Permission from the Ministry of Health for Masks Production Becomes Barrier for Textile Industry? PDF Print E-mail

The national textile and textile product (TPT) industry claims to have the capability to boost domestic mask production. Unfortunately, the potential is hampered by licensing.

Secretary General of the Fiber and Yarn Manufacturers Association (APSyFI) Redma Wirawasta said that upstream manufacturers can easily shift production to medical quality raw materials quickly.

However, the lack of mask manufacturers in the intermediate and downstream sectors of the textile industry made the shift in production halted.

"Mask manufacturers have full capacity [at the moment]. If production is added, investment will definitely be added. This new investment has obstacles in the distribution permit from the Ministry of Health [Ministry of Health]," said APSyFI Secretary General Redma Wirawasta.

He explained, recently there were at least two investors who had been interested in investing in the production of masks. Unfortunately, the investment intention was held back because the distribution permit from the Ministry of Health was considered to be difficult for marketing.

Medical mask specifications are generally made of non-knitted fabric of polyester or rayon fibers, namely spunbond and meltbond. Meanwhile, local manufacturers only supply about 10 percent of the total fiber needed by the current fabric manufacturers.

Previously, the Indonesian Textile Association (API) had committed to donate 1 million units of masks to the Indonesian Red Cross (PMI). Redma said the mask is not made of spunbond or meltbond cloth, but from an anti-bacterial cloth that is easy to sew and can be washed again.

Separately, API Secretary General Rizal Rakhman said that his party was still in the process of making 1 million units of the mask. Meanwhile, he continued, API is targeting to donate up to 2 million mask units to PMI and the National Disaster Management Agency (BNPB).

Rizal agreed that increasing the production of masks in the country could not yet be done. Because the manufacturers who have the capability to produce medical standard fabrics can be counted on the fingers and the volume of production per manufacturer is very small.

"Our basic [production of medical standard masks] is very limited by producers. So far, to meet the needs of the [poor], there are still many who import," he said
