The number of  Bonded Logistics Centers (PLB) continues to increase. The Ministry of Finance's Directorate General of Customs and Excise (DJBC) noted that currently there are 79 PLBs in 118 locations since its release in 2016. In fact, when the first time it was released there were only 11 PLBs.

 

Head of Other Bonded Stockpiling Section DJBC Irwan Mashud said, the existence of this PLB did not only contribute to increased import duties, but also provided logistics efficiency to national business operators so that raw materials were obtained more easily and with more efficient capital and time.

 

This was also confirmed by the Chairperson of the Indonesian Employers Association (Apindo) Hariyadi Sukamdani. According to him, the existence of the PLB helps entrepreneurs.

 

According to Hariyadi, by stockpiling goods at  PLB, it will ease the capital of the entrepreneur. "He did not pay more to stock goods. The deposit can also be scheduled," Hariyadi said.

 

Entrepreneurs who need raw materials only need to take from the PLB, rather than getting it by having to import it first. "If you have to import it first, it will be troublesome," Hariyadi added.

 

The existence of capital efficiency and time is believed to be able to increase production capacity so that the performance of the factory or company becomes better.

 

Based on DJBC's records, in 2018 deferred import duties amounted to Rp 1.6 trillion with a total of 43,911 documents and foreign exchange value of US $ 3.9 billion.

 

This value increased from the previous year where in 2017, the import duty deferred through the PLB amounted to Rp 1.1 trillion with the number of documents totaling 25,583 and the value of foreign exchange of US $ 2.1 billion.

 

In accordance with the Minister of Finance Regulation No. 28 / PMK.04 / 2018 concerning amendments to PMK No. 272 / PMK.04 / 2015 concerning the Bonded Logistics Center, in article 20 it is stated, goods piled on PLB can be issued to support industrial activities in Bonded Zones, SEZs, Free Areas, or other economic zones stipulated by the government in accordance with statutory provisions - invitation, supporting industrial activities elsewhere in the customs area, being included in other TPBs, exported, and others.

 

In Article 21, it is stated that the expenditure of goods from PLB to other places in the customs area is due to Import Duty, Excise, and / or PDRI.
