Australia Exempts Indonesian Textile Import Duty PDF Print E-mail

The Australian Government exempts 100 percent of import duty for some Indonesian products. This policy follows the signing of the Indonesia-Australia Comprehensive Economic Partnership Agreement (IA-CEPA).


On the contrary, Indonesia will also free 94 percent of import duty on Australian products.


Trade Minister Enggartiasto Lukita said the IA-CEPA aims to increase trade and investment in two countries. In addition, the IA-CEPA is expected to strengthen cooperation in the fields of security, environment, economy, education, transnational issues, and Human Resources (HR).



"This is a negotiation to achieve mutual benefits for both parties," Enggar said.


Enggar said Australia would eliminate 6,474 tariff posts to 0 percent or get duty-free facilities. Some of these products, namely textiles, carpets or rugs, ethylene glycol, polymers ethylene sheets, distribution pipes for oil and gas (oil and gas), wood-based furniture, and herbicide and pesticide products. Before the IA-CEPA, these products received a preference rate of 5 percent.


In addition, Australia also eased the requirements for hybrid and electric vehicles from Indonesia to get a 0 percent tariff. As long as the vehicle is assembled in Indonesia (regardless of the value of the local charge and the origin of the raw material), the vehicle gets a 0 percent preference rate.


"This agreement is a shortcut for Indonesia's hybrid and electric vehicle industry in order to enjoy free preference tariffs from Australia, so that our automotive products are expected to be competitive," he said.


In addition, Enggar believes that IA-CEPA is able to hoist the value of Foreign Direct Investment (FDI) for two countries. Because, the IA-CEPA will create new investment opportunities and a more conducive investment climate that drives the amount of FDI in the two countries. However, Enggar has not been able to set an increase in investment after the IA-CEPA.


"The target is as much as possible," said Enggar.


Additional Work Quota and Holiday Visa


In addition to exempting import duties, the Australian government will also increase the Work and Holiday Visa (WHV) quota or visa for work and holidays with a one-year validity period for individuals aged 18-30 years. At present, the Australian Government limits WHV's quota of 1,000 people per year.


The plan, the Australian Government will add WHV quotas for Indonesia to 4,100 people per year when the IA-CEPA applies. Furthermore, the quota will continue to be increased by 5 percent per year to a maximum of 5,000 per year.


At present, IA CEPA still needs ratification in their respective countries. For Indonesia, the IA CEPA needs to be ratified by the House of Representatives (DPR) and targeted to be completed by the end of this year.




Australia Bebaskan Bea Masuk Tekstil Indonesia




Pemerintah Australia membebaskan 100 persen tarif bea masuk untuk beberapa produk Indonesia. Kebijakan ini menyusul ditandatanganinya Perjanjian Kemitraan Ekonomi Komprehensif Indonesia-Australia (IA-CEPA).


Sebaliknya, Indonesia juga akan membebaskan 94 persen bea masuk untuk produk Australia.


Menteri Perdagangan Enggartiasto Lukita mengatakan IA-CEPA bertujuan untuk meningkatkan perdagangan dan investasi dua negara. Selain itu, IA-CEPA diharapkan bisa memperkuat kerja sama di bidang keamanan, lingkungan, ekonomi, pendidikan, isu-isu transnasional, dan Sumber Daya Manusia (SDM).



"Ini adalah negosiasi untuk mencapai keuntungan bersama bagi dua belah pihak," kata Enggar.


Enggar merinci Australia akan mengeliminasi 6.474 pos tarif menjadi 0 persen atau mendapatkan fasilitas bebas bea masuk. Beberapa produk itu, yakni tekstil, karpet atau permadani, ethylene glycol, lembaran polymers ethylene, pipa penyaluran untuk minyak dan gas (migas), furnitur berbahan dasar kayu, dan produk herbisida dan pestisida. Sebelum IA-CEPA, produk-produk tersebut mendapatkan tarif preferensi sebesar 5 persen.


Selain itu, Australia juga meringankan persyaratan bagi kendaraan hybrid dan elektrik asal Indonesia untuk mendapatkan tarif 0 persen. Sepanjang kendaraan tersebut dirakit di Indonesia (terlepas nilai muatan lokal dan asal bahan baku), maka kendaraan tersebut mendapatkan tarif preferensi 0 persen.


"Kesepakan ini merupakan jalan pintas bagi industri kendaraan hybrid dan elektrik Indonesia agar dapat menikmati bebas tarif preferensi dari Australia, sehingga diharapkan produk otomotif kita dapat kompetitif," ujarnya.


Di samping itu, Enggar meyakini IA-CEPA mampu mengerek nilai Foreign Direct Investment (FDI) bagi dua negara. Sebab, IA-CEPA akan menciptakan peluang investasi baru dan iklim investasi yang lebih kondusif yang mendorong jumlah FDI di dua negara. Namun, Enggar belum bisa mematok kenaikan investasi usai IA-CEPA.


"Targetnya sebanyak mungkin," tutur Enggar.


Tambahan Kouta Work and Holiday Visa


Selain membebaskan bea masuk, pemerintah Australia juga akan menambah kuota Work and Holiday Visa (WHV) atau visa untuk kerja dan libur dengan masa berlaku satu tahun bagi individu usia 18-30 tahun. Saat ini, Pemerintah Australia membatasi kuota WHV sebanyak 1.000 orang per tahun.


Rencananya, Pemerintah Australia akan menambah kuota WHV bagi Indonesia menjadi 4.100 orang per tahun saat IA-CEPA berlaku. Selanjutnya, kuota akan terus ditambah sebesar 5 persen per tahunnya hingga maksimal 5.000 per tahun.


Saat ini, IA CEPA masih membutuhkan ratifikasi di negara masing-masing. Untuk Indonesia, IA CEPA perlu diratifikasi Dewan Perwakilan Rakyat (DPR) dan ditargetkan rampung akhir tahun ini.
