Indonesia and the European Union (EU) continue the 7th Round of Indonesia-European Union Comprehensive Economic Partnership Agreement (I-EU CEPA) negotiations on 11-15 March 2019 in Brussels, Belgium. This round is the first full round in 2019 and is closed today.

 

The 7th round of negotiations was the culmination a series of intercession activities held in Brussels and Jakarta in January and February this year.

 

"We are committed that at this time of negotiations, two countries must strive to make as much progress as possible and maintain momentum towards completion as soon as possible," said Director General of International Trade Negotiations of the Ministry of Trade, Iman Pambagyo

 

Faith continued, the negotiations discussed sixteen negotiation issues, namely trade in goods (TIG), energy and raw materials, information on origin, customs and trade facilitation, sanitation and phytosanitary, trade security instruments, trade services (TIS), investment, small businesses medium, intellectual property rights, state expenditure, economic cooperation and capacity building (ECCB), trade and sustainable development, transparency and practice of implementing good regulations, institutions and the results of final agreements, and dispute resolution.

 

While the issue of the competition and investment court system (ICS) is not discussed in this round. The issue of technical barriers to trade and state-owned enterprises (SOEs) is discussed through digital video conferencing (DVC).

 

"I ask the negotiators to divide the negotiation issue into three categories, namely technical, policy and political issues. If the issues faced are technical and paragraphs need to be prepared, they can be resolved during this negotiation. If it is difficult, it will be grouped into sections of policy issues and political issues that need to be raised to a higher level, "said Faith.

 

All working groups are also asked by the two Chairpersons of Negotiators to set clear work plans and targets in each round. These work plans and targets are concrete guidelines for negotiators in each working group and work subgroup to make realistic achievements in each of the negotiations to ensure negotiations can be completed this year.

 

 

I-EU CEPA putaran tujuh selesai dilakukan, ada enam isu yang dirundingkan

 

 

 

Indonesia dan Uni Eropa (EU) melanjutkan perundingan Indonesia-European Union Comprehensive Economic Partnership Agreement (I-EU CEPA) Putaran Ke-7 pada 11-15 Maret 2019 di Brussel, Belgia. Putaran kali ini merupakan putaran penuh pertama di tahun 2019 dan ditutup hari ini.

 

Putaran ke-7 perundingan ini merupakan puncak serangkaian kegiatan intersesi (pertemuan antara) yang dilakukan di Brussels dan Jakarta pada Januari dan Februari tahun ini.

 

"Kami berkomitmen bahwa pada perundingan kali ini, kedua negara harus berupaya membuat kemajuan sebanyak mungkin dan menjaga momentum menuju penyelesaian secepatnya,” ungkap Direktur Jenderal Perundingan Perdagangan Internasional Kementerian Perdagangan, Iman Pambagyo

 

Iman melanjutkan, perundingan ini membahas enam belas isu runding, yaitu perdagangan barang (TIG), energi dan bahan baku, keterangan asal, bea cukai dan fasilitasi perdagangan, sanitasi dan fitosanitasi, instrumen pengamanan perdagangan, perdagangan jasa (TIS), investasi, usaha kecil menengah, hak kekayaan intelektual, belanja negara, kerja sama ekonomi dan peningkatan kapasitas (ECCB), perdagangan dan pembangunan berkelanjutan, transparansi dan praktik penerapan peraturan yang baik, kelembagaan dan hasil kesepakatan akhir, serta penyelesaian sengketa.

 

Sedangkan isu sistem pengadilan persaingan dan investasi (ICS) tidak dibahas pada putaran ini. Adapun isu hambatan teknis perdagangan dan perusahaan milik negara (SOEs) dibahas melalui konferensi video digital (DVC).

 

“Saya meminta kepada para perunding agar membagi isu runding menjadi tiga kategori, yaitu isu teknis, kebijakan, dan politis. Jika isu yang dihadapi bersifat teknis dan perlu disusun paragraf, maka dapat diselesaikan dalam perundingan ini. Jika sulit maka akan dikelompokkan ke dalam bagian isu kebijakan dan isu politis yang perlu diangkat ke tingkat lebih tinggi,” ujar Iman.

 

Seluruh kelompok kerja (working group) juga diminta kedua Ketua Juru Runding untuk menetapkan rencana kerja dan target (work plan) yang jelas dalam setiap putaran. Rencana kerja dan target ini menjadi pedoman konkret para perunding di setiap kelompok kerja dan subkelompok kerja untuk membuat capaian realistis di setiap perundingan untuk memastikan perundingan dapat diselesaikan tahun ini.
