Develop Textiles, Ministry of Industry Promises to Facilitate Facility Fulfillment PDF Print E-mail

The Ministry of Industry (Kemenprin) identifies the textile and textile products (TPT) industry to increase production capacity. The target itself is to fulfill the needs of domestic market as an import substitution and need to fill the global market with exports. Minister of Industry Airlangga Hartato also stated that his party was ready to provide facilities to fulfill the facilities needed by the industry, especially the textile industry.

 

"The facilities include the convenience of obtaining faster machinery and capital goods, then guaranteeing access to the availability of raw materials," Airlangga said.

 

While boosting the productivity of textile industry, the Ministry of Industry also increased competence of human resources (HR). Through  linking and matching vocational education program between vocational high schools and industries.

 

"The strategic effort is one of concrete manifestations of government's commitment in developing competent human resources, according to the needs of the industry today," said Airlangga.

 

In fact, the Ministry of Industry has proposed regarding implementation of a fiscal incentive scheme in form of super deductible tax or a reduction of tax above 100%. This facility will be provided to industries involved in vocational education programs. Research and development activities will also be carried out (R & D) to produce innovation.

 

"The proposed scheme is a tax reduction for industries involved in vocational training and education by 200%. Meanwhile, for industries that carry out R & D or innovation activities by 300%, "said Airlangga.

 

Economist of the Institute for Development of Economics and Finance (Indef) Ahmad Heri Firdaus assessed that the results of the program providing incentives for companies that encourage vocational education cannot be immediately felt in the near future. Because this program still requires wider socialization both to the related industries and to the educational institutions.

 

"So the impact in my opinion is still not visible towards the absorption of labor in vocational graduates," said Heri to Validnews, some time ago.

 

This is because the open unemployment rate (TPT) in Indonesia in the second half of 2018 is still dominated by graduates of vocational high schools (SMK). Data released by the Central Statistics Agency (BPS) states, in the August 2018 period TPT originating from Vocational Schools reached 11.24%.

 

Heri also argued that the link and match program of educational institutions as providers of labor with industries or companies still had to be synergized with the policies of other ministries. Because, currently the Ministry of Manpower (Kemenkaer) is also making a program to improve the quality of labor related to link and match or placement.

 

The flow of the new education program according to him also needs to be clarified. For example, increasing competence must be accompanied by certification of expertise. This also means that the value can reduce the expenditure burden of the company or industry concerned so that there is no need to conduct training to prepare their new workforce.

 

"So far, the complaints of industrial entrepreneurs have cost a lot for training workers. Now if it can be reduced, it's better, "said Heri.

 

Meanwhile, related to the increase in the textile industry, Airlangga explained, this industry is one of Indonesia's mainstay sectors in the application of industry 4.0.

 

"This sector whose performance has increased steadily, especially through its export achievements. Especially for the sarong industry, the government has provided full support to domestic producers, "he continued.

 

Citing data from the Ministry of Commerce, the export of textile industry in the period January-November 2017 was recorded to touch the figure of US $ 11.45 billion. This achievement has increased 6.41% from the same period the previous year, which was 2016 which amounted to US $ 10.76 billion.

 

In January-November 2017, apparel dominated total exports by 65.03% or US $ 7.44 billion. Followed by cloth whose value reached US $ 3.66 billion (49.20%), then fiber and yarn with a value of US $ 338 million.

 

 

Kembangkan Tekstil, Kemenperin Janji Permudah Pemenuhan Fasilitas

 

 

 

Kementerian Perindustrian (Kemenprin) melakukan identifikasi industri tekstil dan produk tekstil (TPT) untuk meningkatkan kapasitas produksi. Targetnya sendiri guna pemenuhan kebutuhan pasar dalam negeri sebagai substitusi impor maupun keperluan mengisi pasar global yakni denga ekspor. Menteri Perindustrian Airlangga Hartato pun menyatakan, pihaknya siap memberikan kemudahan untuk pemenuhan fasilitas yang dibutuhkan industri terutama industri TPT.

