A pile of problems must now be faced by the domestic textile industry. Finance Minister Sri Mulyani Indrawati said, statistically, the import of textiles and national textile products (TPT) was recorded to increase. Ie, from USD 4.7 billion in 2017 to USD 4.9 billion in 2018, then USD 3.9 billion in September 2019.

The former managing director of the World Bank continued, another problem was that the production capacity and investment of the TPT upstream industry increased, but the absorption capacity of the industry (middle) in the country was lacking. This condition makes the market for the TPT upstream industry export.

 

For the middle industry, there is a decline in production capacity due to environmental problems and old production machinery. This has an impact on downstream industries that are difficult to get domestic raw materials due to lack of supply. In fact, he continued, the utilization of downstream industrial production is only 56 percent.

 

He detailed, the domestic capacity for fiber yarn reached 3.1 million tons and 3.9 million tons of textiles. However, what is astonishing is that when production is not full, there are even imports of 1.2 million tons of fiber.

 

"If on the one hand there is no use of the capacity of production but there are imports, it means there are various kinds of problems faced in the industry," he explained.

 

A pile of problems from upstream to downstream is what is called making the textile industry depressed. Plus there are no restrictions on the import of apparel.

 

The current condition is that the upstream TPT, such as yarn and fabric, is monitored under the conditions of import quota and surveyor reports. Meanwhile, garment TPT only requires surveyor's report.

 

"The treatment of upstream and downstream import trade system supervision needs a more comprehensive study," he added.

 

Head of the Sub Directorate General (Kasubdit) of the Ministry of Finance Customs and Excise Deni Surjantoro added, in addition to machinery problems, the industry is facing environmental issues from waste in the printing process. Therefore, it needs improvement steps in the middle industry.

 

"Downstream industries want to take goods while there is no production. Because there is no incoming production, he also imports downstream, "he said.

 

Less optimal industry in the middle is also the cause of the entry of imported fabrics. From the data of the Central Statistics Agency (BPS), the volume of fabric imports increased during the 2016-2018 period. The average rising trend was recorded at 31.80 percent per year.

 

In 2016, cloth imports were recorded at 238,219 tons, then rose to 291,915 tons in 2017. Imports of cloth again grew to 413,813 tons in 2018.

 

The largest volume of Indonesian fabric imports came from China with an import share of 67.86 percent in 2018. Besides China, Indonesia imported fabrics from South Korea, Hong Kong and Taiwan.
