KPPI Starts Investigation of Textile Import RI PDF Print E-mail

The Indonesian Trade Security Committee (KPPI) of the Ministry of Trade (Ministry of Trade) stipulates the start of an investigation of safeguards measures proposed by the Indonesian Textile Association (API).

 

The safeguard applications that were investigated included a surge in imports of textile fabrics with the HS code 107 HS. It also spiked 6 HS code imported yarn (other than sewing thread) from synthetic and artificial staple fibers, and a surge in imports of curtain products (including curtains), blinds, bed nets, and other furniture items by 8 HS codes.

 

"From the initial evidence of the petition submitted, the KPPI found a surge in the volume of fabric imports. In addition, there were initial indications of serious losses or threats of serious losses experienced by the domestic industry as a result of the surge in import volumes," said KPPI Chairman Mardjoko explaining the reason for the surge in investigation. the volume of fabric imports in its light.

 

 

The investigation began on Wednesday (18/09/2019). Mardjoko said, serious losses or threats of serious losses in fabric imports can be seen from several indicators of the performance of the domestic industry in the last three years (2016-2018) and semester I-2019.

 

Regarding fabric imports, he explained, there were ongoing financial losses due to declining production volumes and domestic sales, increased ending inventory or the number of unsold goods.

Based on data from the Central Statistics Agency for the past three years (2016-2018), the volume of fabric imports continues to increase with a trend of 31.80 percent.

 

In 2016, cloth imports were recorded at 238,219 tons, then in 2017 it rose to 291,915 tons, and continued to rise to 413,813 tons in 2018.

 

Countries of origin are imported fabrics, including China, South Korea, Hong Kong and Taiwan. The largest volume of Indonesian fabric imports came from China with an import share of 67.86% in 2018, then 63.61% in 2017, and 61.42% in 2016 of total Indonesian imports.

 

Serious losses and threats are also an early indication of spikes in yarn import volumes (other than sewing thread) from synthetic and artificial staple fibers, and spikes in imports of curtain products (including curtains), inner blinds, bed nets, and other furniture items.

 

Mardjoko said the KPPI invited interested parties to provide a response no later than fifteen days after the start of the investigation.

 

Separately, API Chair Ade Sudrajat said the safeguard application had been initiated for a month. API officially entered it.

 

"When the announcement was made that the start of the investigation, after that notifications will be submitted to all countries awaiting objections from other countries whether from China, Turkey and others," Ade said at the API office, Jakarta.
