The Ministry of Industry said it had opened the option to provide soft loans to industry players who were having difficulty paying employee rights such as holiday allowances (THR) amid a corona virus pandemic.

 

Minister of Industry Agus Gumiwang Kartasasmita admitted at a cabinet meeting with President Joko Widodo (Jokowi) some time ago, his party proposed giving a fiscal stimulus stimulus to businesses so that the THR could be disbursed on time.

 

"In a cabinet meeting, the Ministry of Industry proposes to be given a fiscal space to provide loans in the form of soft loans to the industry so that they can pay THR without having to pay in installments," he said

 

Although the scheme is not yet available, Agus said that the facility is being reviewed by the government together with Bank Indonesia (BI) and the Financial Services Authority (OJK).

 

He proposed the assistance in the form of debt because there were many complaints from industry players who complained about the sluggishness of the company's cash. Agus said that many business operators actually intend to pay workers THR even with debt.

 

The effort, he said, became the foundation of the government's soft loan policy so that people's purchasing power can be maintained and entrepreneurs are not overwhelmed by paying off the debt they take.

 

He also reminded industry players to continue to pay THR to workers even though the company's cash was sloping. "In principle, THR by law (legally), is an obligation by companies that must be paid to workers," he said.

 

Another way to overcome this difficult-to-pay THR polemic, he said, was to take a dialogue approach with trade unions or workers. Installment options can be taken if agreement between the two parties can be obtained.

 

Previously, the Indonesian Employers' Association (Apindo) stated that many companies within their organization could not pay THR on time according to the current regulations. Because the company's cash flow is disrupted due to the spread of the corona virus.

 

For information, in accordance with Article 5 paragraph 4 of the Regulation of the Minister of Manpower Number 6 Year 2016 regarding Allowances for Religious Holidays for Workers / Laborers in the Company, religious THRs must be paid by employers no later than seven days or a week before the Religious Holidays.

 

Executive Director of the Indonesian Employers' Association (Apindo) Danang Girindrawardana revealed that due to the corona virus, the deadline set in the regulation is difficult to fulfill.

 

For this reason, companies that cannot afford to pay THR according to applicable regulations will dialogue with their workers. Thus, the decision when the THR is paid later will refer to the results of the mutual agreement.

 

However, the workers refused the reason. The Trade Union Association (Aspect) states there is no reason for companies to delay or reduce their obligations to workers, including paying holiday allowances (THR). According to him, corona virus outbreaks cannot be used as an excuse to deny these obligations.

 

Aspect Chair Mirah Sumirat said entrepreneurs could not just raise their hands and said they were unable to pay THR despite the corona virus. Because, THR actually has been compiled in the company's budget a year earlier.

 

"When entrepreneurs shouted that they were unable to pay THR, the statement was ridiculous and fraudulent. Because we know that the name of the THR budget was not suddenly budgeted last month but a year before," he said
