakarta, recently.

 

According to him, in 2019, the condition of the world economy is getting better, so that it will become a catalyst for increasing exports. This was coupled with the signing of trade agreements with EFTA countries, namely Switzerland, Liechtenstein, Iceland and Norway.

 

The agreement with EFTA is quite helpful to open market access to Europe, although not all European countries.

 

However, he said, the increase in exports was not offset by domestic sales. So far, the domestic market has been flooded with imported products from China.

 

Ade said, this year, imported products had begun to decrease because the government issued an import control policy. He hopes that the import control policy will continue to be maintained, because it effectively counteracts imported goods. Of the total domestic market of US $ 10 billion, the portion of imported products is around 70%.

 

Purpose of Relocation

 

Meanwhile, China's industry has made Indonesia one of the main destination countries for relocating factories. As a result of the trade war with the US, investors in the Bamboo State flocked to move their factories outside of China to avoid high tariffs imposed by the US.

 

"Some global textile and footwear industries are considering moving factories from China to Indonesia," said Minister of Industry Airlangga Hartarto.

 

He said, there were Chinese investors who would invest IDR 10 trillion in the textile industry this year. This investment leads to the development of the middle sector.

 

Investors from China are also building new industrial estates in Central Sulawesi, which for the past five years have invested US $ 5 billion and exports from these locations have reached US $ 4 billion. This shows that Indonesia is considered to be one of the main destination countries for Chinese investors.

 

"This is in line with the government's commitment to continue to create a conducive investment climate and provide convenience in the business licensing process," he said.

 

The Minister of Industry conveyed, his side continued to encourage increased investment, especially in sectors that were prioritized in the implementation of industry 4.0 according to the map of Making Indonesia 4.0. The textile and apparel industry is one of the sectors.

 

 

Investasi Industri TPT Rp 18 Triliun

 

 

 

Nilai investasi di industri tekstil dan produk tekstil (TPT) diprediksi mencapai Rp 18 triliun tahun ini, naik 125% dibandingkan tahun lalu Rp 8 triliun. Lonjakan ini ditopang relokasi pabrik TPT dari Tiongkok ke Indonesia, seiring berkecamuknya perang dagang negara itu dengan Amerika Serikat (AS).

 

Berdasarkan data Kementerian Perindustrian (Kemenperin), satu perusahaan Tiongkok berniat membangun industri TPT menengah (midstream), yakni pemintalan benang, penenunan, pencelupan, dan pencetakan. Total investasi yang dikucurkan mencapai Rp 10 triliun. Adapun sisa investasi Rp 8 triliun diprediksi mayoritas dikucurkan perusahaan lokal.

 

Ketua Umum Asosiasi Pertekstilan Indonesia (API) Ade Sudrajat menegaskan, industri TPT merupakan industri prioritas dalam perekonomian Indonesia. TPT ini juga termasuk industri padat karya karena menyerap 2,9 juta tenaga kerja.

 

TPT, kata dia, juga adalah sektor andalan ekspor. Pada 2018, ekspor TPT mencapai 13,8 miliar, naik dari 2017 sebesar US$ 12,5 miliar. Tahun ini, ekspor TPT dibidik US$ 15 miliar.

 

Adapun pertumbuhan industri TPT tahun ini ditargetkan mencapai 5,61%. Ade mengatakan, pertumbuhan industri tekstil juga diikuti penambahan investasi.

 

Pada 2018, nilai  investasi  perusahaan  TPT  di Indonesia diprediksi mencapai Rp 8 triliun, sama seperti tahun lalu. Kebanyakan investor yang menanamkan modalnya di sektor TPT adalah investor lokal, dengan porsi hampir 60% dan sisanya asing.

 

Meskipun begitu, dia menuturkan, hasil produksi pemain lokal lebih banyak dipasok ke pasar ekspor. Alasannya, pasar domestik dibanjiri produk impor asal Tiongkok. Ini merupakan permasalahan lama dan tidak pernah hilang.

 

Agar  investasi  yang dilakukan tidak sia-sia, dia menuturkan, banyak pelaku usaha tekstil menggenjot ekspor. Apalagi, prospek pasar ekspor sangat menjanjikan. “Makanya banyak pemain yang melakukan ekspor, karena memang menggiurkan,” ujar dia kepada Investor Daily di Jakarta, belum lama ini.

 

Menurut dia, pada 2019, kondisi perekonomian dunia semakin membaik, sehingga bakal menjadi katalis peningkatan ekspor. Hal ini ditambah dengan ditekennya perjanjian dagang dengan negara EFTA, yaitu Swiss, Liechtenstein, Islandia dan Norwegia.

 

Perjanjian dengan EFTA cukup membantu untuk membuka akses pasar ke Eropa, meskipun belum semua negara Eropa.

 

Namun, dia menuturkan, naiknya ekspor tidak diimbangi dengan penjualan domestik. Selama ini, pasar domestik dibanjiri produk impor dari Tiongkok.

 

Ade mengatakan, tahun ini, produk impor sudah mulai berkurang karena pemerintah mengeluarkan kebijakan pengendalian impor. Dia berharap kebijakan pengendalian impor terus dipertahankan, karena ampuh menangkal barang impor. Dari total pasar domestik US$ 10 miliar, porsi produk impor sekitar 70%.

 

Tujuan Relokasi

 

Sementara itu, industri Tiongkok menjadikan Indonesia sebagai salah satu negara tujuan utama untuk merelokasi pabrik. Akibat perang dagang dengan AS, para investor Negeri Bambu tersebut berbondong-bondong memindahkan pabriknya ke luar Tiongkok demi menghindari tarif tinggi yang dikenakan AS.

 

“Beberapa industri tekstil dan alas kaki global sedang mempertimbangkan pemindahan pabrik dari Tiongkok ke Indonesia,” kata Menteri Perindustrian Airlangga Hartarto.

 

Dia menyebut, ada investor Tiongkok yang bakal menanamkan modalnya sebesar Rp 10 triliun di sektor industri tekstil pada tahun ini. Investasi ini mengarah kepada pengembangan sektor menengah.

 

Para  investor dari  Tiongkok juga membangun kawasan industri  baru di Sulawesi Tengah,  yang selama lima tahun ini telah berinvestasi sebanyak US$ 5 miliar dan ekspor dari lokasi tersebut sudah mencapai US$ 4 miliar. Hal tersebut menunjukkan bahwa Indonesia dinilai menjadi salah satu negara tujuan utama bagi investor Tiongkok.

 

“Ini seiring dengan komitmen pemerintah yang terus menciptakan iklim investasi kondusif dan memberikan kemudahan dalam proses perizinan usaha,” ungkap dia.
