The Director General of Customs and Excise through Regulation of the Minister of Finance No. 199 / PMK.010 / 2019 issued a policy regarding the implementation of new provisions relating to the import of effective shipments from 30 January 2020. This was stated by the Head of Kualanamu Customs and Excise Office Elfi Haris.

 

Elfi Haris through Kasi Counseling and Information Services Rahmat Priyandoko explained that this new provision mainly concerns the threshold value that gets exemption from import duties. the limit is reduced to FOB USD 3. This means that goods whose value is below USD 3 are included in the Exemption category. Exemption is only for import duty while VAT is still being imposed.

 

The details of the amount of taxation are: Value of goods between USD 3 to USD 1,500 subject to 7.5% import duty and 10% VAT. The value of goods in excess of USD 1,500 must use ordinary import mechanisms.

 

For certain products such as bags, shoes and textiles there are special tariffs if they exceed USD 3. Bags are subject to BM 15 - 20%, BM shoes are 25-30%, textiles are subject to BM 15 - 25% all are subject to 10% VAT and PPH 7, 5-10% (with and without NPWP).

 

Rahmat Priyandoko continued, this policy change was taken because of input from the public, especially domestic Small and Medium Industries (IKM) players who felt the impact due to the flood of imported products of shipment that received exemption from import duties.

 

According to Customs data of goods shipped through imports from 2017 to 2019, there has been a trend of a very significant increase of around 800%, most of which are exempt from import duties and taxes. This certainly does not provide a healthy competition for domestic industry players. So that the Government through Customs applies this provision in order to provide the same so-called "level flaying field" for domestic small industry players.

 

Domestic entrepreneurs are expected to be able to improve the quality and quantity of production so that Indonesian people increasingly love domestic products.

 

Moreover, the Customs has provided ease of import through fiscal policy facilities in this case the products are for export purposes. For example, the shoe or bag industry players who want their products to have good quality (so as not to compete with foreign products), but raw materials must be imported from foreign duty will be exempted from import duties and taxes by customs.

 

In the end, if the quality increases will be in line and not inferior to foreign products, then automatically the goods from abroad will be eliminated, said Rahmat Priyandoko.

 

When asked what the impact arising from the new customs policy, Rahmat said there were protests from online application entrepreneurs in Batam, because selling goods only to Indonesia was subject to import duties and taxes. Moreover, so far they were free to sell their goods in Infonesia using online media.

 

If from the foreign government there is no problem because there is already a policy called the harmonization of the tariff system, international tariff adjustments and they are both perfumes, Rahmat P concluded.
