The government has planned at least five regions in Java, in which there is a textile and textile product (TPT) industry.Director of Industrial Regional Directorate General of Resilience, Regional and International Industrial Access (KPAII) Ministry of Industry Ignatius Warsito said, the determination of TPT industry development would focus on Java. Given this sector is a labor-intensive industry.

"Meanwhile, outside Java it is expected that industries based on the downstreaming of natural resources such as agriculture, plantations, oil and gas and coal minerals," said Warsito in Jakarta.

Based on the 2015-2035 National Industrial Development Master Plan (RIPIN) as stipulated in Government Regulation No. 14 of 2015, the regions of Java that will become the center of industry are Kendal-Semarang-Demak, Central Java; Tuban-Lamongan-Gresik-Surabaya-Sidoarjo-Mojokerto-Bangkalan, East Java; Cilegon-Serang-Tangerang, Banten; Cirebon-Indramayu-Majalengka, West Java; Bogor-Bekasi-Purwakarta-Subang-Karawang, West Java.

"The TPT industry has been included in the development plan by the regional government regarding the Provincial Industrial Development Plan (RPIP)," said Warsito.

At present, the government is also planning to accelerate the development of the textile industry area in Brebes, Central Java.

In addition, Warsito said the West Java Provincial Government was also proposing a central area of industrial growth (WPPI), namely the Rebana gold triangle around the Subang, Indramayu, Majalengka and Cirebon regions. The regional government, he said, had prepared the planning documents.

"Even so, it is hoped that other regions can be developed centers of growth in the textile and textile product industries as in West Java," he said.

Deputy Chairperson of the Indonesian Textile Association (API) Anne Patricia Sutanto hopes that the government and industry players will jointly study each area proposed to be an industrial estate.

"So it is not only the existing framework or area, but the area of interest in the textile and economic industry in accordance with our ecosystem. We ourselves are ready to develop there," said Anne.

Anne said industry players were also proposing the development of a apparel park for the TPT industry which was being reviewed in the next six months.

He hopes that the concept of apparel park will not be uniform between one location and another, meaning that each region must be adjusted based on the industrial ecosystem.

For example, there are some regions that are more micro, small and medium enterprises (MSMEs), such as Yogyakarta, Bali, West Nusa Tenggara and East Nusa Tenggara.

In the next six months, Anne said that she would inventory a number of proposed industrial estates, both in terms of human resources, water availability, waste management, energy, and access to ports or airports.

"Even though the context is TPT, maybe by region it is not one size fits all too because it depends on the demographics or economic strength in the area," said Anne.
