The machine restructuring program in textile and textile products industry is considered more appropriate to be directed to the intermediate sector, especially for the rejuvenation of dyeing facilities, refinement of textiles and printing.

Ade Sudrajat, Chair of the Indonesian Textile Association (API), said that this stage became a weak point in the sector between textiles and textile products (TPT).

"Weaknesses in the industrial chain are dyeing , finishing [refining], printing. So, focus on dyeing finishing printing," he said.

The government restructuring program, continued Ade, allows businesses to rejuvenate their machines so that they are more efficient and productive.

In addition, he assessed that with the program more and more innovative industry players and small and medium businesses were moved to increase the competitiveness of their production.

Separately, Secretary General of the Indonesian Association of Fiber and Yarn Filament Producers (APSyFI) Redma Gita Wirawasta also acknowledged that the program was indeed needed by business player in the intermediate sector.

"It is very appropriate if prioritized in the intermediate sector, especially the dyeing, printing and finishing sectors," he said.

Redma explained that the TPT production process in intermediate sector begins with the spinning stage that produces yarn. The yarn, he explained, was next stage of stage weaving (knitting) or knitting (knitting) to become fabric.

In the final stage in the intermediate sector, added Redma, both woven fabrics and knitted fabrics will be processed into finished fabrics through dyeing, printing, finishing. "So, some raw fabrics are dyed, some are printed, after that they are finished."

Furthermore, Redma said the implementation of the restructuring program would improve performance of intermediate sector. In the end, he explained, it would have an impact on the upstream TPT sector.

He believes that potential for increased demand for raw material products from the upstream sector will be open. "If the sector is healthy, upstream it will also attract demand," Redma said.

Even so, Redma hopes the program budget ceiling will continue to be increased by the government. The greater the government's support through the program, he said, the higher the flow of new investment for the rejuvenation of production equipment.

He explained that the program had been started from 2007 to 2016 with a budget ceiling of Rp300 billion. "If Rp. 25 billion will only encourage investment of around Rp. 250 billion, so the effect is very small to move the sector between. If up to Rp. 300 billion, it can encourage investment to Rp. 3 trillion," he said.