 

“Fasilitas itu antara lain, kemudahan mendapatkan mesin dan barang modal yang lebih cepat, kemudian jaminan akses terhadap ketersediaan bahan baku,” ujar Airlangga.

 

Sambil menggenjot produktivitas industri TPT, Kemenperin juga melakukan peningkatan kompetensi sumber daya manusia (SDM). Melalui program pendidikan vokasi yang berkesesuaian (link and match) antara Sekolah Menengah Kejuruan (SMK) dengan industri.

 

“Upaya strategis itu sebagai salah satu wujud nyata dari komitmen pemerintah dalam membangun SDM yang kompeten, sesuai kebutuhan dunia industrinya saat ini,” papar Airlangga.

 

Bahkan, Kemenperin telah mengusulkan mengenai penerapan skema insentif fiskal berupa super deductible tax atau pengurangan pajak di atas 100%. Fasilitas ini akan diberikan kepada industri yang terlibat dalam program pendidikan vokasi. Akan dilakukan pula kegiatan penelitian dan pengembangan (litbang) untuk menghasilkan inovasi.

 

“Skema yang diusulkan adalah pengurangan pajak bagi industri yang terlibat dalam pelatihan dan pendidikan vokasi sebesar 200%. Sedangkan, bagi industri yang melakukan kegiatan litbang atau inovasi sebesar 300%,” ungkap Airlangga.

 

Ekonom Insitute for Development of Economics and Finance (Indef) Ahmad Heri Firdaus menilai, hasil program pemberian insentif bagi perusahaan yang mendorong pendidikan vokasi tak bisa langsung dirasakan dalam waktu dekat. Lantaran program ini masih memerlukan sosialisasi lebih luas baik ke industri terkait maupun ke institusi pendidikannya.

 

“Makanya impact-nya menurut saya masih belum kelihatan terhadap penyerapan tenaga kerja yang di lulusan SMK,” ucap Heri kepada Validnews, beberapa waktu lalu.

 

Hal ini mengingat tingkat pengangguran terbuka (TPT) di Indonesia pada paruh kedua tahun 2018 masih didominasi lulusan sekolah menengah kejuruan (SMK). Data yang dikeluarkan Badan Pusat Statistik (BPS) menyebutkan, pada periode Agustus 2018 tersebut TPT yang berasal dari SMK mencapai 11,24%.

 

Heri pun berpendapat, program link and match institusi pendidikan sebagai penyedia tenaga kerja dengan industri atau perusahaan masih harus disinergikan dengan kebijakan kementerian lain. Pasalnya, saat ini Kementerian Tenaga Kerja (Kemenkaer) juga sedang membuat program peningkatan kualitas tenaga kerja yang berkaitan dengan link and match atau penempatan.

 

Alur program pendidikan yang baru menurutnya juga perlu diperjelas. Contohnya peningkatan kompetensi yang harus diiringi dengan sertifikasi keahlian. Hal ini juga ia nilai dapat mengurangi beban pengeluaran perusahaan atau industri bersangkutan agar tidak perlu mengadakan pelatihan-pelatihan untuk mempersiapkan tenaga kerja barunya.

 

“Kan selama ini keluhan pengusaha industri mereka keluar biaya banyak untuk training tenaga kerja. Nah kalau itu bisa dikurangi kan lebih baik,” ujar Heri.

 

Sementara itu, terkait dorongan peningkatan industri TPT, Airlangga menjelaskan, industri ini merupakan salah satu sektor andalan Indonesia dalampenerapan industri 4.0.

 

“Sektor ini yang kinerjanya naik terus terutama melalui capaian ekspornya. Khusus industri sarung, pemerintah telah memberikan dukungan penuhterhadap produsen dalam negeri,” lanjutnya.

 

Mengutip data Kementerian Perdagangan, ekspor industri TPT pada periode Januari-November 2017 tercatat menyentuh angka US$11,45 miliar. Capaian tersebut mengalami peningkatan 6,41% dari periode yang sama tahun sebelumnya, yakni 2016 yang sebesar US$10,76 miliar.
