The Ministry of Industry (Kemenperin) is trying to fix the domestic manufacturing industry. Starting from the imposition of safeguard alias trade safeguards to the imposition of Anti Dumping Import Duty (BMAD).

Director General of Chemical, Pharmaceutical and Textile Industry of the Ministry of Industry Muhammad Khayam gave an example of this being in the textile and textile products (TPT) sector.

As for upstream products namely staple fiber and filament products are not subject to safeguards but Anti Dumping Import Duty (BMAD) as a result of unfair trade from the accused producers.

After the upstream product is imposed by BMAD, the middle and downstream products are made a safeguard or Import Duty for Safeguard Measures as has been imposed temporarily with the existing PMK. This is currently being reviewed by the downstream industry to apply for safeguards.

The large number of imported products that enter makes the upstream textile industry affected. Because many raw materials whose prices are more economical continue to arrive from imports.

Khayam explained that in order to control cheap imported raw materials, the government in addition to wearing safeguards in the middle industry also carried out restrictions based on Permendag 85/2015 Jo 64/2017 Jo 77/2019.

The contents of the Minister of Trade Regulation requires all importers to have Import Approval (SPI) so that raw materials can be controlled only for their production needs, based on their capacity.

As for the downstream industry, especially for export purposes, the imposition of Safeguard Measures Import Duty is exempted so that it gets import convenience.
