The Government Begins Safeguard Investigation for Textile Products PDF Print E-mail

The government through the Indonesian Trade Security Committee (KPPI) began investigation of the trade security measures in the textile and textile product (TPT) industry. KPPI Chairman Mardjoko said that the investigation process had begun last weekend after the Indonesian Textile Association (API) submitted a request for the imposition of security import duty (BMTP) on TPT products from upstream to downstream.

 

He admitted during the last 3 years, there was an increase in imports of textile products by up to 10%. That fact was obtained from KPPI's initial inspection of 120 HS codes for TPT products. However, he could not name any products that experienced a surge in imports during this range.

 

"We have begun the investigation process, while waiting for a number of documents and data from the API that have not been submitted. There are only a few documents that have not been submitted by the API to meet the minimum requirements for the imposition of safeguards at the WTO, "he said.

 

He added, BMTP can be done if it has been proven that imported products are detrimental to the country's textile industry. The proof can be fulfilled if there is a drastic decrease in financial ratios from companies in the related industry for a certain period.

 

For this reason, in addition to checking rate of imports of TPT products from upstream to downstream, KPPI will examine a number of data and financial documents of Indonesian TPT companies, such as liquidity ratios, solvency ratios, to profitability ratios.

Mardjoko said, if all the supporting documents for the application of BMTP had been provided by API, the trade security measures could be carried out this year.

 

API Chairperson Ade Sudrajat promised that all complete BMTP application documents would be submitted to KPPI this week.

 

Previously, Ade said the amount of import duty proposed by API for fiber was 2.5%, 5% yarn, 7% fabric and 15% -18% garment. According to him, the proposed multilevel import duty was adjusted to the conditions of the Indonesian textile industry, whose raw material needs still needed to be imported.

 

Chairman of the Indonesian Textile Expert Association (Ikatsi) Suharno Rusdi said the amount of BMTP proposed by the API would not have much effect and help the national textile industry return to health.

 

For this reason, he proposes that the amount of BMTP applied to fabric products be 80%, 60% yarn, and garment is above 100%. In addition, he also asked the government to immediately take action to stop imports temporarily by not giving permission to import and issue TPT with HS code 50-63 from all bonded logistics centers (PLB).
